CHAPTER 1 Introduction Leaks are occurring day and night, causing families to wake from the stench o f hydrogen sulfide, and having immediate bouts o f diarrhea, vomiting, burning eyes and noses in both children and adults. I think it's really improper for the health o f our community to depend on which way the wind blows. Puna Resident, October 1992 In theory, geothermal en er^ provides a safe and effective alternative to fossil fuel energy sources in many locations around the world. It has also been one of the most controversial land-development schemes in Hawai i' since statehood in 1959. Once touted as a panacea for Hawai i's dependence on imported oil, geothermal development has been the proverbial "boondoggle": a development failure that clearly indicates that geothermal is not an appropriate energy option in Hawai i. Unlike most of the volumes of scientific, political, and sociological articles, papers, theses, and dissertations that have been written on this subject, the following chapters of Hawai i's geothermal story provide an alternative perspective to the popularized myth about the issue. Most writers have claimed that, although the pursuit of geothermal has had some problems, the research and development of geothermal energy in Hawai i has been based on a noble pursuit of a safe indigenous energy source that is necessary in the context of a growing oil importation crisis. That analysis avoids a basic question: Would a historical perspective of this energy "paradigm," jfrom conception to production, indicate that geothermal development is no more noble and justifiable than the ' Hawaiian words are not Italicized as foreign words in Üiis paper because the author respects the Hawaiian language as being indigenous to the place tiiat is being written about. The correct spelling of Hawaiian words such as "Hawai i" includes the use of the 'okina (glottal stop). The Hawaiian spelling is included in this paper except when the word refers to names of people, titles and organizations diat do not include the correct spelling in their name. 1 Reproduced with permission of the copyright owner. Further reproduction prohibited without permission. environmentally and culturally destructive pursuits in Hawai i's colonial history such as the sandalwood trade, whaling, cattle ranching, and sugar cane and pineapple cultivation? Hawai i's post-plantation era economic base has been tourism. Geothermal energy development was originally developed to help facilitate tourism by establishing an "energy colony" on the Big Island for transporting electricity via underwater cable. Geothermal was also developed with the hope that heavy industries such as the processing of undersea mining materials and a new spaceport would be attracted to the islands. While the price tags on such large-scale pursuits have discouraged private investors, there continues to be interest in expanding geothermal development for both electric and non-electric uses such as "geothermal spas," food drying, hydrogen production and other direct uses of heat Since the early 1970's, the State of Hawaii and Hawaii County (the Big Island) have been in the business of constructing and promoting geothermal energy as a development strategy, not as an energy strategy. The best evidence of this is the fact that cheaper, cleaner and more effective means to reduce oil consumption, such as "demand-side management," solar hot water, and transportation efficiency have received

Rebuild Agreement and PPA Negotiations with Puna Geothermal Venture Quarterly Update The Commission requested in its letter dated May 9, 2019 that Hawai‘i Electric Light Company, Inc. (hereinafter “Hawaiian Electric” or the “Company”)1 keep the Commission updated quarterly, beginning on June 1, 2019, regarding the status of permits required for the Puna Geothermal Venture (“PGV”) facility to come back online (including but not limited to those set forth in Exhibit D, PGV’s Government Approvals, of Exhibit A (Rebuild Agreement) to the Company’s March 8, 2019 letter) and status of negotiations of a restated PPA, and updated, as necessary, regarding any other relevant developments, until the Commission determines otherwise. Since the negotiations are complete and the Amended and Restated Power Purchase Agreement moves forward in Docket No. 2019-0333, the Company provides an update to the Commission on the progress of the PGV rebuild efforts. In response to the Commission’s letter and Orders, Hawaiian Electric respectfully submits its quarterly report on relevant developments for the months of March, April, and May 2020. Status of Permits PGV has provided the Company with an update regarding the status of PGV’s permits as well as a revised Exhibit D, which is attached hereto as Attachment 1.     Research in Action: Ethnohistory of Puna: Davianna Pōmaikaʻi McGregor Praxis: exercise or practice of an art, science or skill. Praxis distinguishes Ethnic Studies from the long-established disciplines of the social sciences. Ethnic Studies faculty are committed to placing research at the service of the community and challenging students to examine and analyze contemporary issues of concern to Hawaiʻi’s ethnic communities from diverse perspectives. The clash between the beliefs, customs, and practices of Hawaiian descendants of Pele (Hawaiian goddess of the volcano) and the developers of geothermal energy is one of the issues which drew upon the resources of Ethnic Studies faculty and students.1 The issue evolved as the federal and state governments partnered with private corporations to clear the largest remaining lowland rainforest in Hawaiʻi for geothermal wells and power plants. In response, Hawaiians filed several civil suits, organized religious ceremonies in the volcanic rainforest, produced documentary films and joined with environmentalists in public protests. A key turning point in the struggle was a ruling by the US federal court that an Environmental Impact Study (EIS) was required for the project to proceed. Where proposed development projects funded by the federal government affect native peoples, new historic preservation laws mandated the inclusion of a cultural impact study in the EIS. Thus, for the first time since the passage of the new laws, a cultural impact study was conducted for native Hawaiians in Hawaiʻi. The First Cultural Impact Study on Native Hawaiians University of Hawaiʻi faculty from the Ethnic Studies Department, the Department of Urban and Regional Planning and the School of Social Work were contracted to conduct the study.2 The team drew upon the individual skills and experiences of their faculty and developed a multi-method approach for the study.

