I LEGAL BASES AND GENERAL CONDITIONS 1 This European technical approval is issued by Österreichisches Institut für Bautechnik in accordance with: 1. Basically, for members subjected to predominantly compressive loading, the reinforcement regulations specified in Eurocode 2, EN 1992-1-15, apply. End anchorage of the reinforcing bars is achieved using either a torqued anchor piece with pre- anchorage length or a contact compression splice with anchorage end plate. The reinforcing bars are connected using torqued standard couplers for tension, compression and alternating loads or contact couplers for pure compression loads. The European technical approval does not apply to members subjected to seismic or non-predominantly static loads;  Reinforced concrete compression members, e.g. columns and walls, of moderate slenderness;

 Thread bars with a nominal diameter of ds > 43 mm shall not be bent.

 Structural members that meet the following requirements according to EN 1992-1-1 for bending and tensile loads:  The steel’s characteristic yield strength to transfer tension loads is limited to fyk ≤ 600 N/mm² in the ultimate limit state;  The required verifications are carried out for the serviceability limit state;  For exceptional load cases, limitation of the yield strength is not required. Bases for design, detailing and execution are specified in EN 1992 and EN 13670. In addition, copy electronic the following items shall be observed:  In order to fully exploit the steel’s compressive yield strength, the creep and shrinkage redistributions may be taken into account;  The thread bars’ stress-strain curves are identical both under tension and compression;  Moment redistributions are permissible only if exact verifications are carried out;  For additional considerations on design and detailing see section 4.2. The provisions specified in the European technical approval are based on an assumed working life of 100 years6 for the SAS 670 high-strength reinforcing system. The indications given as to the working life of the kit cannot be interpreted as a guarantee given by the kit manufacturer or the Approval Body issuing the ETA, but are regarded only as a means for selecting the appropriate products in relation to the expected economically reasonable working life of the works.

2 Characteristics of the product and methods of verification 2.1 General The components of the reinforced concrete members subjected to predominantly compressive loading as well as the assembled system are shown in the drawings in the annexes of the European technical approval. The material parameters, dimensions and tolerances of nic copy electronic components not specified in the annexes shall comply with the data listed in the technical documentation7 of the European technical approval.

2.2 Steel load-bearing element The load-bearing element is a hot-rolled and in line heat treated steel bar S 670/800, nominal Ø 18 to 63.5 mm, with right-hand thread ribs. The steel is referred to as SAS 670. The steel bar is developed for geotechnical and reinforcement applications. Up to Ø 43 mm, the bars are weldable. The larger diameters of 50, 57.5 and 63.5 mm are suitable for welding. However, welding shall be performed according to defined procedures in accordance with EN ISO 17660. Up to Ø 43 mm the bars are bendable. Larger Ø are not intended to be bent, but bending may be verified for individual projects.

6 Assumed working life means that when this working life has elapsed the real working life may be, in normal use conditions, considerably longer without major degradation affecting the essential requirements. The real working life of a product incorporated in a specific works depends on the environmental conditions to which that works is subject and the particular conditions of the design, execution, use and maintenance of that works. The parameters of the steel bars are listed in the Annexes 1 and 2 in accordance with the requirements for reinforcing bars specified in EN 1992-1-1, Annex C. The tests are carried out according to EN ISO 15630-1.

2.3 Accessories 2.3.1 General For the end anchorages and couplings of the reinforcing bars, the accessories specified in Annex 3 shall be used. The material standards are listed in Annex 4 and the main dimensions in Annexes 6 to 9. The materials, material parameters and tolerances of the accessories are described in the technical documentation. 2.3.2 Anchorages 2.3.2.1 General Principally, the end anchorage consists of a torqued anchor piece with bursting reinforcement and a pre-anchorage length Iv to reduce slip. The system’s most important values and dimensions are shown in Annexes 5, 10, 11 and 12. The torque moments are specified in Annex 3. 2.3.2.2 Anchor piece This anchorage consists of an anchor piece with lock nut. It shall be assembled for the respective loads according to Annex 5 and tightened to the torque moments listed in Annex 3.

