    February 2013 Current Affairs =Union Railway Minister Pawan Kumar Bansal presented the Union Railway Budget for 2013-14 in Lok Sabha on 26 February 2013. Some of the New Plans and Schemes proposed in Railway Budget 2013-14 are as under: • Proposal for setting up of Railway Tariff Regulatory Authority formulated and at inter-ministerial consultation stage. • To provide a memorable experience to the visitors especially the children, a revamp plan will be rolled out for National Railway Museum in 2013-14. • To create a corpus for meeting IR’s committed liabilities for debt servicing of JICA and World Bank loans taken for the DFC Project, it is proposed to set up a new Debt Service Fund. • In order to meet the growing demand, 72 additional services in Mumbai and 18 in Kolkata are being introduced. Besides, rake length is being increased from 9 cars to 12 cars for 80 services in Kolkata and 30 services in Chennai. • A target to complete 500 km of new lines has been set for 2013-14. • There is target to convert 450 km of MG/NG lines to broad gauge during 2013-14. • Announcement of resumption of work on new line projects of Chickmagalur - Sakleshpur and Bengaluru - Satyamangalam, which were pending for want of resources and other mandatory clearances, after State Government of Karnataka agreed to give land free of cost and bear 50% of the cost. =Union Railway Minister Pawan Kumar Bansal presented the Union Railway Budget for 2013-14 in Lok Sabha on 26 February 2013.     1 MINISTRY OF : HOME AFFAIRS (Department of : CENTRAL RESERVE POLICE FORCE) The Central Reserve Police Force Rules/Regulations/Scheme,1955. 1* S.R.O. 499 dated 24th February, 1955:- In exercise of the powers conferred by section 18 of the Central Reserve Police Force Act, 1949,(66 of 1949), the Central Government hereby makes the following rules, namely:- 1. Title: These Rules may be called the Central Reserve Police Force Rules. 1955. 2. Definitions: In these Rules, unless the context otherwise requires: (a)"The Act" means the Central Reserve Police Force Act, 1949 (Act No. 66 of 1949); (b)"Commandant" means the Commandant appointed to the Force; (c)"Deputy Inspector General of Police" means an officer who has been notified by the Central Government as Deputy Inspector General of Police for the Force: (d)"Detachment" includes any part of the Force required or ordered to proceed on duty away from headquarters, (dd)"Director General" means the Director General of the Force appointed by the Central Government through whom the superintendence of, and control over, the Force of the Central Government shall be exercised and who shall, subject to any instructions that the Central Government may give, administer the Force in accordance with the provisions of the Act and of these or other rules; (Inserted vide GSR-3117 dated 15.7.71) (e)"The Force" means the Central Reserve Police Force; (ee)"Additional Director General" means an officer who has be appointed by the Central Government as Additional Director General of Police for the Force and who shall subject to supervision and control and directions of the Director General perform such functions and exercise such financial and other powers as may be authorised by the Director General by general or special order and exercise such financial powers as may be delegated to him by the Central Government.

Torrence) Assistant Commandant Honors Fall Grads by NPS Public Affairs NPS conferred advanced degrees upon hundreds of honored graduates during its quarterly Graduation Ceremony, Dec. 19. Uniquely, though, this Fall Quarter’s graduates were recognized in split ceremonies in the Barbara McNitt Ballroom due to renovations in King Auditorium. NPS President retired Vice Adm. Ronald A. Route welcomed the graduates, their families as well as attending faculty and staff to the ceremony. He shared with the audience that the ballroom they sat in housed NPS’ first graduation ceremony in 1949, and was also the location of the institution’s official dedication in 1952 by Fleet Adm. Chester Nimitz and Secretary of the Navy, the Honorable Dan A. Kimball. Route went on to offer his recognition of the university’s “citizen students” for their accomplishments both academically on campus, and in the community off campus. He then turned the podium over to commencement speaker Assistant Commandant of the Marine Corps Gen. John M. Paxton Jr. Paxton is the second highest-ranking officer in the Marine Corps. Paxton referenced iconic moments in history, where critical decisions made by leaders, like those he hopes the graduates will become, made the difference between success and failure. “In a world of dynamic change, in a world where the tyranny of time and the tyranny of distance are working against us, what we really need are thinkers and problem solvers who are leaders themselves.” – Assistant Commandant of the Marine Corps, Gen. John M. As military leaders, we have seen firsthand the threats posed by rising authoritarianism around the world and the importance of development and diplomacy to counter them. Alongside its expanded global military presence, China is expected to invest more than $1 trillion – seven times the size of the Marshall Plan – in its Belt and Road Initiative to increase its influence around the world. China has surpassed the U.S. as the leading trading partner for several Latin American countries, including Brazil – the continent’s largest economy – and in sub-Saharan Africa, China is now the top exporter to 19 out of 48 countries. America’s civilian agencies also keep us safe from the challenges of fragile states that are vulnerable to violent extremism, the spread of pandemics like Ebola, instability, and mass migration. As we have seen from Venezuela to Yemen, these challenges cannot be solved by military force alone.
