In this study, we investigated the transportation function of coastal ports in China from the perspective of cargo structure using a similarity coefficient. Our research considered both adjacent ports and hub ports. We found that the transportation function of some adjacent ports was very similar in terms of outbound structure (e.g., Qinhuangdao and Huanghua) and inbound structure (e.g., Huanghua and Tangshan). Ports around Bohai Bay and the port group in the Yangtze River Delta were the most competitive areas in terms of outbound and inbound structure, respectively. The major contributors to port similarity in different regions varied geographically due to the different market demands and cargo supplies. For adjacent ports, the functional convergence of inbound structure was more serious than the outbound. The convergence between hub ports was more serious than between adjacent ports in terms of both outbound and inbound structure. The average similarity coefficients displayed an increasing trend over time. -

Overview of Hainan Province Geographical Location Situated at the southernmost tip of China, Hainan sees Guangdong across the Qiongzhou Strait to the north, Vietnam across theBeibu Bay to the west and Taiwanacross theSouth China Sea to the east. Its neighbors in the South China Sea include the Philippines, Brunei and Malaysia in the southeast and south. The jurisdiction of Hainan covers Hainan Island, theXisha (Paracel) Islands, theZhongsha (Macclesfield) Islands and the Nansha (Spratly) Islands as well as the surrounding maritime areas, making it the largest province in China in terms of area. Hainan covers a land area (mainly including Hainan Island and Xisha, Zhongsha and NanshaIslands) of 35,400 square km (that of Hainan Island reaching 33,900 square km) and has a maritime area of about 2 million square km. With the outline like an oval snow pear, Hainan Island has a total area of 33,900 square km (excluding the satellite islands), the second largest island only next to Taiwan Island. Qiongzhou Strait, located between Hainan Island and Leizhou Peninsula of Guangdong Province is about 18-nautical-mile wide; while Zengmu Ansha in Nansha Islands is the southernmost territory of China. Administrative Divisions By September 2015, Hainan Province had 27 cities and counties (districts), including four prefectural cities, five county-level cities, four counties, six autonomous counties, eight districts, and 21 townships, 175 towns and 22 sub-district offices (totaling 218). CHINA (INCLUDES TIBET, XINJIANG, HONG KONG, AND MACAU) 2019 INTERNATIONAL RELIGIOUS FREEDOM REPORT Executive Summary Reports on Hong Kong, Macau, Tibet, and Xinjiang are appended at the end of this report. The constitution, which cites the leadership of the Chinese Communist Party and the guidance of Marxism-Leninism and Mao Zedong Thought, states that citizens have freedom of religious belief but limits protections for religious practice to “normal religious activities” and does not define “normal.” Despite Chairman Xi Jinping’s decree that all members of the Chinese Communist Party (CCP) must be “unyielding Marxist atheists,” the government continued to exercise control over religion and restrict the activities and personal freedom of religious adherents that it perceived as threatening state or CCP interests, according to religious groups, nongovernmental organizations (NGOs), and international media reports. The government recognizes five official religions – Buddhism, Taoism, Islam, Protestantism, and Catholicism. Only religious groups belonging to the five state- sanctioned “patriotic religious associations” representing these religions are permitted to register with the government and officially permitted to hold worship services. There continued to be reports of deaths in custody and that the government tortured, physically abused, arrested, detained, sentenced to prison, subjected to forced indoctrination in CCP ideology, or harassed adherents of both registered and unregistered religious groups for activities related to their religious beliefs and practices. There were several reports of individuals committing suicide in detention, or, according to sources, as a result of being threatened and surveilled. In December Pastor Wang Yi was tried in secret and sentenced to nine years in prison by a court in Chengdu, Sichuan Province, in connection to his peaceful advocacy for religious freedom. -

Abstract Spatial distribution of chlorinated hydrocarbons [chlorinated pesticides (CPs) and polychlorinated biphenyls (PCBs)] and poly- cyclic aromatic hydrocarbons (PAHs) was measured in riverine and estuarine sediment samples from Pearl River Delta, China, collected in 1997. Concentrations of CPs of the riverine sediment samples range from 12 to 158 ng/g, dry weight, while those of PCBs range from 11 to 486 ng/g. The CPs concentrations of the estuarine sediment samples are in the range 6–1658 ng/g, while concentrations of PCBs are in the range 10–339 ng/g. Total PAH concentration ranges from 1168 to 21,329 ng/g in the riverine sediment samples, whereas the PAH concentration ranges from 323 to 14,812ng/g in the sediment samples of the Estuary. Sediment samples of the Zhujiang River and Macao harbor around the Estuary show the highest concentrations of CPs, PCBs, and PAHs. Possible factors affecting the distribution patterns are also discussed based on the usage history of the chemicals, hydrologic con- dition, and land erosion due to urbanization processes. -

