    Directions Climb the steps up to the footbridge at Bidston train station and bear left. Descend the steps and continue down the footpath angling off to the right. Cross the bridge over the water. Turn right and head onto the signposted cycle path, marked by a big black sign with a tag on it. Cross the road by walking under the bridge, taking note of the graffiti on the left where the path turns into stones and gravel. Continue along the path. You will see a turn off to the left, but walk straight on. When you have been walking for about 10 minutes, with the train tracks to your right and marsh and vegetation to your left, the path will take a left. Bear right at the signpost to Bidston Moss, towards the big road bridges. Here you might like to take a detour by walking off the path to the left in order to look at the street art on some of the concrete bridge uprights. If you walk up towards the railway line in between the two road bridges, you will discover some large and interesting artworks. After exploring the artwork go back to the path and up the ramp towards the footbridge. Be aware that a lot of cyclists use this route, so keep an eye out. There is a left turn on the footbridge, but keep going straight across onto Bidston Moss. You should see a sign post on the right hand side welcoming you to the Moss. Follow the footpath downhill around to the left which will lead you on to a tarmac path.

PURPOSE OF REPORT The purpose of this report is to:- (a) Inform the Liverpool City Region Combined Authority (LCRCA) of the successful bid submission to the Department for Transport (DfT) in obtaining part-funding for passenger accessibility improvements at five rail stations located with the LCRCA region under the national DfT Access for All programme. This DfT funding is awarded subject to match funding being provided by the LCRCA; (b) Inform LCRCA of the stations selected by the DfT to receive funding; and (c) Seek authority from LCRCA to accept the Access for All funding and to make available funding from reserves to progress the initial design work in respect of the stations. 2. RECOMMENDATIONS 2.1 It is recommended that the Liverpool City Region Combined Authority: (a) Accept the award of grant funding from DfT of 50% of the cost of delivering access improvements at the relevant stations; (b) Note the intention to seek approval from the LCRCA, to match the DfT funding from the Transforming Cities Fund (TCF) element of the Strategic Investment Fund (SIF), subject to development of a business case and endorsement of the Investment Panel in accordance with the LCRCA’s Assurance Framework; and (c) Approves the allocation of £1m from reserves to enable progress of design work which will be required to complete the business case.

PURPOSE OF REPORT 1.1 This report informs Members about the content of Merseytravel‟s response to the Wales & Borders rail franchise consultation undertaken by Transport for Wales. The deadline for responses was 23 May 2017. 1.2 Due to the lack of a scheduled Merseytravel Committee, (and now, Transport Committee) reporting window, it was not possible to secure political approval for this response within the timescales imposed by Transport for Wales (TfW). As such, a Director-level response was agreed and the response was submitted to Transport for Wales. The Chair of the former Merseytravel Committee was engaged in this process. 2. RECOMMENDATIONS It is recommended that Members note the content of the response set out in the appendix to this report, which was submitted to TfW on the 24 May 2017. 3. BACKGROUND 3.1 Members will be aware that the Wales and Borders rail franchise is in the process of being re-specified and tendered, and will take effect from Oct 2018. The existing franchise includes several services operating within the LCR, including those on the Borderlands line to Bidston from Wrexham and Shotton, and services to Runcorn East, Earlestown and Newton-le-Willows to and from Manchester Piccadilly. 3.2 The opportunities presented by the re-specification of the franchise from the point of view of enhanced connectivity from growth zones and travel-to-work catchments in North Wales and West Cheshire are very significant, hence the development of this formal response to the consultation.