June 12, 2007 KEYWORDS Direct use, feasibility study, Hawaii, Puna Geothermal Venture, USA ABSTRACT After a public information process which included surveying community members regarding the acceptability of 21 different geothermal direct use applications, four agriculture-related businesses were selected as candidates for a hypothetical 15-acre (6 ha) geothermal enterprise park in the Kapoho/Pohoki area of the island of Hawaii. The applications included greenhouse bottom heating, pasteurization of potting media, biodiesel production, and lumber drying. There was significant community support for the chosen applications, and minimal opposition expressed. An engineering analysis concluded that a direct use enterprise park is technically feasible. Such a park could require up to 11 million Btu/hr (770 kcal/sec) of heat which might be supplied from a high-temperature resource, such as waste heat from a power plant, causing less than a 10° F (5.6° C) decrease in injectate temperature. The analysis was based on this hypothetical scenario, since waste heat is not currently available for direct use. The direct use enterprise park would cost an estimated $12.5 million to develop and construct, and $738,000 per year to operate and maintain. The hypothetical park would only be marginally economically viable, even with significant financial subsidies. Annual revenues are expected to be $1.21 million, based on a $200/acre annual lease rate and a geothermal heat rate priced at $1.32/therm, or half of the prevailing average cost of diesel and propane.

    >>>> JANUARY 2021 State News for NSPE Members Puna Geothermal Venture Back Online After 2+ Year Hiatus When the Kilauea volcano erupted in 2018, it took down the Puna Geothermal Venture. Now more than two years later, this significant energy source on Hawaii Island has returned. Hawaiian Electric announced in the fall that Puna Geothermal Venture—one of the largest and most reliable renewable energy sources in the state—was officially back online with gradual production. The PGV is a geothermal energy conversion plant bringing steam and hot liquid up through underground wells. The hot liquid (brine) is not used for electricity at this time. The steam is directed to a turbine generator that produces electricity. With the PGV up and running, the company stated that it can further reduce the use of fossil fuels to generate electricity. The return of PGV to operational status marks a key milestone in Hawaii County’s recovery from the Kilauea Volcano eruption of 2018 that devastated the Kapoho area of the island, according to HSPE member Curtis Beck, P.E., F.NSPE. “The island’s electric utility grid had been significantly weakened by the loss of firm geothermal steam powered generation that normally backs up intermittent sources such as solar and wind,” says Beck, a retired Hawaii Electric Light Company (HELCO) senior manager. “It took over two years to restore roads, steam wells, substation equipment, and transmission facilities destroyed or damaged by the lava encroachment in and around the plant, but now the 30-year partnership between PGV and HELCO to develop this vital energy resource for the benefit of the community continues.” Credit: Hawaiian Electric Prior to the volcanic eruption in May 2018, PGV helped Hawaii Island achieve the state’s highest renewable energy percentage, close to 60%.
