SUMMONS Summons for the Fifth Session of the Eleventh Tamil Nadu Legislative Assembly were issued to the Members of the Legislative Assembly on the 7th February, 1998 in S.O. Ms. No. 15, Legislative Assembly Secretariat, dated the 7th February, 1998 to meet on 12th March, 1998. However, a revised notification summoning the Assembly to meet on 18th March, 1998 instead of 12th March, 1998 was issued to the Members in S.O.Ms. No. 28, Legislative Assembly Secretariat, dated the 4th March 1998. II. DURATION OF THE MEETING The Fifth Session of the Eleventh Tamil Nadu Legislative Assembly Commenced on the 18th March, 1998 and adjourned sine-die on the 30th May, 1998. III. PROROGATION The Fifth Session of Eleventh Tamil Nadu Legislative Assembly was prorogued with effect from the 24th June, 1998 vide S.O., M.s. No. 113, Legislative Assembly Secretariat, dated the 25th June, 1998. 2 V. OATH OR AFFIRMATION BY MEMBERS ELECTED IN BYE ELECTIONS Under Article 188 of the Constitution of India Tvl. M. Ranganathan and Thangam Thennarasu, who were elected to the Tamil Nadu Legislative Assembly in the bye-elections held in Coonoor (SC) and Aruppukottai Constituencies respectively, solomnly affirmed their allegiance to the Constitution of India in Tamil before Hon. the Speaker in his Chamber on the 16th March, 1998.     PREFACE This Report has been prepared for submission to the Governor under Article 151 of the Constitution. 2. This Report sets out the results of audit under the Comptroller and Auditor General of India’s (Duties, Powers and Conditions of Service) Act, 1971, in respect of financial assistance given to urban local bodies. 3. Matters relating to the period subsequent to March 2005 have also been included, wherever considered necessary. OVERVIEW This Report, dealing with the results of audit of accounts of urban local bodies contains three Performance Reviews and nine Audit Paragraphs. A synopsis of important audit findings is presented in this overview. I Accounts and Finances of Urban Local Bodies There were six municipal corporations and 151 municipalities in Tamil Nadu as on 31 March 2005. The urban population of the State as per 2001 census was 2.75 crore comprising 44 per cent of total State population.

It was formed in the year 1989 from non-existing North Arcot District as Tiruvannamalai Sambuvarayar and Vellore Ambedkar. Tiruvannamalai town is the district headquarters. The vulnerability varies in degrees to a large number of natural, as well as, Man-made disasters. The District’s Geology, topography, terrain, environmental degradation, Population Growth and Population Flow hastens the negative impact caused by the Hazard. The negative Impact is also accelerated by lack of well-structured mitigation plans or preventive systems and inability of the affected communities to be resilient or act immediately. The timing, frequency or magnitude of any event of disaster can never be predicted.     Tiruvannamalai 1.1. Overview Tiruvannamalai lies in the northern part of Tamil Nadu, and 200 Km from the state capital Chennai. The district lies between 78 o 20 ' and 79 o 50 ' of the eastern longitudes and 11 o 55 ' and 13 o 15 ' of the northern Latitudes. It is bounded on the north by Vellore District , on the east by Kanchipuram District , on the south by Villupuram District , and on the west by Dharmapuri and Krishnagiri districts. The area of the district is 6312 sq.km. It consists of Two Revenue Divisions and Eight Taluks- Tiruvannamalai, Chengam, Arani, Polur, Cheyyar, Vandavasi, Kalasapakkam, and Thandarampattu. Based on the announcement made by the Hon’ble Chief Minister on the floor of Assembly Under Rule 110, the Government orders have been issued for formation of Two Taluks namely Vembakkam and Chetpet. After independence Tiruvannamalai was under North Arcot District. The revenue district of North Arcot was divided into Vellore District and Tiruvannamalai District in October 1989. Population of the district is 2469 thousand numbers as per Census 2011. The district is 20% urbanized and constitutes literacy rate of 74.21%.
