The meeting was presided over by Sri Munindra Sarma ACS, Deputy Commissioner, Barpeta. Welcorning all the officer's present DC initiated sector wise discussion with regards to progress of different schemes as follows: 1. Water Resource:- The meeting reviewed the progress of different schemes taken up by the water Resource deptt. through power point presentation. The Executive Engineer, Water Resource department informed that during 2017 -18, a total of 4 (four) Nos. of schemes and during 20 l 8- 19, a total of l0 (ten) Nos. of schemes have been taken up under SDRF all of which are nearing completion and expected to be completed by Oct.l20l9. He also informed about 4 Nos. of ongoing schemes under NABARD (RIDF) with a likely date of completion by 3111012019. The Deputy Commissioner, Barpeta asked the Ex. Engineer to ensure completion all the works within the time stipulated. DC asked the officer to submit a letter to the concerned Circle Officers with a copy to DC, Barpeta to resolve the issues relating to demarcation of land as some of the SOPD schemes could not be rolled out in time In a query from the Chairman, Ex. Engineer, Water Resource division informed that rising of bed level of Beki River and other tributaries is the main cause of the Highest flood level this year after 2004 with devastation of many embankments in the district. The Deputy Commissioner, Barpeta asked the Ex. Engineer, Water Resource division to schedule a programme for a joint visit on the site of effected embankments during recent flood. The Ex. Engineer, Water Resource informed the house about taking up of proposal of 3 (three) nos. of Sluice Gates at Mora ChowlKhowa embankmerrt along with repairing of embankment at Sitoli damaged by the recent flood of Bhelengi River together with construction of a bigger embankment at Chasra. 2. P.W.D (WR):-The meeting reviewed different schemes taken up by the PWD (R/R) through power point presentation with some pictorial evidence of different PMGSY Roads affected during recent flood. The Ex. Engineer, PWD (R/R) division informed that as per instructions from the Govt., a road data is being prepared against the roads which would be completed by next 5 years for necessary maintenance. Referring to a discussion held in the last DDC meeting, District Development Commissioner, Barpeta, requested the Ex. Engineer, PWD (R/R) Division to submit a proposal for allotment of land to all Circle Officers with a copy to DC, Barpeta for construction of one Helipad Centre at each of the Revenue Circle area. The Ex. Engineer, PWD (R/R) division informed about sanction of Rs. 89.00 lakh for renovation of 1.8 km of the PWD road from "Tihu Lochima to Dr. Jinaram Das via Kalatoli" for which an estimate was prepared prior to flood. As informed by EE, the recent flood affected badly many parts of the road for which a survey is going on to assess the actual damage. DC asked the Ex. Engineer to take immediate steps for renovation of the road out of the fund so far sanctioned. Page l2 DC also asked BDO concerned to start construction of the agriculture Ring bundh with a sanctioned amount ofRs. 40.00 lakh which is immediately required for protection of Kalatoli area from the erosion of Buradia River. The meeting appreciated Ex. Engineer, PWD (RtR) division for introduction ofa new Plastic Technology while constructing the road starting from "Major Char ldgah to Khotiamari Joint Bazar" that has created good public impact for its quality & asked the officer to use the technology for more projects. 3. PWD (Building) :-The meeting reviewed progress of different construction works taken up by PWD (B) Division. AEE, PWD (B), Barpeta informed that the Construction of Judicial Building will be completed by March,20l0 & handing over ofthe newly constructed Family Court building would be initiated soon after completion of the electrical works. He also informed about the progress of construction ofdifferent office buildings ofthe Circle Officers that is expected to be completed within 2 months. The meeting also reviewed the progress of3 schemes under Signature Projects. 4. Agriculture:- i. KCC: The District Agriculture Officer, Barpeta informed that although Govt did not communicate any physical target for this year under KCC, a total of 3158 nos proposals have been sponsored to different banks out of which sanction could be received against 2632 cases only with financial involvement of Rs. 991.1I Lakh only. On the other hand the information conradicts widr LDM's report. DC expressed conc€m upon poor performance in distibution KCC loan & asked DAO & LDM to take necesary initiatives & involve VLEW to achieve $e target. As reported by DAO most of the sponsored cases of loan have not been sanctioned by bank concemed rcsulting in poor achievement. DC also asked DAO to fumish a bank wise list of sponsored cases under KCC to DDC who will in tum liaise with LDM to resolve the difficulties. ii. Soil Testing Laboratory: In a query from the chair, DAO informed fiat Gort has already conveyed sanction of Rs. I .50 Crore for establishment ofone Soil Testing laboraory for which tender was floated & inauguration for dre same would be initiated within November,20l9. iii. Soil H€alth Card: DAO informed that a total of 42568 nos of Soil Health Cards have been issued among dre farmen by the third party who was engaged for the purpose against 19082 nos of physical arget during 20 I 9-20. iv. Pradhan Mantri Fasal Bima Yojana @MFBY): The officer informed that financial support provided to 27830 nos loanee & non loanee farmen suffering crop losVdamage arising out of unforeseen events under Pradhan Mantri Fasal Bima Yojana (PMFBY) against 21 000 nos ofphysical arget during tle year. v. Chief Ministers Samagra Gram Unnyan Yojana(CMSGUY): The official informed that 271 nos ofu'acton have already been distrib*ed among the farmen & distribution of anotlrer 400 nos of tracton is under process. vi. Siltation: DAO informed that around 1500 Hectares ofcultivated land into river bank covering 139 villages has badly been affected due to siltation by recent flmd creaiing serious thrcat to food secwity & increasing the vulnerability ofrural poor. In this regard a proposal has been sent io Gol,t for consideration of fund for desilation. vii. DC asked 8re officer io inform the Golt about vacancy position of different posts. A copy of tie same to be submited to DC immediarely. viii. DC further asked DAO to assess the quantum of crops damaged & the nos of farmers affected with detrimental affects by the recent flood. 