The national image of a nation emerges through culture. In the beginning people used to express their joy of farming by singing and dancing. These folk festivals are traditionally celebrated in the human society. Traditionally celebrated festivals take the national form as soon as they get status of formality. The various festivals that have traditionally come into being under the controls of change are now seen taking under look. Especially in the city of Guwahati in the state of Assam, various festivals do not have the traditional rituals but are replaced by modernity. As a result, many festivals are celebrated under the concept of to observe. Therefore, our research paper focuses on this issue and tries to analyze in the festival celebrated in Guwahati. 1. NOTIFICATION It is hereby notified for information to all concerned Officers that the next Half Yearly Departmental Examination will be conducted by the Commission at Guwahati / Jorhat / Tezpur/ Silchar & Shillong. The Dates, Venues and Programme of the examination will be notified later on. As per Govt. letter communicated vide Memo No. HMA.46/2010/235-A, dated 13th October/2011, Officers in the rank of Inspector of Police are not permitted to appear in the Half Yearly Departmental Examination conducted by the Commission for IAS/IPS/ACS/APS etc. Officers till they are promoted to APS Junior Grade. Non-Gazetted Police Officer will appear at the examination to be held at the Headquarter of the District in which they are serving under supervision of a separate local Examination Board in each District, which shall be conducted simultaneously with the examination on Police Law and Languages of the Half Yearly Departmental Examination. It is a matter of faith and made neither through logical explanation nor scientific verification. That Religion from its original point of view was emerged as the basic needs and tools of livelihood. Hence it was the creation of human being feeling wonderful happenings bosom of nature at the early stage of origin of religion. It is not exaggeration that tribal people are the primitive bearer of religious belief. However religion for them was not academically explored rather it was regarded as the matter of reverence and submission. If we regard religion from the original point of view the religion then is not discussed under the caprice of ill design.. To think about God, usually provides no scientific value as it is not a matter of verification and material pleasant. Although to think about God or pray to God is also not worthless. Pessimistic and atheistic ideology though not harmful to human society yet the reverence and faith towards God also minimize the inter religious hazards and conflict. It may help to strengthen spirituality and communicability with others. Spiritualism renders a social responsibility in true sense which helps to understand others from inner order of heart. We attempt to discuss some tribal religious festivals along with its special characteristics. Tribal religion though apart from the general characteristic feature it ushers natural gesture and caries tolerance among them. -

Chapter Four Assam: The land of Opportunities The present study has been conducted in the state of Assam. Assam state is known for its breath taking scenic beauty, rarest flora and fauna, lofty green hills, vast rolling plain, mighty waterways, exotic animals, migratory birds, AHOM architectures and a land of fairs and festivals. In ancient times Assam constituted a part of the land known successively as Pragjyotishpura, and Kamrup. Opinions on the root of the name vary with one view ascribing its origin to the Bodo word Ha-Cham which means “low or level country” and a second view ascribing it to the word Asama, meaning “unequalled” or “peerless”, and used to denote the Ahoms, a Shan tribe which ruled the land for six centuries from the 13th Century A.D. Assam is known for Assam tea, petroleum resources, Assam Silk and for its rich biodiversity. It has successfully conserved the one-horned Indian rhinoceros from near extinction in Kaziranga, the tiger in Manas and provides one of the last wild habitats for the Asian elephant. (Kumar& Singh: 2011). It is increasingly becoming a popular destination for wild life tourism. Assam is also known for its Sal tree forests and forest products, much depleted now. The Government of India had adopted (five) criteria viz., (i) Indication of Primitive Traits, (ii) Distinctive Culture, (iii) Geographical Isolation, (iv) Shyness of contact with community at large and (v) Backwardness, in order to determine the tribal status of a particular community. For the purpose of considering the demands of the Koch-Rajbongshi people of Assam for their inclusion in the S.T lists, the Tribal Research Institute, Govt. of Assam undertook a detailed field investigation in the light of the aforesaid criteria and on 09/08/1994 the Tribal Research Institute, Govt. of Assam submitted its report stating that “there are adequate justifications for the inclusion of the Koch-Rajbongshi community in the S.T lists of Assam” . Based on the said report the Registrar General of India had stated that, “in the light of the empirical data furnished by the Triabl Research Institute, Assam, this office has ‘no objection’ to the inclusion of the Koch-Rajbongshi community in the S.T list of Assam ”. Thereafter the Constitution (Scheduled Tribes) Order (Amendment) Bill, 1996 to provide for inclusion of the Koch-Rajbongshi’s in the S.T list of Assam was introduced in the Lok Sabha on 14/02/1996 and again on 12/07/1996 by Ministry of Welfare (now Ministry of Social Justice and Empowerment). -

