JUSTIFICATION FOR LOCATING THE PROJECT IN FOREST AREA

Department of Industries, Government of Himachal Pradesh has identified a patch of land measuring 38.7 hactares at village Dabhota, tehsil, Nalagarh, district Solan, forest Division Nalagarh, Himachal Pradesh for setting up of new industrial area. The identified patch of land is "Baraye Charand" and is a forest land. The acquisition of land for setting-up of industrial area is guided by many factors as enumerated under

The land is topographically suitable from development point of view. It is economically feasible and viable to develop requisite infrastructure at reasonable cost in this land such as roads, plots, water supply system, sewerage system, common facility centre etc. Power is available in the vicinity of

this area. The area is free from any other hindrances. There is no human population which is

likely to be disturbed. Department of Industries has also made efforts to acquire private land at village Dabhota for industrial area. However, due to small landholdings, people were not willing

to give their land and there was huge opposition from local population. Besides this, due to very

high cost of acquisition of land, it was becoming unviable for the government to acquire the private land. A joint inspection committee comprising Sub-Divisional magistrate, D.F.O. Nalagarh and Deputy Director, industries, Baddi also inspected two alternate sites comprising

khasra numbers T211,1197,1419, 1424,1490 were also inspected but were not found suitable

from development point of view and hence were rejected. Besides this, areas in and around

Baddi, Barotiwala and Nalagarh town have become congested due to heavy industrialization and there is heavy pressure on the infrastructure. Due to this, government is also willing to shift

industrialization to new potential locations so as to promote planned industrialization and to ease

out the pressure on the existing infrastructure. Therefore, location of the project in the forest area

is fully.iustified in view of the factors as discussed above.

It is certified that two other alternate sites at village Dabhota comprising Khasra

No. 12L1, ttg7,1419,1,424,1490 were also inspected, but due to highly uneven topography

and huge cost of development; ihese sites were rejected by the Joint lnspection Committee

comprising Sub-Divisional Magistrate, Nalagarh, district Solan, D.F.O, Nalagarh and Dy. Director

(lndustries), Single Window Clearance Agency, Baddi in the inspection conducted on

05.04.2014.
