1. Social survey

1.1 Social-demographic description of the population in the area of the project

The project area covers the urban communities of Vayk, Jermuk and the rural community of Zaritap in the region of Vayots Dzor.

By January 1st, 2013 the number of the permanent population in the subproject area in the region of Vayots Dzor was 15900 people, the number of the present population was 14496, from which the number of women was 7963. In the area of Vayots Dzor region the number of households (hereafter HH) is 4616. In this area there is a tendency of natural growth, as the number of births exceeded the number of deaths by 15 people according to the data of 2012. The number of newborns was 128, and the ones who died 113 people.

The presented information, the statistics have been received from the urban and rural community authorities.

1.2 The survey method and selection

During the survey the method of random choice has been applied, through which an equal possibility has been provided for the involvement of each household from the main complex. Based on this principle the survey selection has been 57 households out of 4335 existing households of the 3 communities.Information within the area of the households has been gathered by a developed checklist.The checklist is attached in the Appendix 1.

1.3 Gender-age combination of the respondents and description of households

In the households the 36.8% of the survey participants were at the age of 41-60, 35.1% - 26- 40, 19.3% - 61 and older, and 8.8% - 18-25. Among them 23.3% of the participants were men, and 76.7% were women. The prevalent number of women in comparison with the number of men can be reasoned by the fact, that during the inquiry men were busy or were abroad, and that the number of women prevails in the region. It should also be mentioned, that mostly women are involved in the drinking water issues, as they often deal with household duties and sanitary needs. The checklist is attached in Appendix 1

The number of members in 57 households selected in the survey was 210 people, 38.6% of which were women, 42.4% were men, and 19.0% were teenagers up to 18 years old. That is to say in each household selected for the survey the number of teenagers on average was 0.7,

VIII Subproject – Detailed design 5 HGSN LLC –JINJ LLC Improvement of the water supply systems of RA settlements among the adults women make 47.6%. It must also be mentioned, that in 56.1% of surveyed households there were no children. On average the number of selected family members was 3.7.

Survey of the employment characteristics of the respondents shows, that 19.3% are state/ community employees, 31.6% have their private buisness, 15.8.% are involved in agriculture, 24.6% are housewives, 15.8% are pensioners, 5.3% are unemloyed, 13.5% are students.

1.4 Main income sources of the households

36.8% of the surveyed households consider their main source of income the state and community payments, 49.1% - the income received from trade of agricultural goods and private business, 43.9% - the pension and allowances, 14% - income received from the work abroad and 1.8% - income received from gardening. The main source of income for the surveyed people may be seen in Graph 1.

Data received from the participants of the survey makes it possible to have a general concept about the average monthly income of the households. The average monthly income of 3.5% of the households is up to 32 thousand drams, 12.3% - 33-50 thousand drams, 28.1% - 51-100 thousand drams, 56.1% - higher than 100 thousand drams.The approximate average monthly income of surveyed families can be seen in Graph 2.

1.5 Sanitary conditions in the households

In the 80.7% of the communities included in the subproject there is a centralized sewage system, however in some of the households the wastewater pipes are not connected to the sewage system or the ones the existed earlier don’t operate. The centralized sewage system is connected to the 70.0% of the surveyed households of Vayk, 100% of Jermuk urban community.The village community of Zaritap has no centralized sewage system, but 28.6% of the households constructed sewage lines on their own initiative from the houses up to the river.The 30% of the households involved in the survey in the urban community of Vayk town and 71.4% of Zaritap village community use yard toilets or have toilets, which are connected to the sewage collector wells constructed in their own territories.

As to the sanitary conditions 100% of the households have toilets. According to the results of the survey, the toilets of 24.6% of the population are located outside/in the yards of the houses, and 87.7% of the toilets are inside the apartments or the houses. Because of the irregular water supply there are sanitary-hygienic issues. The respondents relate this issue to the absence of the water supply. They complained of the poor condition of the sewage.

1.6 Assessment of the current state of the water supply 1.6.1 Methods of drinking water consumption by the households

According to the results of the survey, 93.0% of the surveyed households use drinking water from the central water supply system through house connections, 5.3% - from yard spring taps, 3.5% - from neighbours, 8.8% - from the public spring/well, 1.8% buy water.

Water supply house connections are used in 90% of Vayk urban community, 100% of Jermuk and 71.4% of Zaritap village community.

15.0% of the surveyed households in the urban community of Vayk use yard taps.

