During the first three decades of the twentieth century, Japanese society underwent significant changes in a short amount of time. After the intense modernizations of the late nineteenth century, the start of the twentieth century witnessed an increase in overseas militarism, turbulent domestic politics, an evolving middle class, and the expansion of roles for women to play outside the home. As such, the early decades of the twentieth century in Japan were a crucial period for the formation of modern ideas about femininity and womanhood. Before, during, and after the rule of her husband Emperor Taishō (1879-1926; r. 1912-1926), Empress Teimei held a highly public role, and was frequently seen in a variety of visual media. -

McMahon Ying Zhang Copyright by Chad Michael Berry 2014 Abstract In March 1879, Japan announced the end of the Ryukyu (Liuqiu) Kingdom and the establishment of Okinawa Prefecture in its place. For the previous 250 years, Ryukyu had been a quasi-independent tribute-sending state to Japan and China. Following the arrival of Western imperialism to East Asia in the 19th century, Japan reacted to the changing international situation by adopting Western legal standards and clarifying its borders in frontier areas such as the Ryukyu Islands. China protested Japanese actions in Ryukyu, though Qing Dynasty (1644-1912) leaders were not willing to go to war over the islands. Instead, Qing leaders such as Li Hongzhang (1823-1901) and Prince Gong (1833-1898) sought to resolve the dispute through diplomatic means, including appeals to international law, rousing global public opinion against Japan, and, most significantly, requesting the mediation of the United States and former U.S. President Ulysses S. Grant (1822-1885). Initially, China hoped Grant’s mediation would lead to a restoration of the previous arrangement of Ryukyu being a dually subordinate kingdom to China and Japan. In later negotiations, China sought a three-way division of the islands among China, Japan, and Ryukyu. -

Sport Sci. 59: 705-720, 2014 (in Japanese) [Received August 7, 2018; Accepted June 10, 2019; Published online June 24, 2019] This study evaluates the state of sports at the Fuchu YMA in Tokyo. To this end, the paper analyzed Fuchu Sports, a YMA-published newsletter that specialized in sports and was modeled on the popular sports magazine Asahi Sports. The publication of Fuchu Sport was an indica- tion of the strong interest in sports during the Taisho era (1912-1926). After the Ministry of Internal AŠairs and the Ministry of Education announced their directives promoting physical exercise, the Tokyo government hosted conferences on the development of sports and physical education in Tokyo YMA. Accordingly, Tokyo was a step ahead of other regions in Japan when it came to setting up YMA athletic clubs. The founding of the Fuchu YMA Athletic Clubs was mainly supported by the Fuchu YMA, but it also received funding from the local authori- ties and schools of Fuchu. When the Athletic Club recruited university students to become their coaches, the club's programming changed and its level of competitiveness went up signiˆcantly. Finally, the Athletic Club's collaborations with surrounding educational institutions, particu- larly school athletic clubs, led to remarkable successes in competition and expanded the club's philosophical mission. -

Educational Administration Issues in developing countries Issues frequently mentioned as being of concern to developing countries in the area of educational administration include the inadequacy of educational laws and regulations, excessive centralization of administrative powers, the weak organization of local educational administration, frequent changes on the part of ranking officials in the administration and lack of policy continuity as a result of the system of making political appointments, a lack of professional ability on the part of those holding posts in educational administration, bargaining or compromises with teacher unions, and lack of participation in education by parents or local communities. Points This chapter presents an overview of the development of educational administration in Japan since the introduction of a modern education system, showing how the system was put in place and how it has changed over time, dividing the account into prewar and postwar periods with World War II as the dividing line. Major perspectives are: ① legalism and over-attachment to Imperial orders in educational administration; ② changes in the authority and responsibilities of the Ministry of Education as an organ of central government; ③ changes in the organization and authority of local educational administration; ④ the struggle between democratization and the drive for increased efficiency in educational administration; ⑤ the separation and unification of general administration and educational -

Political Economy and Population Growth in Early Modern Japan †‡ Taejong Kim∗ KDI School for Public Policy and Management, Korea November 14, 2003 Abstract During the feudal Edo period (1603-1868) in Japan, the shogunate government relied for regional control on hereditary feudal barons as well as its own bakufu bureaucracy. Compared with hereditary lords, bakufu officials had shorter and uncertain tenure. Ex- amining easily available historical data, the paper finds that regions ruled by bakufu bureaucrats are associated with (a) slower population growth, (b) slower growth in productive capacity, and (c) higher incidences of civil unrest. The evidence supports Mancur Olson’s thesis that those with coercive power will be lead by their ”encom- passing interest” to provide growth-friendly environment when they are assured of a stable, long-term tenure.
