Girraj Prasad Gupta appointed as the Controller General of Accounts 1983-batch Indian Civil Accounts Service (ICAS) Officer, Girraj Prasad Gupta took over as the Controller General of Accounts (CGA). Gupta has worked at higher positions in the Central Board of Direct Taxes (CBDT), Ministry of Rural development, and Ministry of Finance and as the Director of National Institute of Financial Management (NIFM), Faridabad. Mr. Gupta is credited for his work in development and implementation of Public Financial Management System (PFMS), a backbone IT infrastructure for Direct Benefit Transfer (DBT) and other financial management modules in Government of India. 2. IFSG appointed Justice A.K. Sikri as ombudsman The Indian Federation of Sports Gaming (IFSG) has appointed Justice Arjan Kumar Sikri as its ombudsman and ethics officer. Justice A.K. Sikri will be responsible for investigating queries/complaints raised by the users of the online fantasy sports gaming platforms. Sikri has served as a former judge of the Supreme Court of India. He was recently appointed as a judge in the Singapore International Commercial Court. IFSG is India's self-regulatory industry body for the online fantasy sports gaming sector. 3. Rajiv Kumar appointed as Finance Secretary The Appointments Committee of the Cabinet approved the appointment of department of financial services (DFS) secretary Rajiv Kumar as the new finance secretary. Kumar succeeded 1983-batch IAS officer Subhash Chandra Garg. He is a 1984-batch Jharkhand cadre IAS officer. A finance secretary is the senior-most bureaucrat among the finance ministry’s five departments—economic affairs, revenue, expenditure, financial services and department of investment and public asset management (DIPAM). 1 Current Affairs – August 2019 4. Noel Quinn appointed as interim CEO of HSBC HSBC has appointed Noel Quinn as interim Group Chief Executive and as a Director of HSBC Holdings. He replaced John Flint. Mr. Quinn was appointed as the Chief Executive, Global Commercial Banking in December 2015. He became a Group Managing Director in September 2016. From 2011 to 2015, he was the Regional Head of Commercial Banking for Asia-Pacific, based in Hong Kong. He has since taken up postings including Head of Specialised and Equity Finance at HSBC. 5. Mindtree appointed Debashis Chatterjee as MD & CEO Mindtree Ltd has appointed Mr. Debashis Chatterjee as its new CEO & MD. Prior to joining Mindtree, Mr. Chatterjee was President, Global Delivery and Global Leader for the Digital Sytems and Technology practice at Cognizant. This is the first top management change at Mindtree since the company was taken over by Larsen and Toubro Ltd (L&T). Mindtree also appointed S.N. Subrahmanyan as its non- executive Vice Chairman. L&T's takeover of Mindtree marked India's first-ever hostile takeover in the IT space. 6. Sonia Gandhi named interim Congress President The Congress Working Committee (CWC) has named Sonia Gandhi as the interim Congress President. She has been made the President after Rahul Gandhi resigned as party president on May 25. She will be interim party chief till AICC elects new President. Sonia Gandhi took primary membership of Congress in 1997 and became its president in 1998. She went on to create history as the longest serving president from 1998 to 2017. She was first elected to the Lok Sabha from Amethi in 1999. 2 Current Affairs – August 2019 7. Kandikuppa Sreekant takes over as CMD of Power Grid Corporation Kandikuppa Sreekant has taken over as the Chairman and Managing Director of state- owned Power Grid Corporation. Prior to taking up this assignment, he was serving as the director (finance) of Power Grid. Sreekant has been appointed as CMD till December 31, 2023, the date of his superannuation, or until further orders, whichever is earlier. He has more than 33 years of experience in the power sector, involving finance and accounting functions. 8. On Tuesday 1st July, the media reported on statements by the Indian MP Tapas Pal from the Trinamool Congress Party, who threatened rape of female relatives of a rival political party. The outrageous remarks were made at an address to followers and were caught on video. Trinamool Congress is the 4th largest party in the Indian parliament and rules over the state of West Bengal. This is just the latest of a series of derogatory, insensitive comments made by Indian politicians from various parties regarding rape. In April, Mulayam Singh Yadav, leader of the Samajwadi Party which rules India’s biggest state, Utter Pradesh where there has been a spate of sexual attacks on women in recent times, said regarding these crimes, “Boys will be boys. They commit mistakes... Should they be hanged for rape?” This June, Chhattisgarh State Minister for Law and Order, Ramsevak Paikra who is from the national ruling party, the BJP suggested that rapes do not happen on purpose but accidentally. A few days after Paikra’s comments, and just a week after the horrific gang-rape and murder of two young girls in Utter Pradesh, Babulal Gaur, Home Minister of Madhya Pradesh state and also a member of the BJP shamefully remarked that rape is, “sometimes right and sometimes wrong”. Such sickening remarks are being made by lawmakers in a country where there is currently an epidemic of sexual violence against women.

Definitions: In these Rules, unless the context otherwise requires: (a)"The Act" means the Central Reserve Police Force Act, 1949 (Act No. 66 of 1949); (b)"Commandant" means the Commandant appointed to the Force; (c)"Deputy Inspector General of Police" means an officer who has been notified by the Central Government as Deputy Inspector General of Police for the Force: (d)"Detachment" includes any part of the Force required or ordered to proceed on duty away from headquarters, (dd)"Director General" means the Director General of the Force appointed by the Central Government through whom the superintendence of, and control over, the Force of the Central Government shall be exercised and who shall, subject to any instructions that the Central Government may give, administer the Force in accordance with the provisions of the Act and of these or other rules; (Inserted vide GSR-3117 dated 15.7.71) (e)"The Force" means the Central Reserve Police Force; (ee)"Additional Director General" means an officer who has be appointed by the Central Government as Additional Director General of Police for the Force and who shall subject to supervision and control and directions of the Director General perform such functions and exercise such financial and other powers as may be authorised by the Director General by general or special order and exercise such financial powers as may be delegated to him by the Central Government.

    Optimal Solutions to Tennis Scoring Systems, Challenge System, Court Surface Allocation and Olympic Games Format By Tristan Barnett Scoring Systems The fundamental problem with current scoring systems is the deuce game is very “inefficient”. Some games can last for 25 minutes. The 50-40 game where the server has to win 4 points and the receiver has to win 3 points is very “efficient”. At most only 6 points are played in such a game. The number of games played in a set are significantly reduced since there are more breaks of serve. Hence, with the 50-40 game, a ‘long’ advantage final set is highly unlikely. The author has listed all the current scoring systems in table 1 and proposed scoring systems in the second table 2. The author thinks it makes sense to have just the one game structure and the 50-40 game due to its simplicity I feel is best to achieve this goal. All the early sets are tiebreak with a first-to-7 point tiebreak game at 6 games-all. The final set is advantage with a first-to-7 point tiebreak game at 12 games-all. Playing a final advantage set makes sense to keep with tradition. Matches are either 3 or 5 sets. This simplifies the scoring systems to 2. The author published a paper: Barnett T (2012).