Because of the water supply absence 10.0% of the urban community of Vayk, 42.9% of Zaritap village community use public springs and 14.3% of Zaritap use water sources of the school. 5.0% of the urban community of Vayk buy water.

The means of drinking water consumption by individual households of the community are presented in Table 2.

1.6.2 Duration of the average daily water supply of the households

According to the investigation data, during summer months 1.8% of the households in the project area had on average 0-4 hours long daily water supply, 1.7% - 5-11 hours, 28.1% - 12- 23 hours, 61.4%- 24 hours, and 7.0% mentioned unstable. 5.3% of the survey participants had no water supply at all. The 5.3% of the survey participants mentioned, that they had unstable water supply for 0-11 hours.

Investigation results show, that the water supply image changes in winter months. The 3.5% of the survey participants of the communities had water supply in their households for 5-11hours, 26.3%-12-23 hours, 61.4%–24 hours, and 8.8% mentioned no water supply at all. The investigation shows that in winter months because of the freezing pipes, the deteriorated condition of the internal network of the water supply system and rising emergency conditions the water supply is worse, than in the summer months. The 7.0% of the surveyed households in summer months and 8.8% in winter months had no water supply at all; they made use of the neighbors’ water and public springs or bought water.

In the households of the subproject communities the average of daily water supply duration in summer and winter months expressed by percentages is presented in Table 3.

The average daily water supply of the surveyed households is clearly presented in the table according to the individual communities, hours in summer and winter months. Water supply in separate communities has the following image:

 In Vayk community 10.0% of the households during the summer months, and 15.0% during the winter months didn’t have water supply.

 In Zaritap community 28.6% of the households during the summer months, and 28.5% during the winter months didn’t have water supply.

In the urban community of Vayk and village community of Zaritap the water supply internal network is completely or partially deteriorated. That is why, there are often emergency situations; water supply is carried out with intervals. It is clearly presented in Table 3. The data presented by the respondents shows, that as a result of the improvement of the water supply

VIII Subproject – Detailed design 8 HGSN LLC –JINJ LLC Improvement of the water supply systems of RA settlements system, repair of the internal network, it is expected, that the water supply duration will be extended, the emergencies will decrease, the water volume will rise.

1.6.3 Satisfaction from the water supply duration and quality

Based on the opinions expressed within the project communities, it may be concluded, that during the summer months and winter months 87.7% were content with water supply hours and duration, 10.5% were not satisfied with water supply hours and duration, and 1.8% had difficulty in answering.

Satisfaction of the households with water supply hours and duration is expressed in rates in the following Table 4.

The satisfaction of the participants from individual communities with water supply hours and duration in summer and winter months is expressed in the following way.

 Vayk community – 85.0% of the households is content with the hours and duration of water supply during summer and winter months, 10.0% is not content, 5.0% had “difficulty in answering”.

 Jermuk community – 100% of the households were content with hours and duration of water supply in summer and winter months.

 Zaritap – 42.9% of households were content with the hours and duration of the water supply, and 57.1 % were not.

As to the answers given regarding the water quality, 71.9% estimated it as “good” on 4-5 scale. The 10.6% of the respondents complained about the water quality and estimated it as “bad”, on 1-2 scale. According to them, the supplied water is dirty; it has rust taste, smell. There is a mud in the water flowing through the pipes after the rain, and when the snow melts.

The 14.0% of the respondents estimated it “3”, that is to say they are satisfied with water supply quality. The 3.5% of the surveyed people found it hard to answer.

Table 5 provides the answers regarding the water supply quality of households expressed in rates, and Table 3 provides the graph image.

If we estimate the water quality supplied to the households as “bad” 1-2, satisfactory 3, good 4- 5, then according to the estimates of the survey in the communities, we’ll get the following image (presented in Table 6).

Water supply quality was estimated bad by the 57.2% of the survey participants in Zaritap village community, 5.0% of Vayk urban community, and 3.4% of Jermuk urban community.

Some of the respondents of the communities mentioned:

Vayk town - “When the water supply stops, then supplied water brings sand, rust; that is why the water is brought from a distance of 2 km”.

Zaritap village - “The supplied water is of very bad quality; it is dirty; contains sand, silt. “The supplied water is not usable for drinking purposes unless we boil it”.

