His political history, undiminished popularity and large Congressional majorities weigh heavily against any change being made in approach. In the first year of his presidential term this approach has contributed to legislative inertia and mixed and confused messages on key policies. Statements by the president and leaders in Congress questioning the authority of the Supreme Court in relation to martial law, and supporting constitutional revision put into question the future of the current Philippine political system. * Malcolm Cook is Senior Fellow at the Regional Strategic and Political Studies Programme at ISEAS - Yusof Ishak Institute. 1 ISSUE: 2017 No. 44 ISSN 2335-6677 INTRODUCTION After his clear and surprise victory in the 9 May 2016 election, many observers, both critical and sympathetic, argued that Rodrigo Duterte would face a steep learning curve when he took his seat in Malacañang (the presidential palace) on 30 June 2016.1 Being president of the Philippines is very different than being mayor of Davao City in southern Mindanao. Learning curve proponents argue that his success in mounting this curve from mayor and local political boss to president would be decisive for the success of his administration and its political legacy. A year into his single six-year term as president, it appears not only that President Duterte has not mounted this steep learning curve, he has rejected the purported need and benefits of doing so.2 While there may be powerful political reasons for this rejection, the impact on the Duterte administration and its likely legacy appears quite decisive.

It argues that part of Duterte s KEYWORDS ff electoral success is hinged on his e ective deployment of the Populism; Philippines; populist style. Although populism is not new to the Philippines, Rodrigo Duterte; elections; Duterte exhibits features of contemporary populism that are befit- democracy ting of an age of communicative abundance. This commentary contrasts Duterte’s political style with other presidential conten- ders, characterises his relationship with the electorate and con- cludes by mapping populism’s democratic and anti-democratic tendencies, which may define the quality of democratic practice in the Philippines in the next six years. The first six months of 2016 were critical moments for Philippine democracy. In February, the nation commemorated the 30th anniversary of the People Power Revolution – a series of peaceful mass demonstrations that ousted the dictator Ferdinand Marcos. President Benigno “Noynoy” Aquino III – the son of the president who replaced the dictator – led the commemoration. He asked Filipinos to remember the atrocities of the authoritarian regime and the gains of democracy restored by his mother. He reminded the country of the torture, murder and disappearance of scores of activists whose families still await compensation from the Human Rights Victims’ Claims Board.

Between 31% and 44% of active- duty service members suffer from chronic pain, the nonpartisan Rand Corp. said in a study that ex- amined how the military health system deals with the issue.     The Independent Investigation Commission on the Japanese Government’s Response to COVID-19: Report on Best Practices and Lessons Learned Part III Best practices and challenges Chapter 6 Crisis communication The most effective message to encourage “self-restraint” and response to public anxiety, discontent and criticism The “analysis and recommendations” released April 1 by the government’s Expert Meeting on the Novel Coronavirus Disease Control cited a change in citizens’ behavior as a key component of the “Japan model” to combat the COVID-19 pandemic. A key to the efforts to fight the novel coronavirus were the messages released by the government to prompt people at large to change their behavior to reduce the infection risk, such as voluntary restraint on nonurgent outings and avoiding the “Three Cs” (closed spaces, crowded places and close-contact settings). What also became important was for the government, in order to prevent confusion among citizens and seek their cooperation with countermeasures for the disease, to explain the situation to address public anxiety, discontent and criticism, such as by accounting for the poor access to PCR tests for the virus, and to send out messages for resolving the problems. In this chapter, we define these two as “crisis communication.” Several research and data indicate that the messages sent out via the government’s news conferences and other channels contributed to a change in citizens’ behavior, thus reducing the effective reproduction number of novel coronavirus infections, but that public evaluation of the government’s news conferences and messages was not necessarily positive. Based on such an analysis, this chapter tries to explore the messages that contributed to people’s behavioral change (best practice) and the factors that lowered public evaluation of the government’s news conferences and messages (challenges).

    How breakdancing taught me to be a technical artist Robbert-Jan Brems Technical Artist Codemasters Hello ladies and gentlemen, my name is Robbert-Jan Brems. I'm currently technical artist at Codemasters and here to present you my talk : “How breakdancing taught me to be a technical artist” I only have been working as a professional technical artist in the video game industry for just over a year, but I have been breakdancing for almost nine years, and dancing for almost seventeen. The reason I am telling you this will become more apparent later on. Just out of curiosity, are there any breakdancers in this room? Well, the good news is that you do not need any breakdance related experiences to understand this talk. The main reason why I wanted to do this talk was because I have the feeling that as a person it is really easy to be looking through the same window as everybody else. What I mean with that is when we follow the same route to find knowledge as everybody else, we end up knowing the same things while missing out on other potentially important knowledge. By telling you my life story as a breakdancer and a game developer I want to illustrate how I reflect the knowledge that I obtained through breakdancing to my profession as a technical artist. So, the goal of my talk is to hopefully inspire people to start looking for knowledge by looking at learning from a different perspective. Once upon a time ... I started dancing when I was around 7 years old.
