St. Elizabeth’s West Campus Consulting Party Meeting November 9, 2010 Meeting Notes GSA ROB Room 7023 1:30 – 5:30pm I. Welcome and Introductions (CI International) Marc Gravallese (CI): Welcomed the group to the meeting. Group: (Participants introduced themselves. Attendance list attached.) II. Project Updates- Global Project Updates (GSA) Jim Fortinsky - GSA – Pile work is being done to support the U.S. Coast Guard Building and foundation work is being done throughout the building. Soil excavation has been completed and garages are being excavated. Slab and foundation work has been started on the north side of garage. The first six adaptive reuse buildings are being abated right now and upon completion will be turned over to Grunley Construction to start construction. Building abatement for the Phase 1 adaptive reuse buildings is anticipated to take 90 days. Utility tunnel work NTP is anticipated to occur in December and the Perimeter Security Fence NTP has been given to Balfour Beatty. We continue to coordinate work between Clark and Grunley. GSA has been directed not to open Gate 3 at this point, therefore, we are not moving forward with this piece at this time. As soon as the project team receives further guidance on this item we will discuss with the Consulting Parties. Pepco has begun bringing in their new electrical line right now. There is a lot of crossing of work in that area which requires a great deal of coordination. We are fencing up the protected landscape areas. We are also trying not to have too much activity on the site as we will be crowded in a very short period of time. Security Perimeter MOA LOD (Limits of Disturbance): The LOD as documented in the original Security Perimeter MOA needs to be slightly expanded to accommodate for additional electrical conduit to supply power to the perimeter fence, storm water management areas which are adjacent to the fence construction and some additional staging and laydown areas needed for the construction of the fence. The parking lot which is currently being used for the Clark trailer area will also require an archeological investigation. Near Gate 4, we are not intruding on the cemetery no more than we have already in the USCG LOD and will be staying outside the Bald Eagle Zone. We are adding to the LOD near Gate 2 which is the truck turnaround area to get access to get to Gate 2. Kirsten Brinker-Kulis-ACHP - Is this an add-on? Jim Fortinsky – GSA - This is the conduit to get power for what we need for the security perimeter fence. Kirsten Brinker-Kulis-ACHP – Didn’t the adaptive reuse MOA LOD address campus utilities? Jim Fortinsky – GSA - They are overlapping. Sarah Batcheler-CFA - Why is Gate 3 not being opened now? Jim Fortinsky-GSA – This was a request by OMB. Sarah Batcheler-CFA – You are opening a wall, and not filling in the tunnel, correct? Are there any permanent outcomes of this? When we get further instructions, we will inform you. Kirsten Brinker-Kulis-ACHP - Is this the only change of ground disturbance? Jim Fortinsky - GSA – We need to do some surveying in this area. This work refers to Phase 3 of the perimeter fence that has to be completed by 2013 for the Coast Guard. Beth Savage-GSA - We knew we would have overlap between the multiple LOD’s. Kirsten Brinker-Kulis-ACHP - Thinking about this in terms of actual construction, is this a temporary fill? What does this look like in the interim? Jim Fortinsky-GSA - All this will happen at the same time that the lines are going in. Kirsten Brinker-Kulis ACHP – It may be helpful to have exhibit that includes an overlay showing all this work. Jim Fortinsky-GSA - We have updated the Contributing Landscape Features matrix based on this expanded LOD area. Golden Raintree Drive will be preserved in this area. Spruce Street and Redwood Drive Loop are also being preserved. Danielle Breaux - GSA – We are targeting a Perimeter Security MOA Amendment by early December. III. Vault, Utilities and NOC Phase B Updates Beth Savage - GSA – Next we will focus on the changes to the Adaptive Reuse Phase 1b MOA Amendment and associated LOD expanded areas. We are looking to submit the Adaptive Reuse Phase 1b Amendment submission to NCPC and CFA in December/January which will be for the below grade portion of the NOC Phase B and the Service Utility Vault. It will include the actual areas we are expanding in this MOA Exhibit 4. It gets confusing when layering colors on top