In case the implementation of the requested structure hasn’t been completely concluded yet, a provisional report explaining the reasons and information on how the implementation will be achieved should be sent to MOs within two months after the conference. The requested structure should then be implemented at the next possible meeting and a final report

Requests the Europe Region Committee to produce a written report on the implementation of the new AISBL structure, as voted for during the EGM that took place in Delhi in 2017.

The Europe Guide Conference approves Option 2 of the proposed Europe Contribution (as outlined on page 2 of Conference Document no. EGC10) - “that the ‘rate-per-member’ that is used to calculate individual Member Organisations’ Contributions remains at EUR 0.2636” for 2020-2022.

The rate-per-member will be reviewed at the EGM at the World Conference in 2020.

This Proposed Motion was not voted upon as it conflicted with Proposed Motion 5 which had already been voted upon and passed. The voting order of Proposed Motions and Proposed Amendments was approved verbally by the conference prior to voting.

In a general manner, we welcome change as being something important for our organization and its development and ability to adapt to new situations. However, we want to emphasize the fact that the European Region of WAGGGS is deeply rooted in the principles of consultation, transparency and trust and we are therefore concerned that there was no consultation or prior warning to the introduced changes. With such a situation, our trust towards the World Board is challenged.

By approving a motion requiring the establishment of a working group to assess financial governance in 2016 at the European Guide Conference in Oslo (motion M_EGC_08), we have already demonstrated that transparency in the organization’s finances is of great importance to us. Today, in the light of the changes announced, we want to express again our concern regarding the financial management of the organization. We believe that such financial constraints could not appear at such short notice and we therefore question the lack of transparency regarding the long-term finances of the organization.

Moreover, we are concerned by what this difficult financial situation might bring to the Region and the organization as a whole. For example, we believe that the Europe Committee should be a strategic body rather than an operational one. In our understanding, it is the regional committee’s top priority to oversee the implementation of the Regional Plan with the support of a regional volunteer structure and we therefore hope that the global pool of volunteers will indeed allow for European volunteers to be allocated to the Europe Region activities.

Also, as outlined in our Regional Plan 2020-2022, we strongly believe in spending the Europe Region resources on content support for Member Organizations (MOs). We appreciate the efforts made to focus on the mission of the organization, as we deem it of the highest importance that WAGGGS regionally and internationally continues one of its externally recognized qualities, the advocacy for young women and girls’ issues and

Chair’s Session Summaries It was agreed with Member Organisations at the start of Conference that the Chair would summarise the key points / commitments expressed during discussion sessions and that these would be documented in the Record of Decisions. Participants had the opportunity to affirm these summarised points at the end of all discussion sessions. The key points are noted below:

1. WAGGGS World (Sunday 25th August) • Confirmed that the current WAGGGS Global Strategy 2018-2020 remains valid. • Noted that the aim to reach 154 Member Organisations within this triennium remains a target but unrestricted funds will not be used to recruit new Member Organisations. • Confirmed that a refreshed Strategy for 2020-2023 will be presented to the World Conference in 2020 for approval. • Commitment to circulate a WAGGGS staff organigram to Member Organisations after it had been released to staff on Tuesday 27th August5. • Confirmed that there are no concerns about misuse of funds at WAGGGS.

2. Global Consultation (Monday 26th August) • Commitment from WAGGGS World to produce a simple and accessible statement of the 2018 accounts by end of October 2019. • Clarification that funding to the Region will continue in a similar way for projects / activities, with one paid member of staff, but without support for the Brussels Office. • Clarified commitment to ensuring that the Girl Guiding and Girl Scouting methodology and core mission (including non-formal education) are embedded, so that fundraising comes from those who support WAGGGS’ vision and methodology. • Commitment from WAGGGS World to create a space at World Conference in 2020 for discussion on programme and strategy, in addition to governance, finance and regional plans. • Commitment from WAGGGS World to discuss the procedures for consultation with MOs at the next World Board meeting, taking into account the statement from European countries made at Regional Conference (see appendix 1). • Confirmation that volunteer recruitment and support remains a focus and priority.

3. Inspiring the Region (Sunday 25th August) • A number of specific financial queries arose which were addressed in writing during the Conference6 • Thank you to Mouvement Scout de Suisse for identifying an omission in the 2019 budget in Conference Document no. 7. There should have been a EUR 90k budget allocated for Administration. This will be formally noted in the 2019 Financial Report that will be submitted to Member Organisations at the EGM at the World Conference in 2020.

4. Regional Consultation (Tuesday 27th August) • Clarified that Europe Region is in control of the Brussels office and activities. It plans to regulate this via Service Level Agreements (SLAs) with WAGGGS World level.

• Confirmation of a clear intent not to raise European reserves, but some flexibility is needed to manage the budget. • Commitment to provide the European balance sheet7. • Confirmation that Member Organisations whose Europe Contribution could increase significantly may contact the Europe Region Committee to discuss a plan. • Appreciation and thank you for staff and volunteers was noted, including for the answers received during Conference to address various queries. • Confirmation that any further questions or concerns can be raised with the Europe Region Committee or staff team.

Appendix 1 : Comment on Consultation within WAGGGS

WAGGGS is a volunteer-led organisation at every level : global, regional and national. This is a value recognized as one of the strengths of the movement. The organization is supported by the volunteers in order to deliver a maximum of value to its members.

Without volunteers, the organization would not be able to reach its vision and mission. This shows the importance of retaining and engaging volunteers . One of the key to achieve that is to create a sense of belonging by creating a space where the voice of the volunteers is heard. We believe the same thing can be said about Member Organisations towards WAGGGS global.

We are grateful that WAGGGS has been been conducting different consultations and we believe that the consultation process could be improved.

We propose that when WAGGGS is formally consulting MOs, it considers: 1. that there is a well communicated procedure on consultation within WAGGGS 2. that the appropriate persons or key persons of the MOs are consulted (depending on the topic) 3. that the MOs are informed about when and how the input will be used 4. that, for important and global topics, every MO is taking part in the consultation to make sure that it is representative enough to make informed decisions.

We believe that this way of working will strengthen the bridge between the World Board, the European Committee and the European Region. We, as MOs, are willing to support, where we can. A clarified and honest consultation will help all levels to achieve this.
