MINUTES OF THE MICHELDEVER PARISH COUNCIL MEETING Held at Northbrook Hall, Duke Street, Micheldever at 7.30pm on Wednesday 10th January 2018 Councillors present: Cllr William Helen, Cllr David James, Cllr John Botham, Cllr Olive Bramley, Cllr Katy Toms. Cllr Charlotte Cobb, Cllr Peter O’Keefe, Cllr Neil Hornby, Cllr Andy Adams (from 8.40pm). Declarations made concerning matters on the agenda: Cllr Helen – East Stratton Village Hall (NPI), Cllr Olive Bramley – East Stratton Village Hall (NPI), Cllr Andrew Adams – Warren Centre (NPI), Cllr Charlotte Cobb – Northbrook Hall (NPI), Cllr Katy Toms – Northbrook Hall (NPI). 674 MINUTES of the Ordinary Parish Council meeting of 6th December 2017 were agreed and signed. 675 MATTERS ARISING from the minutes 675.1 664.1 Network Rail No reports of any incidents or concerns have been received this month. 675.2 664.2 Mini-bus proposal A report on the mini-bus proposal was included in the November Dever and December newsletter, which was delivered to all properties in the Parish. It was also displayed on the village website and sent via Facebook to those who had previously expressed an interest in the issues the project sought to address. No feedback or alternative proposals have been received and no volunteers have come forward to assist in developing the proposal. It was agreed to take this item off the agenda. 675.3 664.3 Parking proposal for Micheldever Station Mike Rann of South Western Railways has indicated that he would be happy to engage with the Parish Council to discuss the proposal. The Chairman will contact him this month and also send a further reminder to Steve Brine, MP. 676 CORRESPONDENCE received by the Clerk in the past month. Steve Brine, MP New Year letter Steve Brine has asked the Council to identify the top three issues in the Parish which he may be able to assist with and these were agreed as: parking in Micheldever Station, Carousel Park issues and the lack of effective Planning Enforcement. The Clerk will reply to the letter. NALC Survey re 2nd homes It was agreed that this was not a major issue in Micheldever and that a response would not therefore be submitted to the survey. James Mitchell Warren Field The request to practice flying a drone on Warren Field was declined as it was not considered to be for recreational purposes. Citizens Advice Rural Post Office review Research by Citizens Advice confirms the particular importance of post offices to rural consumers and businesses and that it is vital that they are retained. This view is supported by the Parish Council. Winchester C.C. Great British Spring Clean This is due to take place on the weekend of 2nd-4th March and WCC can supply equipment, safety clothing and litter sack collections. It was agreed to include the details in the Dever (see 677.1 below) and to seek a volunteer to act as co-ordinator. The meeting adjourned for reports and questions from the public 677 QUESTIONS FROM THE PUBLIC 677.1 Caroline Knight attended the meeting to advise that she will be assisting in the editorship of the Dever and to request that the Parish Council consider supplying suitable items for inclusion throughout the year. Caroline also noted that the Micheldever sign on the approach to Northbrook has been knocked over. Cllr Bramley will advise Ray Gardner, the Hampshire Highways engineer. 677.2 A resident noted his concern that East Stratton was not gritted during icy weather despite being on a bus route. Date ………………. 1369 678 REPORTS 678.1 HCCllr Jackie Porter provided a written report (Appendix 1) which notes the proposed increase in numbers over th the next two years for Boom Town which is to be considered by the Licensing Committee on 26 January, the th first public consultation on M3 junction 9 which commences on 9 January and the County Council announcement that £40 million of reserves will be used in 2018/19 to avoid some of the more public facing cuts to services. The meeting resumed 679 PLANNING & ENVIRONMENT 679.1 New Applications Detail Draft comment 371 Forest Holidays, Larkwhistle Farm Road Erection of single storey office building. No objection – local employment 372 Hilltop, Weston Down Ln, Weston Colley Single storey side extension. No comment 373 County Highways Lab, Stockbridge Road Building class cert. application to allow Objection – inadequate info. application to carry out MOT’s. provided. 374 Rofgo Park, Duke Street, Micheldever Amend. 16/00933/FUL to add external fire Support – improvement to safety Egress stair, change cladding, 2 velux, shed & 10,000 litre above ground water tank. 679.2 The draft comments on 371 to 374 were agreed. 679.3 Carousel Park Inquiry On 8th January the Parish Council received notification that the inquiry, due to resume on 9th and 10th January, had been adjourned. It was agreed that this was totally unacceptable and can only be regarded as delaying tactics. The Parish Council strongly object to the way that the due process of planning law is being flouted. 680 PARISH SERVICES 680.1 669.1 Highways Matters 680.2 669.2 Pavement Micheldever Station to railway bridge Notification is awaited on whether this item has now been included on the HCC list of infrastructure projects. 680.3 669.3 Tree & hedge on the Open Space, East Stratton The Clerk confirmed that The Barns residents group have been contacted about the damage that their hedge is causing to the fence at the open space. 680.4 669.4 Bench at The Crease The specification for the replacement bench has been sent to both those who originally quoted and revised or further quotes are awaited. The Chairman will speak with Jill Lee about a quote to inscribe on the bench which it is proposed to dedicate to Dr Lee. 680.5 New War Memorial benches The Clerk will write to the last known address of the daughter of Ronald and Sylvia Durrant to whom the benches are dedicated. General: £69,894.07. 682.3 671.3 Bank Accounts A copy of the Annual Return for 2016/17 has been forwarded to Triodos Bank and the new account should then be available to transfer monies to. 683 OTHER COMMITTEES 683.1 672.1 Northbrook Hall The New Year masked ball was very successful and a pantomime is being performed at the end of January. A second quote will be obtained for the trees overhanging the hall. 683.2 672.2 The Warren Centre The Parish Council were thanked for the purchase of the new line marking machine. It was noted that individuals subject to Community Service Orders are doing jobs on a regular basis at the Warren Centre. 683.3 672.3 East Stratton Village Hall The Village Hall Committee have arranged to remove the hedge which will be replaced with a new hornbeam hedge. 683.4 672.4 Allotments Cllr Bramley will supply the details of the hedge contractor used at East Stratton Village Hall but Cllr Cobb will also contact the Probation Service to see if the work at the allotments would be suitable for Community Service Order individuals. 683.5 672.5 Neighbourhood Watch It was noted that the Police and Crime Commissioner is currently conducting a survey on the setting of the Police precept. January is ‘Safe App’ month. 683.6 672.6 Media and Broadband No report. 683.7 672.7 Other Council Matters 672.7.1 Trees at Coffin Walk The Chairman has spoken with Adrian Dixon, who is responsible for the trees, and he has confirmed that he will deal with them as soon as the ground is dry enough to allow access. 672.7.2 Parish Assembly It was agreed that the Clerk should contact DCllr Caroline Horrill to ask whether an officer could speak at the Parish Assembly about planning enforcement and exception sites.
