We are aware that forest ecosystems is not only rich in biodiversity and genetic pools but also very important in watershed protection that regulate local hydrology and carbon pools that regulate global climate. Forest use and management practices in the past, which were concentrated more on timber production than forest services, resulted in a number of environmental and social problems, such as, land degradation, biodiversity loss, greenhouse gas emissions, and reduced access for local people. That means the forest use and management during this period was more timber-oriented than resource-based. Thus, important ecological values in the form of forest environmental services like ecotourism, water use, biodiversity, carbon stocks, with excellent potential development, were regarded as of minor importance. Forest use diversion that stresses forest functions must be seen as a wise perspective. Forest environmental services, either derived from conservation forests, protected forests or from production forests should be appropriately managed and appreciated so as to provide a sustainable source of income for local people. This means forest resources not only provide tangible products like timber, but also they produce intangible ones in the form of forest environmental services, while maintaining conservation values and promoting local people’s well-being. With respect to the shifting paradigm of forest management from timber-oriented to resource-based management, it stands to reason that the spirit of using the forest environmental services must be practically actualized and that carbon trade forms one of the promising potentials that need to be explored. In relation to the United Nations Framework Convention on Climate Change (UNFCCC), the Ministry of Forestry takes part in mitigation and adaptation activities that facilitate the implementation of both afforestation and reforestation under the Clean Development Mechanism (CDM) projects in Indonesia, either through the Kyoto Protocol or through other means outside the Protocol. The mitigation activities involve principally forest-tree planting with the main purpose of increasing carbon sequestration. Meanwhile, adaptation efforts are concentrated more on the establishment of databases and other programs related to levels of vulnerability, effects of increasing global warming (local climate change), as well as anticipated measures against climate v vi | Foreword change. It is estimated that the adaptation activities may attract global concern in the future. It is one of the decisions COP10 is dealing with, not only, with the world strategy on the adaptation activities, but also how all nations can provide inputs for the program. Implementation of the Convention, as it relates to the adaptation and mitigation efforts of the Ministry, is embedded in the Ministry’s middle-range planning in the form of a strategic plan from 2005 to 2009. This strategy will be executed on a fi ve-year basis. From the legal point of view, Indonesia has ratifi ed the UNFCCC through Act No. 6/1994, the Kyoto Protocol through Act No. 17/2004, and established the Designated National Authority as declared by the Ministry of Environment of the Republic of Indonesia. Forestry Minister Regulation No. 14/2004 directs the mechanism for afforestation and reforestation of CDM projects, with the purpose of assisting project developers in completing project concept note and land verifi cation as well as guiding them to ensure that projects contribute to sustainable forest management efforts. This condition implies that Indonesia is legally ready to execute CDM afforestation and reforestation projects. Meanwhile, in terms of technical and fi nancial matters, the Ministry has several tasks to accomplish, particularly in relation to capacity building. Five locations have been selected on a pilot basis to elucidate a number of matters, such as the progress of CDM afforestation and reforestation projects (both small and large scale), explaining Regulation No.14/2004, and developing project design documents and project concept notes. Investor guides, data and information compilation eligible for the Kyoto Protocol, and budget estimation are also included in the activities. In anticipating the carbon trade in the forestry sector, a number of things are expected: • All stakeholders are expected to play a role and participate in facilitating and assisting in the implementation of CDM afforestation and reforestation projects for the fi rst commitment period of 2008-2012. • The use of the forest’s environmental services through CDM afforestation and reforestation projects provides a synergy between hydrological protection and biodiversity conservation. • It is expected that afforestation and reforestation activities will help achieve sustainable forest management through critical land rehabilitation while providing incentives to developers from sales transaction of Certifi ed Emission Reduction (CER). • All stakeholders need to pay attention to the preparation and implementation of small-scale afforestation reforestation projects so as to empower local people, generate local income and involve local people in CDM projects. • It is expected to enhance collaboration and as well as improve access to funds for adaptation and climate change through the Global Environmental Facilities (GEF), bilateral donors like ODA, and multilateral bodies. Foreword | vii It is expected that during this workshop, communication and information sharing among stakeholders will take place, in particular, in terms of both small- and large-scale afforestation and reforestation CDM projects. Some policies and program activities in the forestry sector, either in relation to mitigation or adaptation activities, may be adopted as inputs for developing as well as strengthening community-based natural resources management systems. I learned that there is a lot of progress that has been experienced by our colleagues in developed countries in this fi eld of carbon sequestration and sustainable livelihoods. I hope we can learn from them in order to enhance our efforts here in Indonesia. Finally, I hope that this workshop will bear a fruitful outcome for all of us, in particular, in relation to the participation of this country in the real implementation of CDM projects. Thank you. Zarković* Institute for Serbian Culture – Prishtina / Leposavić FANDAS AND OPERATION OF THE AUSTRIA–HUNGARY IN PRIZREN AND PEĆ SANJAK (1900–1905)** Abstract: The author points out the Austro–Hungarian influence on the Catholic Albanians– fandas in Prizren and Peć sanjak in the early 20th century. Austro–Hun- garian activity in this field intensified after the Serbo–Turkish wars and the Congress of Berlin. Violence against the Serbian population had since become more frequent, aided by the fandas that have the support and protection of Roman Catholic priests and Austro-Hungarian diplomats. The Catholic Albanian people commit various forms of zulum over Serbian people, who powerless before them abandoned their properties. A large number of Serbian properties were getting new owners –fandas, that were set- tled with the permission of the beys. The Austria–Hungary, wishing to cause as much disorder as possible, incited the fandas and Mohammedan Albanian people against the Serbian people, in whom they saw the main obstacle to the achievement of their aims and the occupation of these regions. The situation demanded greater involvement of Serbian and Russian diplomacy in protecting the thinned-out Serbian population in Peć and Prizren sanjak.     