Planning Commission Revised Preliminary Plan Cobblestone Park Montville Township App. No.: 130-2016-RPP Site Area: 37.58 acres Meeting: February 1, 2017 Open Space: 4.64 acres Applicant: Cobblestone Park Development Utilities: Central water & sewer Group, LLC School Dist.: Medina City Engineer: TGC Engineering Sublots: 20 in Phase 4B & 21 in 3B Zoning: Cobblestone Park PND Reviewer: Susan Hirsch EXECUTIVE SUMMARY The proposed Revised Preliminary Plan amends Phases 4 and 5 of the most current Preliminary Plan approved March 4, 2015 by changing Phases 4 and 5 to 4A and 4B. The proposed Revised Preliminary Plan indicates an addition of three sublots, minor changes to the roadway configuration, and a decrease in open space acreage. Recommendation: APPROVE WITH MODIFICATIONS ADJACENT ZONING/LAND USE North Cobblestone Park - PND Single-family detached homes East Cobblestone Park - PND Single-family detached homes South R-R Residential Single-family detached homes along Poe Rd. Arbor Park at Cobblestone – Undeveloped – proposed cluster homes, and West PND and R-R Residential Single-family detached homes along Poe Rd. Proposal: The subject site is located in the southwest portion of the subdivision. Cobblestone Park is located on the east side of Wooster Pike (SR 3) between Sharon Copley Road and Poe Road. This revised Preliminary Plan amends what was previously referred to as “Phase 4B” from 17 to 20 sublots and reduces the open space area. There is also a change in the roadway configuration of Soapstone Drive to include an “eyebrow.” Access: Access to the Cobblestone Park subdivision is from Poe Road on the south, Highland Park Drive on the north and Wooster Pike Road (SR 3) on the west. Access to 4B is via Stonyridge Drive from Cobblestone Drive and 3B via Ridgestone Way from Cobblefield Drive. Cobblestone Park, Revised Preliminary Plan Approval Site Conditions: The site is primarily flat. Subdivision Stage Phase Wetlands exist in the north central and Date southwestern portions of the site. Concept Plan Dec. 2003 Preliminary Plan Feb. 2004 History: The Planning Commission originally Rev. Preliminary Plan April 2004 approved the Preliminary Plan for the Rev. Preliminary Plan May 2004 Cobblestone Park subdivision in February of 2004 Final Plat 1A May 2004 and it has been revised many times since. A Final Plat 1B Jan. 2005 Revised Preliminary Plan was approved in March Replat 1A Feb. 2006 of 2015 and a Final Plat for Phase 4A was Rev. Preliminary Plan March 2006 approved in November of 2015. A detailed Final Plat 2A March 2006 timeline is shown to the right. Sublots numbers on Luckystone Drive and Arbors at Cobblestone Brownstone Drive have been used in Preliminary Plan 4 & 5 March 2015 another phase. Also, Parcel number in this Final Plat 4A Nov. 2015 area is not current. 2. Tax Maps has no objections regarding the overall layout of this future phase. 3. Subject to all Tax Map Dept. comments from previous Planning Dept. reviews and/or extension requests. 4. It is recommended that you submit the final subdivision plat to Tax Maps for review,before obtaining signatures. 5. Subject to Medina County Engineer Land Conveyence Standards found at: http://engineer.medinaco.org/surveying/landconveystds.pdf Medina County Highway Engineer: Andy Conrad, 1/20/2017. CONDITIONAL APPROVAL. 1. Deed restrict and show on plans and plat the driveway location for S/L 444 to the far east side of the Sublot. 2. Provide typical shoulder/ditch section along frontage of S/L 447. 3. Provide note on plans and plat that no fences are to be constructed within any storm sewer or storm sewer easements. 4. Are S/Ls 430, 441 and 442 viable building sites? Columbia Gas: Russ Johnson, 1/13/2017 TransCanada does not have facilities that are impacted with this project. Montville Township, Planning and Zoning: Paul Jeffers, 1/12/2017. Conditional Approval: This plan has yet to be reviewed by the Zoning Commission. The separation of open space into a sublot still complies with the amount of open space required by the Zoning Resolution. ODOT has no objections to the revised preliminary plan for Cobblestone Park Subdivision. Medina County Sanitary Engineer: Jeremy Sinko, 1/12/2017. Detailed engineering plans at the time of construction must meet the current rules and regulations for water and sanitary sewer per the Medina County Sanitary Engineers Medina County Health Department: Steve Mazak, 1/12/2017. Cobblestone Park subdivision will be serviced by sanitary sewer and public water. Therefore, our office has no further comments. Soil and Water Conservation District: Jim Deiter, 1/12/2017. I do not have any comments regarding Cobblestone Subdivision. Staff Comments: 1. Except for the following, the Preliminary Plan is substantially similar to the currently approved Preliminary Plan for Phase 3B and 4B: The number of sublots in Phase 4B has increased from 17 to 20 sublots. The street that connects Cobblestone Drive to Stonyridge Drive (Soapstone Drive) has changed to include an “eyebrow”. This roadway change results in a reduction in “Open Space” and an additional 2 sublots. The third additional sublot fronts on Poe Road. It was previously a portion of “Future Development” Block LL. The “Open Space” in Phase 4B has decreased from 18.10 acres to 4.59 acres. 