THIS EVACUATION AUTHORIZATION IS EFFECTIVE BEGINNING 26 JAN 2021. AS AUTHORIZED BY REFS A THROUGH C, COMMANDER, NRSW AUTHORIZES THE EVACUATION OF ACTIVE DUTY MILITARY, DRILLING RESERVISTS, CIVILIAN EMPLOYEES, AND AUTHORIZED DEPENDENTS AFFECTED BY MONTEREY COUNTY-ISSUED EVACUATION ORDERS RELATED TO FLASH FLOODING AND DEBRIS FLOWS ON BURN SCARS FROM THE 2020 DOLAN, CARMEL, AND RIVER FIRES DURING ATMOSPHERIC RIVER (AR) EVENT FORECAST TO TAKE PLACE FROM 26 – 28 JAN 2021. THIS AUTHORIZATION WILL EXPIRE AT 2359 PST 30 JAN 2021 UNLESS EXTENDED BY A SEPARATE MESSAGE. 2. CNIC-CLAIMANCY EVACUEES ARE AUTHORIZED TO PROCEED WITHIN 50 MILES OF THE DESIGNATED SAFE HAVEN, MONTEREY, CA. NON-CNIC CLAIMANCY PERSONNEL COVERED UNDER THIS AUTHORIZATION SHOULD PROCEED TO THE SAFE HAVEN AREA DESIGNATED BY THEIR PARENT CHAIN OF COMMAND. 3. MILITARY PERSONNEL, CIVILIANS, AND THEIR DEPENDENTS EVACUATING UNDER THIS AUTHORITY MUST BE ISSUED INDIVIDUAL EVACUATION ORDERS BY THEIR PARENT COMMAND AT THE SOONEST OPPORTUNITY. AS DELINEATED IN REF C, REIMBURSEMENT FOR LODGING AND PER DIEM WILL BE AT THE APPROVED RATE FOR THE DESIGNATED SAFE HAVEN. COSTS INCURRED BY AN EVACUEE FOR TRAVEL CONDUCTED WITHOUT AUTHORIZATION AWAY FROM THE DESIGNATED SAFE HAVEN ARE THE RESPONSIBILITY OF THE EVACUEE. FUNDING FOR MILITARY AND CIVILIAN PERSONNEL IS THE RESPONSIBILITY OF THE PARENT COMMAND. LINE OF ACCOUNTING FOR DEPENDENT FUNDING WILL BE PROVIDED SEPCOR. 4. COMMANDS MAY REFERENCE THIS EVACUATION DIRECTIVE TO PROVIDE EVACUATION ORDERS FOR AUTHORIZED FAMILY MEMBERS. 5. COMMANDING OFFICERS ARE REMINDED THAT REF C AUTHORIZES THEM TO DIRECT EVACUATION OF ASSIGNED PERSONNEL FROM AN AREA THREATENED BY UNUSUAL OR EMERGENCY CIRCUMSTANCES AT ANY TIME. 6. INDIVIDUAL COMMANDS RETAIN RESPONSIBILITY FOR MUSTERING EVACUATED PERSONNEL AND REPORTING THEIR STATUS AS DIRECTED BY THEIR PARENT CHAIN OF COMMAND. PERSONNEL UNABLE TO CONTACT THEIR PARENT COMMAND MAY REPORT THEIR STATUS VIA THE NAVY FAMILY ACCOUNTABILITY AND ASSISTANCE SYSTEM (NFAAS) AT HTTPS://NAVYFAMILY.NAVY.MIL OR 877-414- 5358. 7. TO ASSIST THE NAVY FAMILY DURING THIS DISASTER, AN NFAAS NEEDS ASSESSMENT MODULE WILL BE ACTIVATED AT HTTPS://NAVYFAMILY.NAVY.MIL TO ENABLE IMPACTED PERSONNEL TO DOCUMENT THEIR STATUS AND REQUEST ASSISTANCE, IF NEEDED. 8. IMPACTED PERSONNEL ARE REMINDED THAT THEY DO NOT NEED TO WAIT FOR INDIVIDUAL ORDERS BEFORE EVACUATING. INDIVIDUAL ORDERS CAN BE ISSUED ONCE EVACUEES ARRIVE AT THEIR RESPECTIVE SAFE HAVEN, AS OUTLINED IN THIS MESSAGE. 9. ALL EVACUATED PERSONNEL SHOULD MAINTAIN SITUATIONAL AWARENESS THROUGH REGULAR COMMUNICATIONS WITH THEIR CHAIN OF COMMAND AND VIA LOCAL MEDIA OUTLETS.