1.7 Drinking water-born diseases

The participants are anxious about the issues regarding the bad water quality and water-borne diseases. The answers to the following question “Have you had any cases of water-borne diseases in your family in recent years?” have been studied.

In the families of 5.3% of the participants there have been gastrointestinal diseases, in 91.2% of the families there have been no cases of any disease, and 3.5% found it hard to answer. Cases of water-borne diseases, according to separate communities, are given in Table 7.

According to the opinions expressed by the participants and the bad quality estimates, cases of water-borne diseases are considerably more expressed in the village community of Zaritap, and are relatively less in Vayk community, as 10% found it hard to answer. In Jermuk urban community there have been no discovered cases of water borne diseases. Cases of diseases are immediately connected with the water supply quality. As a result of deteriorated condition of the water supply internal network, frequent and long interruptions, the water quality gets worse, which in its turn may of course influence the health of the family members. The survey participants associate the cases of diseases with the above mentioned factors. Some of the inhabitants mentioned, that they use the supplied water only for laundry, not for drinking purposes or kitchen use. In order to prevent the diseases, after emergencies and water supply interruptions the survey participants boil the water or leave the water to flow in order to be cleared. It must be mentioned, that the majority of the participants have not consulted the doctor to confirm these cases.

1.8 Main issues of women related to the water supply 1.8.1 Drinking water supply in the households

One of the main issues of the social survey carried out in the communities included in the subproject is to clarify the level of drinking water supply in the households of the communities. The graphic image of the survey data analysis regarding the answers is presented in Graph 4.

As it is illustrated in the graph, 80.7% of the households included in the subproject communities is supplied with drinking water, 7.0% is not and 12.3% is supplied partially. In fact, 100% of households are provided with drinking water in the urban community of Jermuk, 75.0%-in Vayk and 14.3%-in Zaritap village community. The 10.0% of surveyed households in Vayk and 28.6% of households in Zaritap do not have drinking water supply. The 15.0% of the households in Vayk and 57.1% of households in Zaritap have partial drinking water supply. The survey participants in the urban community of Vayk mentioned: “We have to fetch drinking water”, “we bring the water from the house of our relative or by car paying the driver 1500 drams; we buy water 2-3 times in month”.

Based on the opinions expressed in the households, it may be concluded, that in such conditions of poor water supply in the urban community of Vayk and village community of Zaritap, particularly, women are in bad condition. Data regarding the answers of the respondents to the question “If required, who brings water in the households?” in the surveyed community is provided in Table 8. In 22.8% of the cases there is need to fetch water in the households. The 42.9% of women carry water in buckets, 35.7% of men bring the water by cars, and in 21.4% - all the family members.

Providing the household with drinking water requires great efforts and time from women. So, some of the survey participants have mentioned, that they bring water from the neighbors and public springs located at a distance of 20m up to 250-300m; men bring water by cars from longer distances. The 7.0% of the respondents bring water from the distance of 300m, and the 7.0% from the distance of 1-3km.

Survey data regarding the answers of the respondents in the community to the question “From what distance is approximately the water brought if needed?” is provided in Table 9.

1.8.2 Main purposes of drinking water consumptions

Survey data regarding the answers of respondents of households to the question “For what purposes is mainly the drinking water used?” is represented in Table 10.

The survey data shows, that in summer months drinking water is used for irrigation and gardening, that’s why for many people the water is not sufficient.

1.9 Payments for the consumed water 1.9.1 Frequency of payments of the consumed water bill

The 82.5% of the surveyed participants answered “yes” to the question “Do you pay for the consumed water?”, 17.5% said “no”.

Answers to the question “How often do you pay the water bill?” have a positive attitude, as their 80.7% pays the bill every month, the ones, who do not make regular payments are 1.8%. The 1.6% of the households does not pay at all, they are mainly the households, which do not have drinking water and bring it from the street taps, public springs, and neighbors or purchase it.

The majority of households, which do not make payments, are from the village community of Zaritap and urban community of Vayk. Moreover, Zaritap village community is not served by AWS CJSC.

1.9.2 The amount of the consumed water bill

As to the issue of the amount of the payments in summer months the average monthly consumed water bill of the 12.3% of the survey participants of the communities is up to 1000 drams, that of the 28.1% is up to 1001-2000 drams, 24.6% is up to 2001-3000 drams, 8.7% is up to 3001-4000 drams, 8.8% more than 4000 drams.In winter months in the households the average monthly consumed water bill of the 17.5% is up to 1000 drams, 35.1% is up to 1001- 2000 drams, 26.3% is up to 2001-3000 drams,1.8% is up to 3001-4000 drams, 1.8% is more than 4000 drams.