2. Although there are no changes to Phase 3B, it is included in the Preliminary Plan since it has not been platted. Also, the location map must be revised to exclude Phase 3A. 3. The zoning for this Preliminary Plan is incorrectly indicated as R-1 under Zoning Information, it is zoned Planned Neighborhood Development District (PND). The PND permits detached single-family dwellings, detached cluster single-family dwellings and attached single-family dwellings provided that not more than four such dwellings shall be attached in any single building. Area for open space and recreational shall not be less than 30% of the total land area of the PND. The Preliminary Plan, as submitted, appears to meet the requirements of the PND. 4. The following required data/information was not provided on or with the Revised Preliminary Plan (Subdivision Regulation section references are included): a. Total number of lots, area of lots and blocks and parcels, area of public roadways, … and total area of the subdivision. 404(C)(2)a.7. Add a subdivision summary table with above listed elements. b. Existing generalized natural features: including… streams, [and] rivers…. § 404(C)(2)b.7. Show streams. c. Proposed streets identified by name or letter designation, right-of-way width and pavement width. § 404(C)(2)c.5. Indicate names of all streets within the area of the Preliminary Plan. d. Wetlands –The developer shall contact in writing the applicable U.S. Army Corp of Engineers (USACE) District Office regarding the proposed subdivision, and shall submit such correspondence to the Medina County Planning Commission as Medina County Planning Commission Page 3 of 4 February 1, 2017 Cobblestone Park, Revised Preliminary Plan a condition of Preliminary Plan approval. § 404(C)(2)c.18. While wetlands are depicted, wetland delineation and USACE jurisdictional determinations (JD) are valid for five years. The applicant shall demonstrate recent correspondence with the USACE and a current JD and update the depicted wetland boundaries if warranted. e. Existing topography at two-foot intervals…. § 404(C)(2)d.1. Show topography. f. All related watershed boundaries, indicating in which watershed the subdivision is located, and all known underground drainage tile systems. This may be presented as a map insert on the same page. § 404(C)(2)d.4. Provide a watershed boundary inset map. g. A copy of the Developers Notice of Intent (NOI) to obtain an Ohio Environmental Protection Agency (OEPA) stormwater management permit…. § 404(C)(2)d.7. Provide a copy of the OEPA NOI if applicable. 4. Section 570.3C.3. of the Montville Township Zoning Resolution establishes a 25 foot setback from all Ohio EPA Category 1 Wetlands and a 75 foot setback from all Ohio EPA Category 2 Wetlands. Several sublots appear to be impacted by the wetlands and/or the required wetlands setbacks. Deeds for these sublots should include a reference to the existence of the wetlands/wetlands setbacks and the fact that the area is not to be disturbed. 5. Add cover sheet showing the complete Cobblestone Park Subdivision and indicating the location of the phases included in this Preliminary Plan. 6. The “Covenants and Restrictions” for the Homeowner’s Association has been reviewed and approved by the Medina County Prosecutor’s Office. Any revisions to the original HOA documents must be submitted for transmittal to the Township and Prosecutor’s Office for review and approval. Staff Recommendation: Staff recommends APPROVAL WITH MODIFICATIONS of the Revised Preliminary Plan for Cobblestone Park Subdivision. Prior to Final Plat submittal, applicant must submit three copies of a corrected Preliminary Plan indicating the following: 1. Submit the required data/information listed above on or with a corrected Preliminary Plan. 2. Satisfy the Highway Engineer and Tax Maps comments listed above. 3. Deeds for any sublots containing wetlands or wetland setbacks should include a reference to the existence of the wetlands/wetlands setbacks and the fact that the area is not to be disturbed. 4. Revise the Location Map to omit Phase 3A.
