Jesus established the Apostles as a “college” with Simon Peter as their head. The Church believes that the bishops of the world, together with the Pope, constitute that same “college” today. The First Vatican Council explained the role of the Pope as the successor of St. Fr. Paul Schmidt Peter. Vatican II repeats the teaching of Vatican I. In the Decree on the Pastoral Office of Bishops, Vatican II states: “In this Church of Christ the Roman Pontiff, as the successor of Peter, to whom Christ entrusted the feeding of his sheep and lambs, enjoys supreme, full, immediate, and universal authority over the care of souls by divine institution....He holds a primacy of ordinary power over all the churches.” Vatican I also taught that the Pope is infallible when speaking solemnly “ex cathedra” on matters of faith and morals. Vatican I was interrupted by the Franco-Prussian War, so it did not have time to discuss the role of bishops. Vatican II took up where Vatican I left off – with the benefit of almost a century of further theological reflection. The Decree on Bishops states: “The bishops themselves, however, having been appointed by the Holy Spirit, are successors of “Collegiality” the Apostles as pastors of souls. Together with the Supreme Pontiff and under his authority they are sent to continue throughout the ages the work of Christ, the eternal Pastor....As far as their teaching authority and pastoral government are concerned, all are united in a “Co-responsibility” college or body with respect to the universal Church of God.” Strictly speaking, the concept of collegiality refers only to the Pope and the ...collaborative Bishops. However, this collaborative relationship was seen as a pattern for governance in relationship, the Church at all levels. The bishop and the priests of a diocese form a similar body. The pastor and the Parish Council are another echo of this pattern. After the Council the a pattern for concept of “co-responsibility” was coined by Cardinal Suenens of Belgium. We see co- governance in responsibility at work today in many areas of the diocese and the parish. I like to compare this structure to a bicycle wheel, which consists of the axle, the the Church. rim, and the spokes. An axle cannot get very far by itself. A rim alone is too floppy to get very far. Held together by the spokes, the whole wheel operates efficiently and moves forward. The Pope is the axle, the bishops the rim, and the Holy Spirit the spokes that keeps axle and rim together. The same image works for bishop and priests, or pastor and parishioners. There is a natural tension between the axle and the rim. The axle pulls inward, and the rim pulls outward. The spokes keep them working together. So, too, the Holy Spirit keeps the center pulling the church together, while the outer reaches pull outward. There is a balance between the centripetal and the centrifugal forces. There have been times in the history of the Church when one or the other force dominated. The time after Vatican I and much of the time after Vatican II was an era when the central force eclipsed the outer elements. In earlier centuries, when the Papacy was weak, the outer forces threatened to dominate the central authority. This was the age of the Conciliar Movement. The Bishops at Vatican II hoped to restore a proper balance. As we prepare this week to bid farewell to Pope Benedict XVI and to pray for the choice of his successor, it remains to be seen what sort of balance the Holy Spirit has in mind for the future governance of the Church.