The results of the answers to the question “How much do you pay monthly for the consumed water?” in summer and winter months are presented in Table 12, and graphic images are given in Graph 5.

If water supply services are improved in future 76.7% of the survey participants mentioned that, they will pay according to the indexes shown on the watermeter and the established payment unit, 23.3% mentioned that they would pay the same amount. The amount the survey participants are willing to pay if water supply services are improved may be seen in graph 6.

As it can be seen from the images, if water supply services are improved, then water consumption volumes and their payments will increase. The results make it obvious, that the prevaling number of the survey participants is ready to pay the necessary payments in case of the improvement of water supply services.

1.9.3 Payments for public services

Payments for the public services made by the survey respondents in the households have been investigated within the frame of the question “For which services do you pay most?” There are households, where even in cases of gas connections, in winter the inhabitants mainly use wood stoves. Many of the survey participants mentioned that they don’t receive drinking water or it is very unsubstantial. They get it only by means of the pump, as a result of which the electricity bill increases.

The 17.5% of the households of the subproject communities don’t have gas supply, 40.4% during summer months and 38.6% during winter months, the electricity bill is high. In summer months in 7.0% of the survey households and in winter months in 5.3% of the households the electricity and gas payments are equal. In the subproject communities in the 52.6% of the households during summer and in the 56.1% of the households during winter months gas payments prevail.

Survey results, calculated by the average of summer and winter, in accordance with gas, electricity and drinking water payments of the surveyed households, are presented in Graph 7.

According to the results no one of the respondents in the communities included in the subproject pays maximum bill for the consumed water in relation to other public services. Taking into account, that in all the households of Jrarat community and some households of other communities gas supply is missing or the inhabitants are not able to pay, however, in more than half of the surveyed households, payments for gas supply prevail in winter and summer months.

1.10 Attitude towards the measurment system of the consumed water volume

According to the results, 82.5% of the consumers have installed water meter, and 17.5% doesn’t have water meter. In case improvements are made, 17.5% of households are willing to install water meters and make regular monthly payments.

Particularly 100% of the survey households of Vayk and Jermuk urban communities have water meters. 100% of inquiry participants in Zaritap village community have no water meters. They all wanted to install water meters.

The existing positive attitude within the population towards that system may contribute to the complete investments in the system in the project area.

1.11 Awareness and cooperation with AWS CJSC regarding the activities directed at improvement and support of the services provided to the AWS consumers 1.11.1 Awareness of AWS CJSC consumers about the activities of the service improvement and support

Surveys have been made in the households in order to discover the awareness of AWS LLC consumers regarding the activities directed at the service improvement and support. The results of the survey concerning the question “Are you aware of AWS CJSC consumers regarding activities directed at the service and support?” is presented in Table 13. Simultaneously, the survey itself provided information to the consumers.

1.11.2 Cooperation with AWS CJSC

According to the data received from the respondents, 29.8% cooperates with AWS LLC. Moreover, their 29.8% warns against the accidents, 14.0% warns against the pressure fall and quality decrease of the water supply.

The results of the survey carried out within the frame of the subproject regarding cooperation of AWS CJSC employees with the households is presented in Table 14.

70.2% of the survey respondents have mentioned that they do not cooperate with AWS CJSC. The answers to the question “ Would you like to cooperate in future?” are presented in Table 15.

According to the results of the survey, it is obvious that 49.1% of the inquiry participants are ready to cooperate with AWS CJSC, though they haven’t cooperated with AWS CJSC since now. 15.8% of the survey inquiry participants found it hard to answer, especially 8.8 % of them are 71.4% of households of Zaritap village community, which is not served by AWS CJSC, they have no experience in cooperation. A small part of the inquiry participants – 5.3%, do not want the further cooperation, motivating, that they do not rely on the organization. “The accidents are mainly eliminated with the inhabitants’ efforts”. But hopeful is the fact that the considerable part of the inquiry participants is ready to cooperate with AWS CJSC in the future.

The mentioned opinions may be useful for the development of water supply designs of the area and cooperation development with AWS consumers.

As a result of social-gender survey several issues have been specified, regarding which additional information will be provided during the public awareness campaign.

The main issues are the following:

o Waste water removal

o Water supply payment