1 Human Rights in Transition – Serbia 2001 Introduction The situation of human rights in Serbia was largely influenced by the foregoing circumstances. Although the severe repression characteristic especially of the last two years of Milosevic’s rule was gone, there were no conditions in place for dealing with the problems accumulated during the previous decade. All the mechanisms necessary to ensure the exercise of human rights - from the judiciary to the police, remained unchanged. However, the major concern of citizens is the mere existential survival and personal security. Furthermore, the general atmosphere in the society was just as xenophobic and intolerant as before. The identity crisis of the Serb people and of all minorities living in Serbia continued. If anything, it deepened and the relationship between the state and its citizens became seriously jeopardized by the problem of Serbia’s undefined borders. The crisis was manifest with regard to certain minorities such as Vlachs who were believed to have been successfully assimilated. This false belief was partly due to the fact that neighbouring Romania had been in a far worse situation than Yugoslavia during the past fifty years. In considerably changed situation in Romania and Serbia Vlachs are now undergoing the process of self identification though still unclear whether they would choose to call themselves Vlachs or Romanians-Vlachs. Considering that the international factor has become the main generator of change in Serbia, the Helsinki Committee for Human Rights in Serbia believes that an accurate picture of the situation in Serbia is absolutely necessary. It is essential to establish the differences between Belgrade and the rest of Serbia, taking into account its internal diversities.

    MALESIA Geography Malesia in this Atlas is the region in tropical SE Asia covered by Flora Malesiana (up to 1988 when conifers were treated), with one addition, the island of Bougainville, which is geographically part of the Solomon Islands but politically belongs to Papua New Guinea. This region includes the following countries: Brunei, East Timor, Indonesia, Malaysia, Papua New Guinea, Philippines and Singapore. The total land area is 3,021,630 km² and is made up of a vast archipelago extending on either side of the Equator from the Malay Peninsula in the west to Bougainville in the east and from islands in the Luzon Strait between Taiwan and the Philippines in the north to the island of Timor in the south. The only area in the region connected to the mainland of Asia is Peninsular Malaysia which forms the southernmost part of the Malay Peninsula. The largest islands are New Guinea, Borneo, Sumatera, Jawa, Sulawesi, Luzon and Mindanao. Islands in a second size class are situated in the Philippines, the Moluccas and the Lesser Sunda Islands. The seas around the islands of the archipelago are significant in the interpretation of the distribution of conifers, due to the fact that large parts of the Sunda Shelf fell dry during glacial maxima of the Pleistocene, connect- ing the Malay Peninsula with Sumatra, Java and Borneo, while deep sections of ocean kept other islands and archipelagos isolated. Similarly, New Guinea became connected with Australia across the Sahul Shelf and while sea straits remained between the Philippines and Taiwan and mainland China, they became narrower.

W e b b a n d R i c h a r d R e e 8.1 Introduction Th e Malesian region (the fl oristic region incorporating the nation states of Indonesia , Malaysia , Singapore , Brunei , the Philippines and Papua New Guinea ) has long been recognised as a place of great biogeographic interest (Wallace 1869 ), and has stimulated a large literature (e.g. Croizat 1958 , MacArthur and Wilson 1967 , Michaux 1991 ). Th e ancestors of the Malesian biota have arrived by three major routes: (1) Laurasian (including Boreotropical) clades arriving from the west (e.g. for plants, Trigonobalanus and Lithocarpus , Morley 2000 ); (2) Gondwanan clades arriving from the west, via Africa or the Indian raft and Sundaland (e.g. Dipterocarpaceae ; many Annonaceae , Richardson et al. 2004 , Crypteroniaceae , Moyle 2004 ); and (3) Gondwanan clades arriving from the east, via the Australian raft (e.g. Proteaceae , Barker et al. 2007 ; Cunoniaceae ; Monimiaceae ; Phyllocladus , Nothofagus , Morley 2000 ; Eucalyptus , Ladiges et al. 2003 ). Th is biotic interchange has occurred on a complex, ever-changing landscape of continents and large and small islands, with barriers to species’ movements not only of great over-ocean distances, but also of fl uctuating climates, which sometimes caused large areas of unsuitable habitat. Given these multiple interacting factors, it is not surprising that we still poorly understand the detailed historical movements of most clades of organisms. Moreover members of Albanian national community in Montenegro, unlike their counterparts in Southern Serbia and Kosovo, have never been the victims of Miloševic regime. Although the problem of status and state of minorities in Montenegro has been by and large ignored, following the 1997 DPS split and Ðukanovic's distancing from Miloševic's policy, the first positive steps towards improvement of the minority status were made. There are 50,000 Albanians in Montenegro. They make up about 7% of total population. Together with 50,000-strong diaspora, they would make about 15% of total population of Montenegro. Key problems of the Albanian national community in Montenegro are unemployment in public sector, education and culture. Despite the fact that the Constitution of the Republic of Montenegro clearly specifies that members of minorities should be employed in civil services in proportion with their share in total population, only 0.03-0.05% of Albanians are employed in state bodies and public services. Except for three "coerced" positions in the republican government2, there are no Albanian employees in the republican judicial bodies and those of internal affairs. The largest 'Albanian' town in Montenegro is Ulcinj.
