Yves-Junior Manzanza Lumingu has a Bachelor of Law from the Université de Kinshasa where he worked as a research assistant to the Vice Dean. He was responsible for research within the faculty of law and was later nominated as an assistant at the Université de Kikwit (Bandundu / Democratic Republic of the Congo). Currently, he is pursuing his doctorate at the Julius-Maximilians- Universität Würzburg. His field of research covers the three areas "constitutional state – protection of private investment – worker protection". He is also interested in issues relating to the promotion of women’s and children’s rights. Most historical Angola surveys focused on the north-eastern and south-western parts of the country, with the south-east, now comprising the Kuando-Kubango Province, neglected. To address this gap a series of rapid biodiversity surveys of the upper Cubango-Okavango basin were conducted from 2012‒2015. This report presents the results of these surveys, together with a herpetological checklist of current and historical records for the Angolan drainage of the Cubango, Cuito, and Cuando Rivers. In summary 111 species are known from the region, comprising 38 snakes, 32 lizards, five chelonians, a single crocodile and 34 amphibians. The Cubango is the most western catchment and has the greatest herpetofaunal diversity (54 species). This is a reflection of both its easier access, and thus greatest number of historical records, and also the greater habitat and topographical diversity associated with the rocky headwaters. -

CHAPTER = ANGOLA the Bush and Reagan Administrations Have Been Quick to Criticize Human Rights Violations by the Angolan Government
@CHAPTER = ANGOLA The Bush and Reagan administrations have been quick to criticize human rights violations by the Angolan government. Among the abuses protested have been the intolerance of dissent, the use of land mines against civilians, and the holding of political detainees and prisoners. These serious abuses deserved the strong condemnation that they have received. However, both administrations have neglected serious violations by the U.S.-backed rebels seeking to overthrow the Angolan government, the National Union for the Total Independence of Angola ("UNITA"). @PAGE = This refusal to criticize rebel abuses stems from the Bush administration's unwavering support of UNITA and its leader, Jonas Savimbi. For 14 years UNITA has been seeking to topple Angola's post-independence government in a war that to date has resulted in the deaths of over 100,000 people, most of them civilians. The U.S. policy of funding UNITA, first initiated by President Reagan in late 1985, has if anything been solidified under President Bush. Even before President Bush took office, he wrote to Savimbi assuring him that "all appropriate and effective assistance" would continue. Then, in 1989, to compensate for the loss of South African military and economic assistance to UNITA, the Bush administration increased the level of U.S. covert aid for Savimbi to close to $50 million.<$F Although termed "covert," U.S. assistance is widely characterized as an "open secret." Savimbi himself made a public statement in June that Congress had renewed his aid, and was also quoted in Jeune Afrique magazine as saying that he had received $35 million in funding from the Central Intelligence Agency. -

ANGOLA FOOD SECURITY UPDATE July 2003 Highlights The food security situation continues to improve in parts of the country, with the overall number of people estimated to need food assistance reduced by four percent in July 2003 relieving pressure on the food aid pipeline. The price of the least-expensive food basket also continues to decline after the main harvest, reflecting an improvement in access to food. According to the United Nations Children’s Fund (UNICEF), the results of both the latest nutritional surveys as well as the trend analysis on admissions and readmissions to nutritional rehabilitation programs indicate a clear improvement in the nutritional situation of people in the provinces considered at risk (Benguela, Bie, Kuando Kubango). However, the situation in Huambo and Huila Provinces still warrants some concern. Household food stocks are beginning to run out just two months after the main harvest in the Planalto area, especially for the displaced and returnee populations. In response to the current food crisis, relief agencies in Angola have intensified their relief efforts in food insecure areas, particularly in the Planalto. More than 37,000 returnees have been registered for food assistance in Huambo, Benguela, Huila and Kuando Kubango. The current food aid pipeline looks good. Cereal availability has improved following recent donor contributions of maize. Cereal and pulse projections indicate that total requirements will be covered until the end of October 2003. Since the planned number of beneficiaries for June and July 2003 decreased by four percent, it is estimated that the overall availability of commodities will cover local food needs until end of November 2003.