Artificial Intelligence and Copyright Protection --Judicial Practice in Chinese Courts ZHOU Bo Senior Judge of the IPR Division of the Supreme People’s Court of China In China, artificial intelligence (“AI”) has been widely used in innovative applications in many fields, resulting in tremendous efficiency and productivity. Not surprisingly AI related lawsuits arise and are being brought to Chinese courts for adjudication. Thanks to the kind invitation from the WIPO, I am honored to have the opportunity to talk about some latest court cases in China in this area. The key case I will highlight is a copyright dispute between Shenzhen Tencent Computer System Co., Ltd. (“Shenzhen Tencent”) and Shanghai Yingxun Technology Co., Ltd. (“Shanghai Yingxun”), which was adjudicated by Nanshan District People's Court, Shenzhen, Guangdong Province on December 24, 2019 (Shenzhen Tencent v. Shanghai Yingxun). A core issue here is whether AI-generated content is copyrightable or not? When analyzing this case, other related cases will also be mentioned. A. Basic facts Tencent Technology (Beijing) Co., Ltd. (Beijing Tencent) has independently developed a set of data and algorithm-based intelligent writing assistance system called "Dreamwriter" to meet the needs of large-scale and personalized content businesses. Beijing Tencent has licensed the Dreamwriter computer software to the Plaintiff Shenzhen Tencent in this case. On August 20, 2018, Shenzhen Tencent first published a financial reporting article on the Tencent Securities website and noted at the end that: “This article was automatically written by Tencent's robot Dreamwriter”. The Defendant in this case, Shanghai Yingxun, without Tencent's permission and authorization, reprinted the article on its website on the day it was published. -

Since China has a vast territory, different regions formed a variety of regional cultures with different natural environments and era evolutions. Historical and cultural towns and villages not only exist as individual entities, but also as integrated urban and rural settlements and regional cultures. This paper presents the methodologies for the protection of historical towns and villages in the phase of systematic planning in Hainan Province. The research begin with looking at Hainan’s regional culture, adopting the research method of anthropology and regional heritage to retrace the culture of Hainan’s towns and villages, analysing the status quo, and on this basis, building a framework of Hainan historical towns and villages in promotion of its rational protection and development. Keywords: historical and cultural towns and villages, land use, Meso-scale space unit, non-motor- vehicle travel. 1 INTRODUCTION Hainan is a tropical island in southern China with beautiful scenery; its special natural environment has created an exotic culture. Today, most people see Hainan as an international scenic spot; however, less attention is paid to Hainan’s culture and traditions, which, to some extent, results in a lack of cultural construction. Historical and cultural villages and towns are important space carriers of Hainan culture; therefore, the construction of provincial-level historical and cultural towns and villages to protect the historical and cultural heritage of Hainan is essential. -
Preliminary Determinations in the Antidumping Duty Investigations On
FACT SHEET Preliminary Determinations in the Antidumping Duty Investigations on Certain Frozen and Canned Warmwater Shrimp from the People's Republic of China and the Socialist Republic of Vietnam On July 6, the Department announced its preliminary determinations in the antidumping duty investigations on imports of certain frozen and canned warmwater shrimp from the People’s Republic of China (PRC) and the Socialist Republic of Vietnam (Vietnam). We preliminarily find that with the exception of one Chinese producer/exporter, Zhangjiang Guolian Aquatic Products Co., Ltd., Chinese and Vietnamese producers/exporters have sold frozen and canned warmwater shrimp in the U.S. market at less than fair value, with margins ranging from 7.67 percent to 112.81 percent for imports from the PRC and 12.11 percent to 93.13 percent for imports from Vietnam. Next Steps: Interested parties are invited to submit comments on these preliminary determinations. The Department will consider all submitted comments along with record evidence before making its final determinations on or about November 24, 2004. If the Department makes a final affirmative determination in either or both investigations, the U.S. International Trade Commission (ITC) is scheduled to make its final injury determinations on or about January 8, 2005. If the ITC makes a final affirmative determination that imports are materially injuring, or threatening to materially injure, the domestic industry, the Department will issue antidumping duty orders and will instruct U.S. Customs and Border Protection (Customs) to collect cash deposits on imports of subject merchandise. Companies Qualifying for a “Separate Rate”: Based on the voluntary questionnaire responses submitted by certain Chinese and Vietnamese companies, the Department has preliminarily determined that these companies have demonstrated an absence of government control that is required to be eligible to receive “separate-rate” status.
