Left-libertarianism is not a new star on the sky of political philosophy, but it was through the recent publication of Peter Vallentyne and Hillel Steiner’s anthologies that it became clearly visible as a contemporary movement with distinct historical roots. “Left- libertarian theories of justice,” says Vallentyne, “hold that agents are full self-owners and that natural resources are owned in some egalitarian manner. Unlike most versions of egalitarianism, left-libertarianism endorses full self-ownership, and thus places specific limits on what others may do to one’s person without one’s permission. Unlike right- libertarianism, it holds that natural resources may be privately appropriated only with the permission of, or with a significant payment to, the members of society. Like right- libertarianism, left-libertarianism holds that the basic rights of individuals are ownership rights. Left-libertarianism is promising because it coherently underwrites both some demands of material equality and some limits on the permissible means of promoting this equality” (Vallentyne and Steiner (2000a), p 1; emphasis added). -

INTRODUCTION Libertarians may be unique in many regards, but their views on immigration do not qualify. They are as divided as is the rest of the population on this issue. Some favor open borders, and others oppose such a legal milieu. The present paper may be placed in the former category. It will outline both sides of this debate in sections II and III. Section IV is devoted to some additional arrows in the quiver of the closed border libertarians, and to a refutation of them. We conclude in section V. ANTI OPEN BORDERS The libertarian opposition to free immigration is straightforward and even elegant.1 It notes, first, a curious bifurcation in international economic relations. In the case of both trade and investment, there must necessarily be two2 parties who agree to the commercial interaction. In the former case, there must be an importer and an exporter; both are necessary. Without the consent of both parties, the transaction cannot take place. A similar situation arises concerning foreign investment. The entrepreneur who wishes to set up shop abroad must obtain the willing acquiescence of the domestic partner for the purchase of land and raw materials. Young West Virginia University ______________________________________________________ Abstract The anarcho-capitalist philosopher, Hans-Hermann Hoppe (1993; 2004), claims that self-ownership is the only ethical solution to the problem of social order. He claims that any denial of self-ownership represents a performative contradiction: that actively arguing against self-ownership presupposes one’s self-ownership. I examine Hoppe’s ethics and argue that, within that framework, self-ownership is a (not the) permissible ethic. There are strong empirical and theoretical cases to be made for libertarianism. Introduction Do humans have rights? If so, why? Some argue that individual rights are ethically prior to the consequences that follow from them. Ayn Rand and Murray Rothbard provide arguments along these lines. This perspective is also, broadly, that of natural rights theorists such as John Locke. For other libertarians, the ethical proof of the rights- based pudding is in the eating. Economists such as Ludwig von Mises and Friedrich Hayek advocate the provision of individual rights because they lead to a more prosperous society. Individual rights—in particular, well-defined and enforced rights to one’s person and property—facilitate social cooperation. In this review I discuss two recent paperback re-issues of old books on anarchist (or, at least, anti-government) political theory. These are Carter’s The Political Theory of Anarchism (hereafter PTA), which first appeared in 1971, a year that seems all the more distant when we consider that Rawls’s game-changing A Theory of Justice was published the same year; and De Jasay’s Against Politics: On Government, Anarchy, and Order (hereafter AP), which is comparatively new, having seen the light in 1997. Even so, the essays contained in it are older, having been published between 1989 and 1996, though in one case slightly shortened for inclusion in the volume. -

Auburn: Ludwig von Mises Institute, 2009. 74 New Perspectives on Political Economy Many academics toil a thankless life, striving for truth amid a sea of fallacies and inaccuracies. Some who do this with mediocrity are ignored. Those who do it well are often subject to intense criticism and ridicule. A select few rise to the challenge, and with conviction, carry forward – ever aiming to convince the masses that their truthful pursuit is right. Of this miniscule number of individuals, only a handful may ever reach the point where their peers recognize them for their insights, and reward their toils accordingly. Hans-Hermann Hoppe is one such individual. Jörg Guido Hülsmann and Stephan Kinsella have edited a magnificent Festschrift to honor Professor Hoppe for his life-long achievements in championing individu- alism, private property, rights, and above all else, liberty. The collection of scholars who have come together to pay their respects reads like a veritable “who’s who” list of the world’s leading political philosophers. Hülsmann and Kinsella note in their brief introduction that after Murray Rothbard’s untimely death in 1995, Hoppe assumed a role of “uncontested leadership” among the Austro-libertarian scholars. The scope of this leadership is evident as one reads the contributions offered by his admirers in the following pages. The book is divided into five sections delineating five specific areas where Hoppe’s influence has been greatest. -

Abstract: We defend a version of left-libertarianism, and discuss some of its implications for global justice (and economic justice among nations in particular). Like the better known right-libertarianism, left-libertarianism holds that agents own themselves. Unlike right-libertarianism, left-libertarianism holds that natural resources (land, oil, air, etc.) are owned in some egalitarian sense and can be legitimately appropriated by individuals or groups only when the appropriations are compatible with the specified form of egalitarian ownership. We defend the thesis of self-ownership on the grounds that it is required to protect individuals adequately from interference in their lives by others. We then defend a particular conception of egalitarian ownership of natural resources according to which those who appropriate unappropriated natural resources must pay competitive rent (determined by supply and demand) for the rights that they have claimed. We then go on to apply the principles to issues of global justice. We defend the view that countries owe payments to a global fund for the value of unimproved natural resources that they have appropriated, and that this fund is to be divided on some egalitarian basis among the citizens of the world. We disagree, however, on whether the global fund is to be divided equally among all (so that no net rent is paid if one appropriates only a per capita share) or to be divided so as to promote effective equality of opportunity for a good life.