of each other. Sarah Batcheler-CFA - It may be helpful if you did have a level of colors for disturbance. Kirsten Brinker-Kulis-ACHP - Going back to page 16. Is there concern about landslide? Danielle Breaux - GSA – These changes are because of the utilities moving from tunnels to direct bury. There is nothing here about the slope issue and GSA is still investigating the slope issue. Kirsten Brinker-Kulis-ACHP - Is there still concern about the landslide? Jim Fortinsky-GSA - The slope will be stabilized before we begin work here. Page 2 of 13 St. Elizabeth’s West Campus Consulting Party Meeting November 9, 2010 Meeting Notes GSA ROB Room 7023 1:30 – 5:30pm Christine Reynolds - WJE and Kathryn Prigmore – HDR – Based on our last discussion, the above grade portion of the vault has been reoriented turned to be parallel to building 68. GSA will revisit the design of the above grade structure and develop the landscape design of the area above the sub-grade vault with the design of the Phase 3 work in this area. Phase 1A now also includes both below grade portions of the NOC. There are six landscape features near the area of excavation that will be removed by excavation. The Creamery building will remain and some trees will be removed. The vibration monitoring done for the Center building during the NOC Phase A excavation will be done for the Creamery building for the NOC Phase B excavation. Sarah Batcheler-CFA – It’s hard to go through matrix without having an image of the reorientation of the above grade structure from multiple views. Kirsten Brinker-Kulis-ACHP – It would be helpful to have a view from Gate 3. Danielle Breaux - GSA – Our goal is to come back to this group at the December mtg with the perspective views. Kirsten Brinker-Kulis-ACHP – It would be helpful to have an example; to have the LOD and ground disturbances identified on a composite map. Sarah Batcheler-CFA – I would like to see a composite. Beth Savage - GSA - For the purposes of illustration, we will do a cumulative demonstration of what is being done. We will target to bring it to the December meeting. Kirsten Brinker-Kulis-ACHP – As we proceed, we need to have a conversation about how many changes will occur. If you have identified changes and something else comes up, it may be that people can go onsite to understand the changes. Marc Gravallese-CI International – To clarify the anticipated deliverables for December meeting, GSA will provide a composite of the limits of disturbance in 3 colors, identifying: 1. Disrupted land 2. Laydown areas 3. Protected areas 4. Additionally, GSA will provide a perspective of the above grade vault structure.. IV. DEIS and Transportation Updates Nia Francis-GSA - Denise will walk us through the DEIS Structure. Thomas Otto will update us on the APE, Judith Robinson will discuss the impact to MLK and we will end with an update on the minimization project. Denise Decker – GSA - The DEIS electronic copies will be sent out tomorrow. The structure of the document is quite standard. Minimization measures will not be included in the DEIS. The TMP is not drafted yet and we will not have documentation in a draft form until we receive all of the comments. Kirsten Brinker-Kulis-ACHP - When is the December meeting? Will we have draft documentation before then? Danielle Breaux - GSA – The next CP meeting is December 14th. Rob Prunty-CH2M Hill – Reviewed the shuttle trip documentation and presentation noting that the larger contingent of employees will be arriving to Anacostia requiring 20 shuttle trips; Congress Heights—10 shuttle trips and 12 coach trips. Sarah Batcheler-CFA – By coach trips, do you mean buses? Rob Prunty-CH2M Hill - Yes, Omni Ride, Park-n-Ride, etc. Rob Prunty-CH2M Hill – The amount of traffic during peak hours would represent the handling of about 2,100 persons. Kirsten Brinker-Kulis-ACHP - What are the peak hours? Rob Prunty-CH2M Hill – From 6:00-9:00 am and 3:00-6:30 pm. There will be a slightly higher concentration in the peak hours from 6:45-7:45am and 4:45-5:45 pm. 910 people are estimated to use the service during peak hours. Susan Gygi-HNTB – Regarding the question from the last meeting about queue area at the bus bays. 21 feet is the minimum required queuing distance from the bus shelter for parallel schemes. The Sawtooth has been refined to reflect the minimum queuing requirement which, for sawtooth schemes, can include the area beside the bus shelters.
