Rukometni Klubovi Br: UP 01-161 Datum: 27.06.2016. godine Uprava za mlade i sport na osnovu člana 99 stav 3 a u vezi sa članom 44 stav 1 i 4 Zakona o sportu (“Službeni list CG”,broj 36/11 i „Službeni list CG“, broj 36/13) a u skladu sa članom 196 stav 1 Zakona o opštem upravnom postupku (“Sl.list RCG”, broj 60/03 I “Sl.list CG”, broj 32/11) donosi R J E Š E N J E 1. Zarković* Institute for Serbian Culture – Prishtina / Leposavić FANDAS AND OPERATION OF THE AUSTRIA–HUNGARY IN PRIZREN AND PEĆ SANJAK (1900–1905)** Abstract: The author points out the Austro–Hungarian influence on the Catholic Albanians– fandas in Prizren and Peć sanjak in the early 20th century. Austro–Hun- garian activity in this field intensified after the Serbo–Turkish wars and the Congress of Berlin. Violence against the Serbian population had since become more frequent, aided by the fandas that have the support and protection of Roman Catholic priests and Austro-Hungarian diplomats. The Catholic Albanian people commit various forms of zulum over Serbian people, who powerless before them abandoned their properties. A large number of Serbian properties were getting new owners –fandas, that were set- tled with the permission of the beys. The Austria–Hungary, wishing to cause as much disorder as possible, incited the fandas and Mohammedan Albanian people against the Serbian people, in whom they saw the main obstacle to the achievement of their aims and the occupation of these regions. The situation demanded greater involvement of Serbian and Russian diplomacy in protecting the thinned-out Serbian population in Peć and Prizren sanjak.     1 Human Rights in Transition – Serbia 2001 Introduction The situation of human rights in Serbia was largely influenced by the foregoing circumstances. Although the severe repression characteristic especially of the last two years of Milosevic’s rule was gone, there were no conditions in place for dealing with the problems accumulated during the previous decade. All the mechanisms necessary to ensure the exercise of human rights - from the judiciary to the police, remained unchanged. However, the major concern of citizens is the mere existential survival and personal security. Furthermore, the general atmosphere in the society was just as xenophobic and intolerant as before. The identity crisis of the Serb people and of all minorities living in Serbia continued. If anything, it deepened and the relationship between the state and its citizens became seriously jeopardized by the problem of Serbia’s undefined borders. The crisis was manifest with regard to certain minorities such as Vlachs who were believed to have been successfully assimilated. This false belief was partly due to the fact that neighbouring Romania had been in a far worse situation than Yugoslavia during the past fifty years. In considerably changed situation in Romania and Serbia Vlachs are now undergoing the process of self identification though still unclear whether they would choose to call themselves Vlachs or Romanians-Vlachs. Considering that the international factor has become the main generator of change in Serbia, the Helsinki Committee for Human Rights in Serbia believes that an accurate picture of the situation in Serbia is absolutely necessary. It is essential to establish the differences between Belgrade and the rest of Serbia, taking into account its internal diversities.
