Water was the big story in the Valley at the start of 2017 and for the end of the year — but for different reasons. After five years of the worst recorded drought in California’s history, the cycle finally broke with highly wet winter weather at the end of 2016 and into the start of this year. That extra water fed thirsty crops and gave farmers and water districts the opportunity to fill ponding basins. In addition, with water allocations available after years of zero to little, farmers were able to use surface water more and give their wells needed breaks. Currently, cooler-than-average temperatures exist in the equatorial Pacific Ocean — a “La Niña” effect — that has been known at times to cause dryer, warmer winters in California, and so far that’s what’s happening a third of the way into the current rain season. Some worry that unless the weather shifts after the start of the New Year, California may be heading into another drought year. But Dan Munk, a University of California Cooperative Extension advisor in Fresno County, expressed optimism, saying, “Traditionally, most [Valley] rainfall occurs end of December to the first of March, so we have time to make things up.” On the agribusiness front, Fresno, Kings,Tulare and Madera counties each experienced declines in their annual overall sales of ag goods in 2016, and as a result it was announced this year after their annual crop reports came out that Kern County — which actually had an overall uptick in sales thanks to a bumper pistachio crop — replaced Tulare County as the No. 1 ag county in the DAVID CASTELLON | Freshly harvested walnuts are sorted outside a South Valley orchard Agriculture | 7 earlier this year.

Whether restaurants or big-box stores, across the nation companies are closing up shop in the fight against online sales, and the Central Valley has been no exception. Minimum wage hikes and online sales have continued to cut into business owners’ bottom line and this new war has caused many retailers to reevaluate their holdings and develop new strategies like in-store experience to keep customers coming in the doors. Across the nation, CNN Money is reporting that store closures have tripled this year to 7,000 and have reported 662 bankruptcy filings. In the Central Valley, many notable retailers also closed up shop, proving shoppers’ temperaments are no different here. The Fresno Bee reported on the closures of the JCPenney Home Store in River Park, and in Kingsburg and Coalinga, Sears shut down two Kmart locations as Sears tries to hold on, according to an article from The Business Journal. Asia Supermarket in Central Fresno, numerous CVS’ as well as almost a dozen Payless Shoe Stores also closed. While the most obvious threat is and has been online retailers, there are other factors that have contributed to the closures. In an article in The Business Journal, a think tank in Washington D.C. estimates that minimum wage growth will cost the state over 400,000 jobs by 2022, when the final increase hits business at $15 an hour. Until then, business owners will be paying out an additional dollar per hour after the fifty cent increases this year and next. The food world has been hit as well. In north Fresno, restaurant mainstays the Daily Grill and the Elephant Bar closed with little notice this year. Marie Callender’s closed on Shaw Avenue in Fresno, as well as the Dickie’s Barbecue in northwest Fresno, but more diverse, niched restaurateurs are trying their hands in the business. In Madera, a couple is trying out craft beer and artisan pizza while in Fresno, and a quesadilla shop opened up near the Tower District. Bethany Clough at the Fresno Bee has been keeping Central Valley foodies apprised of new offerings from new teriyaki joints to Filipino food. The Visalia Times-Delta wrote of Café 225, citing its eclectic appeal to those looking for a bite to eat. Finding specific audiences was the common success story of retailers across the Valley. Month over month, Kings County farms shed 700 jobs, while nonfarm employment remained unchanged. Year over year, farms added 200 jobs while nonfarm sectors added 700 jobs. In Madera County last month, the unemployment rate was 7 percent, up from 6.6 percent in October and below 8.9 percent a year ago. Farms added 1,900 jobs month over month, while nonfarm industries shed 100 jobs. Year over year in Madera County, farms added 200 jobs while nonfarm sectors added 1,200 jobs. In Tulare County, the November unemployment rate was 8.9 percent, down from 9.4 percent in October and below 10.7 percent last year. On a month-over basis, Tulare County farms lost 1,100 jobs, while nonfarm sectors added 700 jobs. On an annual basis, farms and nonfarm industries each added 2,200 jobs. The statewide unemployment rate for November was 4.6 percent — a record low going back to 1976. It was 5.3 percent a year ago.