The specified pre-anchorage length lv according to Annex 10 shall be ensured and, accordingly, be taken into consideration in the structural design. copy electronic 2.3.2.3 Contact splice with steel plate For bars subjected to pure compression loads, the forces may be transferred to the steel plate via a contact splice. The position may be ensured either by means of an anchor nut or lock nut welded onto the plate or by fixing the bar directly onto the plate. The contact splice shall be verified according to EN 1993-1-1. 2.3.3 Coupler connections 2.3.3.1 General The steel load-bearing element may be connected using couplers. For tensile and alternate loading, standard couplers with lock nuts shall be used. For pure compression loads, contact couplers may be used. The system’s most important values and dimensions are shown in Annexes 5, 10, 11 and 12. The torque moments are specified in Annex 3. 2.3.3.2 Standard coupler The standard coupler splice consists of a standard coupler and, depending on the load, two short (tensile loading) or long (compressive or alternate loading) lock nuts. The coupling shall be assembled according to Annex 5 and tightened to the specified torque moments according to Annex 3. 2.3.3.3 Contact coupler nic copy electronic Bars subjected to pure compression loads may be connected using contact couplers. Thereby, the contact coupler only ensures the horizontal position of the splice. The force-fit connection of the bars’ front faces shall be ensured by square cut of the bars with a maximum angle tolerance of ± 0.5 ° and by hand-tight tightening of the bars according to Annex 3. 2.3.4 Load transfer to the structure The load is transferred to the concrete body with additional reinforcement (bursting reinforcement) as required. The additional reinforcement consisting of ribbed reinforcement bars 2 with a yield strength of Re  500 N/mm to absorb the bursting forces shall be centrally arranged and comply with Annexes 10 and 11. The load transfer design shall be based on the requirements specified in ETAG 013. Using the following parameters, an efficiency percentage of 110 % is achieved with bursting reinforcement relative to the characteristic maximum force of the reinforcing bar.

 Bursting reinforcement of ribbed reinforcement steel bars with a yield strength of 2 Re  500 N/mm ;

 To reduce slip, a pre-anchorage length lv according to Annex 10 shall be ensured. Low differential stresses induced by load transfer e.g. through slabs or creep redistributions may be verified based on the bond stresses and do not have to be absorbed via end anchorages. 2.3.5 Welding of steel bars

Bars with nominal diameters of ds = 18 to 43 mm are weldable. Bars with larger diameters, copy electronic ds = 50 to 63.5 mm are suitable for welding. 2.3.6 Bending

Bars with nominal diameters of up to ds ≤ 43 mm may be bent according to EN 1992-1-1. For individual projects, bending of larger bar diameters may be verified.

2.4 Methods of verification 2.4.1 General The assessment of the fitness of the SAS 670 high-strength reinforcing system for the intended use in relation to the requirements for mechanical resistance and stability in the sense of Essential Requirement 1 of Council Directive 89/106/EEC has been made in accordance with CUAP 03.01/45, “Kit for reinforced concrete members subject to compression load”. 2.4.2 Dangerous substances The SAS 670 high-strength reinforcing system contains no dangerous substances according to Regulation (EC) No. 1907/2006, Regulation (EC) No. 1271/2008 and as specified in the indicative list of regulated dangerous substances DS 041/051. A declaration in respect thereof was made by the manufacturer. In addition to the specific clauses relating to dangerous substances contained in this European technical approval, there may be other requirements applicable to the products falling within its nic copy electronic scope (e.g. transposed European legislation and national laws, regulations and administrative provisions). In order to meet the provisions of the Construction Products Directive, these requirements need also to be complied with, when and where they apply. 2.4.3 Identification The European technical approval for the SAS 670 high-strength reinforcing system is issued on the basis of agreed data/information, deposited with the Östereichisches Institut für Bautechnik, which identifies the SAS 670 high-strength reinforcing system that has been assessed and judged. Changes of materials, of composition or characteristics, or to the production process, which could result in this deposited data being incorrect, should be immediately notified to the Österreichisches Institut für Bautechnik before the changes are introduced. The Österreichisches Institut für Bautechnik will decide whether or not such changes affect the European technical approval, and consequently the validity of the CE marking on the basis of the European technical approval, and if so, whether further assessment or alterations to the European technical approval are considered necessary. electronic copy electro OIB-250-005/06-249 Page 11 of European technical approval ETA-13/0840 Validity from 28.06.2013 to 27.06.2018

3 Evaluation and attestation of conformity and CE marking 3.1 System of attestation of conformity According to the Commission Decision 97/597/EC of 14 July 19978 the system of Attestation of Conformity applied to the construction product “Kit for reinforced concrete members subject to compression load” shall be that laid down in Council Directive 89/106/EEC of 21 December 1988, Annex III, 2 ( i), referred to as system 1+. This system provides for: Certification of the conformity of the product by an approved certification body on the basis of: copy electronic (a) Tasks for the manufacturer (1) Factory production control; (2) Further testing of samples taken at the factory by the manufacturer in accordance with a prescribed test plan9. (b) Tasks for the approved body (3) Initial type testing of the product; (4) Initial inspection of the factory and of factory production control; (5) Continuous surveillance, assessment and approval of factory production control; (6) Audit-testing of samples taken at the factory.