5. Health Services:-The Joint Director, Health Services, Barpeta informed that sanction has already been communicated by Govt for Construction of 2 nos of 100 bedded Hospital at Sorbhog and Pathsala for which a plot of land measuring 100 bighas would be required. On the other hand tender has already been floated for the same. page l3 6. Dairy Development:-The Deputy Director, Dairy informed that a Dairy processing plant is being established at Goliya,/Howly shortly. He stated that 2 units of Rapid Milk Coolers (RMC) would be installed at the existing BMC Buildings available at Baghmara and Kayakuchi for which the Director, Dairy Dev. issued order for supply and installation of Machineries under RKVy 201 g- | 9. He also informed about selection of 4 Nos of Dairy co-operative societies for induction of Cottage Dairy Unit. Depuff commissioner, Barpeta asked the Dy. Director, Dairy to schedure a programme for a joint visit for the proposed RMC and asked him to take necessary measures for fodder cultivauon ro boost Milk production. DC also asked the officer to link the farmers with Amul Co-operative societies, so that the farmers get their actual benefits for their production. The Divisional Manager, NABARD also informed the house in details about the credit linkage facilities with zero percent int€rest for fodder production & asked the officer to make wide publicity among the farmers to avail the opportunities. 7. PWD (State Road):-The meeting reviewed the progress of different schemes implemented by (S/R) PWD division. In a query from the Chair, the Ex. Engineer, PWD(S/R) informed thar a revised estimate for utility shifting of electrical post for the proposed construction of Railway over bridge at Simlaguri has been submitted to the Chief Engineer for sanction of addition fund of Rs. 2. i 7 crore as per the estimate furnished by ASEB. He informed that Govt. earlier conveyed sanction of Rs. 0.37 crore for the same which will not suffice as per the estimation ofASEB. However, shifting of posts are gorng on. The matter of construction of huge quantities of speed breakers across the Barpeta Bhawanipur Road via Kayakuchi was also focused in the meeting which creates inconvenience to gre commuters. The Deputy Commissioner asked the oflicers to submit a detailed report within 7 days stating the reason for construction of unnecessary speed Breakers across the road. He also asked the officer to take necessary steps for protection of both sides of the road by using paver blocks as there developed some damages in many parts due to recent flood. The officer informed that the recent flood caused healy damage of the road starting from Barpeta Road to Bashbari road leading to Manas Sanctuary but renovation of the same could not be initiated due to land acquisition problem in spite of sanction of fund under Assam Road Maintenance Fund : 2016-2017.

In the course of their zamindary rule, they brought Bengali Hidus from West Bengal for employment in zamindary service, Muslim agricultural labourers from East Bengal for extension of agricultural field, and other Hindusthani people for the purpose of military and other services. Most of them were allowed to settle in their respective estates, resulting in the increase of the population in their estate as well as in Assam. Besides, most of the zamindars entered in the matrimonial relations with the land lords of Bengal. As a result, we find great influence of the Bengali language and culture on this region. In the subsequent year, Bengali cultivators, business community of Bengal and Punjab and workers and labourers from other parts of Indian subcontinent, migrated in large number to Assam and settled down in different places including town, Bazar and waste land and char areas.

As per Govt. letter communicated vide Memo No. HMA.46/2010/235-A, dated 13th October/2011, Officers in the rank of Inspector of Police are not permitted to appear in the Half Yearly Departmental Examination conducted by the Commission for IAS/IPS/ACS/APS etc. Officers till they are promoted to APS Junior Grade. Non-Gazetted Police Officer will appear at the examination to be held at the Headquarter of the District in which they are serving under supervision of a separate local Examination Board in each District, which shall be conducted simultaneously with the examination on Police Law and Languages of the Half Yearly Departmental Examination.     TRAINING REPORT FOR THE MONTH OF NOVEMBER 2016 Training activities on Disaster Management (October, 2016 Report) Disaster Management is an area where people with necessary skills and expertise to carry the risk of facilitating disasters rather than prevent, mitigate or respond to them effectively. Therefore “Training” is an important component of the Disaster management system. It facilitates the strengthening of response mechanism as well as empowers all the stakeholders to take appropriate preparedness measures. The Community Based Disaster Preparedness (CBDP) training module is designed so as to prepare the community level volunteers/ organizations to deal with an emergency situation that may arise due to different hazards. The course provides the opportunity to learn essential knowledge and skills in disaster and to address implementation challenges in a systematic manner. The participants are provided with practical tools for design and implementation of programs for disaster preparedness through community capacity to promote a culture of safety. The NGO volunteers, CBO, Mahila Samittees, Gram Sevak, Self Help Groups, Anganwadi, ASHA etc. are targeted to be trained in CBDP. The Training on Public Health in Emergencies (PHE) is aimed at giving specialised guidance in public health promotion and protection, disease prevention, health assessment and disease surveillance during an emergency. State, local and block level Public Health Engineering officials; Health; and Social Welfare Department officials working in various sectors of sanitation & hygiene promotion are usually targeted as they are the immediate responders to these situations and they should have immediate access to guidance and information that will assist them in rapidly establishing priorities of undertaking necessary actions during the response to an emergency or disaster besides being duly prepared if any such calamity strikes.
