On 2 September 1986 we wrote to Nottinghamshire County Council announcing our intention to undertake a review of the County under section 48(1) of the Local Government Act 1972. Copies of the letter were sent to the principal local authorities and constituent parishes in Nottinghamshire and in the surrounding counties of Derbyshire, Humberside, Leicestershire, Lincolnshire and South Yorkshire; to the National and County Associations of Local Councils; to Members of Parliament with constituency interests; and to the headquarters of the main political parties. In addition, copies were sent to those government departments, regional health authorities, water authorities, and electricity and gas boards which might have an interest; and to British Telecom, the English Tourist Board, the local government press, and local television and radio stations serving the area. 2. The County Councils were requested, in co-operation as necessary with other local authorities, to assist us in publicising the start of the review by inserting a notice for two successive weeks in local newspapers. The County Councils were also asked to ensure that our consultation letter was drawn to the attention of those services, such as the police and the administration of justice, in respect of which they had a statutory function. 3. A period of six months from the date of our letter was allowed for all local authorities and any body or person interested in the review to -send us their views on whether changes to the county boundary were desirable and, if so, what those changes should be and how they would serve the interests of effective and convenient local government, the criterion laid down in the 1972 Act. 4. All Nottinghamshire's boundaries have been, or are being, considered in the context of the mandatory reviews of the surrounding Counties and Metropolitan Boroughs. The Commission has already reported to you on its recommendations in respect of the boundaries with Derbyshire, Humberside, Leicestershire, Lincolnshire and the Metropolitan Borough of Doncaster in South Yorkshire (in its final reports numbers 599, 604, 577, 540 and 585 respectively). Nottinghamshire's other boundary with South Yorkshire is being considered as part of the review of the Metropolitan Borough of Rotherham and we will be reporting our conclusions at a later date. 5. Orders have already been issued by you implementing the changes proposed to Nottinghamshire's boundaries with Lincolnshire, Leicestershire and the Metropolitan Borough of Doncaster. No changes were proposed to the boundary with Humberside in the final report for that county, and it falls to you, if you think fit, to make Orders (with or without modifications) implementing our recommendations for Nottinghamshire's boundary with Derbyshire. 6. This report therefore brings together the recommendations already made for all of Nottinghamshire's boundaries except for the boundary with the Metropolitan Borough of Rotherham in South Yorkshire. A summary of these recommendations is set out at Annex A together with relevant maps at Annexes B to F and consequential changes at Annex G. ELECTORAL CONSEQUENCES 7. No substantive variations to electoral arrangements at county or district level follow from the Commission's recommendations in respect of these boundaries. PUBLICATION 8. We are sending a separate letter enclosing copies of this report to the County Councils of Nottinghamshire, Derbyshire, Leicestershire, Lincolnshire and Humberside, and to the Metropolitan Borough of Doncaster. However, as all the recommendations have already been publicised in the context of the Commission's previous reports, separate arrangements will not be made on this occasion to publicise or circulate further this final report.