3.2 Responsibilities 3.2.1 Tasks for the manufacturer 3.2.1.1 Factory production control At the manufacturing plant the manufacturer has implemented and continues to operate a factory production control system. All elements, requirements and provisions adopted by the manufacturer are documented in a systematic manner in the form of written policies and procedures. This production control system ensures that the product is in conformity with the nic copy electronic European technical approval. In the framework of factory production control, the manufacturer shall carry out tests and controls. Details of the extent, nature and frequency of testing and controls to be performed within factory production control shall correspond to the control plan which is part of the technical documentation10 of this European technical approval. The basic elements of the control plan are defined in Annex 13. The results of factory production control are recorded and evaluated. The records include at least the following information:  Designation of the products, basic materials and components;  Type of control or testing;  Date of manufacture and testing of the products or basic materials or components;  Results of controls and tests and, where appropriate, comparison with requirements;  Name and signature of the person responsible for factory production control.

The records of factory production control shall be submitted to the approved body and shall be kept for at least ten years. Upon request, they shall be submitted to the Österreichisches Institut für Bautechnik. If the test result is not satisfactory, the manufacturer shall take immediate measures to eliminate the deficiency. Construction products and components which do not comply with the requirements shall be removed. After elimination of the deficiency the relevant test- if technically necessary - shall be repeated immediately. The approval holder of the European technical approval shall carry out an annual inspection of copy electronic each manufacturer of the SAS 670 high-strength reinforcing system accessories listed in Annex 13. 3.2.1.2 Other tasks for the manufacturer The manufacturer shall, on the basis of a contract, involve a body notified in the field of reinforcement steel to undertake the actions required for CE marking of the product. For this purpose, the European technical approval and the prescribed test plan shall be submitted to the approved body. When all criteria for the attestation of conformity including certification are fulfilled, the manufacturer shall make a declaration of conformity, stating that the construction product is in conformity with the provisions of this European technical approval. 3.2.2 Tasks for the approved body 3.2.2.1 General The approved body involved by the manufacturer shall perform the tasks stated in the sections below in accordance with the provisions of the control plan for this European technical approval. The characteristics of the product and components shall be documented in a written report, together with the results obtained and conclusions drawn. When all criteria for the attestation of conformity are fulfilled, the approved certification body shall issue a certificate of conformity of the product stating the conformity with the provisions of this European technical approval. nic copy electronic In cases where the provisions of the European technical approval and its control plan are no longer fulfilled, the certification body shall withdraw the certificate of conformity and inform the Österreichisches Institut für Bautechnik without delay. 3.2.2.2 Initial type-testing of the product For initial type-testing, the results of the tests performed as part of the assessment for the European technical approval may be used unless there are changes in the production line or plant. In such cases, the necessary initial type-testing has to be agreed between the Österreichisches Instiut für Bautechnik and the approved body involved. 3.2.2.3 Initial inspection of the factory and of factory production control The approved body shall ascertain that, in accordance with the control plan, the factory, in particular the employees and equipment, and the factory production control are suitable to ensure a continuous and orderly manufacturing of the SAS 670 high-strength reinforcing system in accordance with the specifications defined in section II and in the Annexes of this European technical approval. 3.2.2.4 Continuous surveillance, evaluation and approval of factory production control The approved body shall visit the manufacturer of the product at least once a year for routine inspection. Each manufacturer of the bars and accessories shall be inspected at least once in five years. On demand, the results of product certification and continuous surveillance shall be made available by the approved body to the Österreichisches Institut für Bautechnik. In cases where the provisions of the European technical approval and its control plan are no longer fulfilled the certification body shall withdraw the certificate of conformity and inform the Österreichisches Institut für Bautechnik without delay. 3.2.2.5 Audit testing of samples taken at the factory During surveillance inspections, the approved body shall take samples of components of the system for independent testing. The tests are specified in the control plan. copy electronic The basic elements of audit testing are summarized in Annex 14.

