The SaSAD’s Defense Industry 2017 Performance Report, which was anxiously awaited following the announcement of these figures, was shared with the members of the sector council with the presentation of SaSaD Secretary General Hüseyin Baysak during the TOBB Defense Industry Assembly held in Ankara on May 17. The Defense Industry 2017 Performance Report, which was distributed to all SaSaD members and special members and arranged as a result of the responses of 86 members, points out that the Turkish defense industry endured a roller-coaster year in 2017. There was a 12% increase in total turnover compared to the previous year, while a 7% decline in foreign sales revenues. Despite the fact that foreign sales figures for 2017 (excluding foreign exchange gaining services) increased by 3% compared to the previous year, it is observed that export figures fell behind the year 2014 because of the sharp fall in foreign exchange gaining services in 2017. The 32.39% decline in domestic and foreign orders in 2017 compared to the previous year undoubtedly constitutes the most important part of the report. Nevertheless, the 31% increase in employment compared to the previous year, and the fact that the resource allocation by the government for product & technology development has continued to increase steadily over the last five years are one of the positive developments in this report for 2017. Following a stable year in 2017, the contracts signed between the Qatari Armed Forces and Turkish defense industry companies at an amount of $800 million USD at DIMDEX 2018 Fair on March 12-14 and the contract signed between Pakistan and Turkey for the supply of 30 T129 “Atak” helicopters are really important and also demonstrate to us the potential of our defense industry. These sales may not immediately reflect on export figures in the short term, but the first data obtained for 2018 points to an increase of 17.24% in Q1 foreign sales revenue of this year compared to the Q1 in 2017. It would not be wrong to evaluate that 2018 will be different from the previous year for the Turkish Defense Industry, which achieves growth in foreign markets also by giving support with new programs and orders to be activated within the country. In our new issue, we analyze the 2017 Turkish Defense Industry Performance Report in detail with all breakdowns, we give you a closer look at the Turkish Land Systems and Platforms, the locomotive of the Turkish defense industry and compiled the latest status of the Turkish Land Systems programs. We also bring you up to date on all of the recent major industry events and fairs as well as information on up-coming events, sectoral news and technical articles. We extend a special thank you to Arzu Baytar from GES Engineering and Elif Gürdal from and Dassault Systems who contributed their interviews. Enjoy this issue… DEFENCE TURKEY 6 ISSUE 82/2018 A Look at the Turkish Defense Industry Land Platforms/Systems Sector by İbrahim SÜNNETÇİ - Editor As a result of policies implemented by Turkey’s defense and security procurement agency the Undersecretariat for Defense Industries (SSM), over the last decade aimed at boosting the local defense industry and improving self-sufficiency in defense system procurements, the Turkish Defense and Aerospace Industry has reached a high degree of self-sufficiency.

More precisely, the papers articulated around three main tracks: how strategies and policies of external actors including the European Union impact on Southern Mediterranean countries, how the EU is perceived by the neighbouring states in the light of new European and Euro-Mediterranean dynamics, and what is the state of play of Euro-Mediterranean relations, how to revitalize Euro-Mediterranean relations and overcome spoilers. • Turkey Aerospace & Defense
TURKEY AEROSPACE & DEFENSE 2016 AEROSPACE TURKEY TURKEY AEROSPACE & DEFENSE 2016 Aerospace - Defense - Original Equipment Manufacturers Platforms - Clusters - Multinationals - Sub-Tier Suppliers Distinguished GBR Readers, Since the inception of the Undersecretariat for Defense Industries 30 years ago, significant steps have been taken to achieve the goals of having the Turkish armed forces equipped with modern systems and technologies and promoting the development of the Turkish defense industry. In the last decade alone, the aerospace and defense (A&D) sector's total turnover quadrupled, while exports have increased fivefold, reaching $5.1 billion and $1.65 billion in 2014, respectively. The industry's investment in research and development (R&D) reached almost $1 billion in 2014. The total workforce in the A&D industry reached 30,000 personnel, of which 30% are engineers. Even more remarkable, Turkey is now at the stage of offering its own platforms for both the local market and to international allies, and has commenced a series of follow up local programs. Although this progress has been achieved under the circumstances of a healthy and consistent political environment and in parallel with sustained growth in the Turkish economy, the proportion of expenditure for defense in the national budget and as a percentage of Turkey’s GDP has been stable. With the help of the national, multinational and joint defense industry projects that have been undertaken in Turkey by the undersecretariat, the defense industry has become a highly capable community comprising large-scale main contractors, numerous sub- system manufacturers, small- and medium-sized enterprises, R&D companies who are involved in high-tech, niche areas, research institutes, and universities.

  • Evaluations on BMC A.Ş
Evaluations on BMC A.Ş. BMC was established in 1964 in İzmir with participation of the Özakat family combined with the technology of the English BMC Leyland Group in order to manufacture trucks, tractors, heavy and light commercial vehicles. In the early years, Austin and Morris- branded commercial vehicles were manufactured. BMC's domestic capital, which initially was at the rate of 74%, increased over the years and reached 100% in 1989 as a result of the acquisition by the Çukurova Group. Having contributed to the development of the Turkish automotive sector since it started its manufacturing in 1966, BMC manufactured its first diesel engine in Turkey and adapted petrol engines to diesel engines in 1976. In addition to motor vehicles, BMC also manufactured industrial engines, generators, marine engines and military products required by the industry. BMC is a company that exists in the automotive sector as an OEM (Original Equipment Manufacturer) and has the capability to manufacture trucks, buses, light commercial vehicles, and armored vehicles for the defense industry as well as casting parts and engines at two individual facilities. It has human resources with the capacity to create original designs and to develop new models thanks to R&D activities. The facility also has a training center and an apprenticeship school, both of which provide qualified manpower. The sales, marketing and after-sales services relating to the manufactured products are carried out in all operational markets using distribution channels and services authorized by BMC. At the facility, which is unproblematic in terms of machinery, equipment, human resources and market, manufacturing was interrupted in February of 2013 due to the financial problems.

No. 6, November 2017 WORKING PAPERS MILITARY FACTORS IN THE MENA REGION: CHALLENGING TRENDS Sven Biscop and Julien Sassel This project has received funding from the European Union’s Horizon 2020 Research and Innovation programme under grant agreement No 693244 Middle East and North Africa Regional Architecture: Mapping Geopolitical Shifts, Regional Order and Domestic Transformations WORKING PAPERS No. 6, November 2017 MILITARY FACTORS IN THE MENA REGION: CHALLENGING TRENDS Sven Biscop and Julien Sassel1 ABSTRACT Although the Middle East and North Africa (MENA) region has witnessed a long series of conflicts since the end of the Second World War, it is now in the unprecedented situation where nearly all MENA states are involved to a certain extent in ongoing conflict (e.g. in the Iraq–Syria area; Libya; Yemen). MENA states are involved to different degrees in these conflicts, ranging from direct involvement on the ground or in the air, to the arming and training of armed non-state actors. This report assesses the evolution of the armed forces, procurement and the defence industry in the countries of the MENA region, starting with the major regional powers, whose leverage extends across the region. Second, it looks at the middle regional powers, those who have some capacity for power projection but mostly at the sub-regional level. This is followed by analysis of the remaining states, those with little or no capacity for power projection. Finally, the report looks at those states on whose territory war is currently being waged, where governments and non-state actors are vying for control of the national territory.
