Commentary No.353 Thursday, 10 March 2016 Conviction of Egyptian soccer fans slams door on Potential political dialogue James M. Dorsey Nanyang Technological University, Singapore leeting hopes that Egypt’s militant, street battled-hardened soccer fans may have breached general-turned-president Abdel Fattah Al Sisi’s repressive armour were dashed with the F sentencing of 15 supporters on charges of attempting to assassinate the controversial head of storied Cairo club Al Zamalek SC. Although the sentences of one year in prison handed down by a Cairo court were relatively light by the standards of a judiciary that has sent hundreds of regime critics to the gallows and condemned hundreds more to lengthy periods in jail, it threatens to close the door to a dialogue that had seemingly been opened, if only barely, by Al Sisi. Al Sisi’s rare gesture came in a month that witnessed three mass protests, two by soccer fans in commemoration of scores of supporters killed in two separate, politically loaded incidents, and one by medical doctors – an exceptional occurrence since Al Sisi’s rise to power in a military coup in 2013 followed by a widely criticized election and the passing of a draconic anti-protest law. In a telephone call to a local television in reaction to a 1 February gathering of Ultras Ahlawy, the militant support group of Zamalek arch rival Al Ahli SC, in honour of 72 of their members who died in 2012 in a brawl in the Suez Canal city of Port Said, Al Sisi offered the fans to conduct an investigation of their own. -

Almost M three years later and four months after the military removed from office Egypt’s first democratically elected president, the stage appears to be set for renewed confrontations with the fans, one of the country’s largest civic groups. The potential for confrontation is compounded by Egypt’s 6:1 loss in a crucial 2014 World Cup qualifier against Ghana. Opposition forces and supporters of deposed President Mohammed Morsi, a leader of the Muslim Brotherhood, blame Egypt’s defeat on military strongman General Abdel Fatah al-Sisi. "You jinxed us, el-Sisi," said Mohammed Dardeer on Facebook, describing the general as "religiously defiled" in a comment reminiscent of perceptions in Iran that blamed the Islamic republic’s soccer failures on the intense interest in the game displayed by former president Ahmadinejad. Ghana defeated Egypt at a time that the country is deeply divided between supporters and opponents of the military that deposed President Mohamed Morsi and brutally cracked down on his Brotherhood. The coup prompted many of the military’s opponents to view the national team as representing the regime rather than the country much as militant soccer fans did under Mubarak. That earned them charges of being traitors by those who see the Brotherhood rather than the military as the greatest obstacle to resolving Egypt’s political crisis. -

Dorsey Nanyang Technological University, Singapore n Egyptian prosecutor has set the stage for the banning of a group of hard-core, militant soccer fans by charging them with accepting money and explosives from the outlawed A Muslim Brotherhood to stage last month’s Cairo football riot in which 22 people were killed. The prosecutor, Hesham Barakat, said the brawl, which erupted when police forces opened fire with tear gas and birdshot to prevent members of the highly politicized, street battle-hardened Ultras White Knights (UWK), the support group of storied Al Zamalek SC, from forcing entry into a soccer match was staged to obstruct government efforts to attract massive foreign aid and investment. The match was the first Egyptian Premier League game after a partial lifting of a ban on spectators attending matches imposed in February 2012 when 74 supporters of Zamalek arch rival Al Ahli SC were killed in a politically loaded brawl in Port Said. Soccer fans have long been on the radar of the security forces because of their key role in the toppling in a popular revolt in 2011 of President Hosni Mubarak; their opposition to the subsequent military government that ruled Egypt for the first 17 months after the fall of Mubarak; and their resistance to the governments of democratically elected President Mohammed Morsi, a Muslim Brother, and the military-backed governments that followed a military coup against Morsi headed by general-turned-president Abdel Fatah Al Sisi in 2013.