3.3 CE marking The CE marking shall be affixed on the delivery note of the components of the SAS 670 high- strength reinforcing system. The letters “CE” shall be followed by the identification number of the approved certification body and be accompanied by the following additional information:  Name or identifying mark and address of the manufacturer;  Last two digits of the year in which the CE marking was affixed;  Number of the European technical approval;  Number of the EC certificate of conformity;  Identification of the product (trade name).

4 Assumptions, under which the fitness for the intended use was favourably assessed 4.1 Manufacturing The SAS 670 high-strength reinforcing system is produced in accordance with the provisions of the European technical approval. The composition and manufacturing process are deposited with nic copy electronic the Österreichisches Institut für Bautechnik.

4.2 Installation of the product 4.2.1 General Both with regard to design and installation, the use of the SAS 670 high-strength reinforcing system is subject to the standards and regulations in force at the place of use. 4.2.2 Installation The assembly and installation of the SAS 670 high-strength reinforcing system shall be carried out by appropriately qualified specialist companies having the required equipment and experience in the execution of reinforced concrete works. It is assumed that the SAS 670 high-strength reinforcing system is installed in compliance with the provisions of EN 13670 by a specialist company according to defined procedures. The approval holder shall have written instructions relating to the installation of the SAS 670 high- strength reinforcing system. For design, detailing and execution, the relevant shall be considered. The installation instructions shall specify the measures required to prevent damage to the reinforcing bars, end anchorages and coupler splices during installation. The planned length of the reinforcement is achieved by connecting the required number of reinforcing bars using couplers. The planned position of the reinforcing bars shall take the required concrete cover and clear distance into account. 4.2.3 Design The design shall be carried out based on EN 1992-1-1 and EN 1992-1-2. The following notes shall be observed:  The compressive strain limits of concrete for serviceability limit state according to EN 1992-1-1 shall be verified. copy electronic  For the transfer of tension loads, the maximum characteristic steel stress shall be limited in accordance with the national standards (according to EN 1992-1-1: fyk = 600 N/mm²).  If the structural members are subjected to bending and tensile loads, the limitation of the crack widths shall be verified. If required, a skin reinforcement shall be installed for crack distribution. Deviating from the standard, the following notes may be taken into consideration:  In order to exploit the steel, creep and shrinkage redistributions may be taken into account. The creep and shrinkage assumptions specified in EN 1992-1-1 shall be used.  The respective loading history shall be taken into account. It suffices to discretise the load using 5 to 10 load steps.  For the actions, the increased deformations resulting from redistribution shall also be taken into consideration. For buckling verification, the increased deformations must be taken into account.  Characteristic and design bond stress values, dependent on the concrete grade, are listed in Table 3.  Stress range in fatigue tests are given in Table 5.  Bond stresses induced by the load transfer and creep redistribution shall be verified.

4.2.4 Detailing If not stated otherwise, the detailing provisions of EN 1992-1-1 apply:  The reinforcement percentage shall not exceed 20 %.  Contact splices may be designed as 100 %-efficient splices. However, for practical purposes, they should be designed as 50 %-efficient splices and staggered as specified in Annex 12.  Torqued coupler splices may be designed as 100 %-efficient splices. 4.2.5 Fire safety For fire safety, special measures shall be taken. The fire resistance classes shall be specified for the respective structural members, dependent on the building height and category. In order to attain the fire resistance class, the required minimum dimensions and minimum concrete cover shall be installed. The minimum dimensions are specified in EN 1992-1-2, section 5. 4.2.6 Corrosion protection nic copy electronic The corrosion protection of the high strength reinforcing system shall be ensured by an appropriate concrete cover.

5 Recommendations for the manufacturer 5.1 Packaging, transport and storage of the product The approval holder shall have written instructions related to:  Temporary protection of the reinforcing bars and accessories in order to prevent corrosion during transport from the production plant to the construction site;  Transportation, storage and handling of the reinforcing bars and accessories in order to avoid any mechanical, chemical or electrochemical changes;  Protection of the reinforcing bars and accessories from moisture when stored outdoors. For storage and installation of the SAS 670 system for high-strength reinforced structural members, the instructions of the approval holder shall be observed.

5.3 Accompanying information It is the responsibility of the approval holder to ensure that all necessary information on design, detailing and installation is given to those responsible for the design, detailing and execution of structures in which SAS 670 high-strength reinforcing systems are installed.
