Even today dreams of wealth, adventure, and escape are still being acted out on these far flung lands. These lands and the dreams-fulfilled and unfulfilled-which they foster are a part of our national destiny. They belong to all Americans. 1 I. INTRODUCTION For some Americans, public lands are majestic territories for exploration, recreation, preservation, or study. Others depend on public lands as a source of income and livelihood. And while a number of Americans lack awareness regarding the opportunities to explore their public lands, all Americans attain benefits from these common properties. Public land affect all Americans. Because of the importance of these lands, heated debates inevitably arise regarding their use or nonuse. The United States Constitution grants to Congress the "[p]ower to dispose of and make all needful Rules and Regulations respecting the... Property belonging to the United States." 2 Accordingly, Congress, the body representing the populace, determines the various uses of our public lands. While the Constitution purportedly bestows upon Congress sole discretion to manage public lands, the congressionally-enacted Antiquities Act conveys some of this power to the president, effectively giving rise to a concurrent power with Congress to govern public lands. The White House website promises “swift action to tackle the climate emergency” and a “clean energy revolution”. Key Policy Goals The Biden-Harris administration doesn’t make it a secret that the fight against climate change is on top of the to-do-list. Climate is prominently listed on the White House website as one of seven top policy priorities. It states: “President Biden will take swift action to tackle the climate emergency. The Biden administration will ensure we meet the demands of science, while empowering American workers and businesses to lead a clean energy revolution.”1 The Biden administration takes a decidedly different approach to energy use and the impact of rising temperatures on the environment than its predecessor. After four years of the Trump administration denying scientific findings about climate change, Biden has pledged to follow science and involve the entire federal government in the fight against climate change. By creating inter-agency working groups and a National Climate Task Force, Biden wants to ensure that his policies for the production of clean energy and the reduction of greenhouse gas emissions, are not limited to single agencies but will be implemented throughout the federal government. During his campaign, Biden promised to reach a goal of net-zero emissions across the economy before 2050, and to eliminate pollution caused by fossil fuel in electricity production by 2035.

In its examinations of how voters here view the nation’s new political leaders, the Berkeley IGS Poll finds 62% approving of the job Biden is doing as President, while just 34% disapprove. Vice President Harris also is rated favorably, with 53% approving and 33% disapproving. In addition, most of the voters who approve of Biden’s and Harris’s performance do so strongly. Biden’s initial ratings place him in the mid-range of the job marks given by California voters to other recent presidents at the beginning of their first year in office. All told, four of Biden’s nine immediate predecessors – Barack Obama, Jimmy Carter, Ronald Reagan, and John F. United Seniors Association: Hired Guns for PhRMA and Other Corporate Interests As House Speaker Dennis Hastert strolled to the podium on May 1, 2002 to announce a new Republican proposal to subsidize private prescription drug coverage for seniors, a small group of United Seniors Association members sporting red, white and blue clothing gathered on the Capitol steps to cheer for the GOP plan. Images of the event made for a good photo opportunity, but looks can be deceiving. Though the United Seniors Association (USA) is a conservative, grassroots organization for the elderly, the organization is just as likely to be flacking for corporate special interests as it is to be representing seniors.
