    International Relations and Diplomacy, ISSN 2328-2134 D February 2014, Vol. 2, No. 2, 111-119 DAVID PUBLISHING Diversity and Decentralization in the Democratization Process in Spain Pablo Pérez López Universidad de Navarra, Pamplona, Spain Jorge Lafuente del Cano Universidad de Valladolid, Valladolid, Spain This paper will deal with the history of an important political change in Spain during the transition to democracy between 1976 and 1982: the transformation of a unitary and centralized state to one composed of several political units capable of self-government. The starting point of that process was the confirmation of regional diversity and of the existence of clearly differentiated political sensibilities in some of its territories. The researchers shall rely especially on the legacy of some of the principal actors, and explore the connection between such diversity and the political change that took place. Keywords: Spain, Europeanism, European Union, democratization, decentralization To Be a Democrat Is to Be European Spain was configured as one of the first modern states in history. However, certain international circumstances lead to its very existence being questioned at the beginning of the 20th century, when the rest of the great European powers found themselves in the heights of the age of nationalism and imperialism. We can cite the following circumstances: (1) The defeat of the Spanish fleet at Trafalgar in 1805 and the consequent difficulty of keeping its empire in America; (2) The Napoleonic invasion of Spain and the long war against the French (1808-1814): six years—the same duration than the second world war—which destroyed the country; (3)The marginalization of Spain in the aftermath of the Napoleonic wars in negotiation at the congress of Vienna; (4) The process of the emancipation of her colonies with wars until 1825; and (5) Internal political instability, which degenerated into a civil war from 1833 to 1840.

    SPAIN 1996-2004 THE INDICATORS OF CHANGE PREFACE José María Aznar FAES President Former President of Government of Spain (1996-2004) I have always held that the only policy worthy of the name is one based on ideas, convictions and principles. At the same time, I think that ideas are not without their consequences: good ideas generate positive consequences in terms of progress, whilst mistaken ideas provoke uncertainty, problems, and finally lead to a deterioration in living standards for indivi- duals. So government is not only a question of administration, but also of advocating an implementing ideals. The Popular Party governed Spain from March 1996 to April 2004. People gave it their vote of confidence for two successive terms, as a centrist, liberal and moderate political project, which came to government having explained in advance what its convictions and agenda were. We were committed to individual freedom, and as a government we tried at all times to increase the extent to which individuals could decide their future for themselves and take responsibility for their own lives. We were committed to making our country Spain stronger and giving it international respect and relevance. We were committed to acting in compliance with the Constitution, as an expression of the rule of law which defends and protects freedom against arbitrariness, abuse and dishonesty. In other words, we were committed to a style of government based on a feeling of responsibility in political decision-making far removed from populism, irresponsibility or demagogy. These convictions are at the heart of each and every one of the reform policies implemented during those eight years, from economic policy to the culmination of the project of auto- nomy outlined in the Constitution, and including social policies, education, health, the environment and infrastructures.

I argue that, by looking at the characteristics and political dynamic of Catalonia, the Basque Country and Galicia, we can gain a better understanding of the definition, composition and viability of a multinational democracy. Combining normative discussions and a description of an empirical case (Spain) I seek to bridge both normative and empirical literatures about political recognition and multinationality highlighting the fruitful interconnections between them. In doing so, I attempt to provide adequate tools to normatively assess concrete and actual processes of political recognition in a context-sensitive manner. ii The dissertation also emphasises the possibilities (and limits) of federalism as a viable political and institutional framework to accommodate multinational demands in a democratic fashion. By looking at the Spanish case and the controversies and challenges that Catalonia, the Basque Country and Galicia present, I believe I offer a better understanding of political recognition. I defend a view of democracy and politics that is open by definition and is amenable to contestation and ongoing negotiations.

    Francoism and Transition 1 Francoism 1939-1975 1.1 Foundations Franco became the ruler of Spain after the Civil War (1936-1939):However, Franco had already concentrated powers within the rebel side during the war: He was appointed Generalísimo de los Ejércitos (Supreme General of the Armies) in September 1936. He was also appointed as Head of the State and the Government on 1 October 1936. Franco was also the only leader of Falange Española y de las JONS . Francoism rejected the national sovereignty and representative democracy: There was not any political or trade union freedom. There was an official Trade Union: Sindicato Vertical , whose members were workers and employers. Francoist ideology was known as Movimiento Nacional , whose main principles were: Fascism: Falange was conceived as a Fascist party whose main leader was Franco. Franco was given the title of Caudillo . Fascist symbols were adopted, such as the salute, paramilitary uniforms, or the emblem of the yoke and the arrows. Nationalism and centralism: The statutes of autonomy were abolished as well as Az88 . Yoke and arrows (CC BY-SA ) other languages or flags other than the Spanish. There were military parades, hymns, and exaltation of the national flag. National-Catholicism: Francoism was legitimised by the Catholic Church since the Civil War was considered a crusade against Marxist atheism. Catholicism was the official religion of Spain. Traditionalism: The Habsburg Imperial Spain was the model Franco followed. Liberalism and enlightenment were blamed for the decline of Spain. Franco had some supporters within Spain: The Army, the Catholic Church, and Falange . Initially the monarchists also supported Franco since they thought that monarchy would be re-established.

Box 1346 Ann Arbor, Ml 48106-1346 I HESfcS /' ^ 77 The aim of this thesis is to study the role of ethnicity in ETA’s 35 year campaign of political violence. I argue that both Francoism and a long tradition of Basque radical nationalism are important in understanding ETA’s emergence. In this tradition Spain and the Spaniards (regardless of their political regime) are blamed for the continuous decline of the Basque nation. In order for the Basque nation to return to its glorious Golden Age, it is argued, the Basques need to expel the Spaniards using whatever means are necessary. I maintain that Basque radical nationalism precedes ETA by at least 60 years. It was the founder of Basque nationalism, Sabino Arana, who looked nostalgically at the Basque past and first proposed a racially pure Basque nation with his motto ‘Euzkadi is the land of the Basques’.