Welcorning all the officer's present DC initiated sector wise discussion with regards to progress of different schemes as follows: 1. Water Resource:- The meeting reviewed the progress of different schemes taken up by the water Resource deptt. through power point presentation. The Executive Engineer, Water Resource department informed that during 2017 -18, a total of 4 (four) Nos. of schemes and during 20 l 8- 19, a total of l0 (ten) Nos. of schemes have been taken up under SDRF all of which are nearing completion and expected to be completed by Oct.l20l9. He also informed about 4 Nos. of ongoing schemes under NABARD (RIDF) with a likely date of completion by 3111012019. The Deputy Commissioner, Barpeta asked the Ex. Engineer to ensure completion all the works within the time stipulated. DC asked the officer to submit a letter to the concerned Circle Officers with a copy to DC, Barpeta to resolve the issues relating to demarcation of land as some of the SOPD schemes could not be rolled out in time In a query from the Chairman, Ex. Engineer, Water Resource division informed that rising of bed level of Beki River and other tributaries is the main cause of the Highest flood level this year after 2004 with devastation of many embankments in the district. -

The focus of the movement was to introduce a new form of Vaishnava doctrine, dedicated to the reformation of society and to the abolition of practices such as animal sacrifice, goddess worship, and discrimination based on caste or religion. A new institutional order was conceptualised by Sankaradeva at that time for the betterment of human wellbeing, which was given shape by his chief dis- ciple Madhavadeva. This came to be known as Sattra, a monastery-like religious and socio-cultural institution. Several Sattras were established by the disciples of Sankaradeva following his demise. Even though all Sattras derive from the broad tradition of Sankaradeva’s ideology, there is nevertheless some theological seg- mentation among different sects, and the manner of performing rituals differs from Sattra to Sattra. In this paper, my aim is to discuss the origin and subsequent transformations of Sattra as an institution. The article will also reflect upon the implication of traditions and of the process of traditionalisation in the context of Sattra culture. I will examine the power relations in Sattras: the influence of exter- nal forces and the support of locals to the Sattra authorities. -

RAJENDRA PRASAD ROAD, NEW DELHI-110001 RGICS LEGISLATIVE BRIEF (January, 2017) The Constitution Amendment (Scheduled Caste and Scheduled Tribe) Order (Amendment) Bill, 2016 Jeet Singh Social Cluster RGICS legislative brief The Constitution Amendment (Scheduled Caste and Scheduled Tribe) Order (Amendment) Bill, 2016 2 PART: I Key Messages The Constitutional Amendment (Scheduled Caste and Scheduled Tribe) Order (Amendment) Bill, 2016 proposes to include 23 different communities of Assam, Tripura, Tamil Nadu, Chhattisgarh and Jharkhand in the list STs. Despite political consensus and approval of the National Commission for Scheduled Tribe and the previous government, the NDA government took more than two and half years to move this constitutional amendment Bill. Currently there are 210 proposals of different communities for inclusion in the list of STs pending with Central government for final approval. The Bill attempts to resolve only 12 out of 210 proposals seeking ST categorization. PART: II Introduction The introduction of ‘The Constitution Amendment (Scheduled Caste and Scheduled Tribe) Order (Amendment) Bill, 2016’ in Lok Sabha in December 2016 by NDA government has brought good news for nearly 23 tribal communities. The Union Minister of Trabal Affairs Mr. Jual Oram while introduction of the Bill in the Lok Sabha said that the Bill has accepted some proposals of inclusion of few communities in the list of ST requested by five states governments- Assam, Chhattisgarh, Jharkhand, Tamil Nadu and Tripura. The Bill reads, “the Bill seeks to include certain communities as well as addition of synonyms of communities in the existing lists of Scheduled Tribes.” For many of these communities, the demand of ST categorization is very old and they fought a long battle for their rightful due.
