INTRODUCTION 1. Switzerland joined GRECO on 1 July 2006. GRECO adopted the report on the joint first and second evaluation rounds (Greco Eval I-II Rep (2007) 1E) at its 37th meeting (31 March- 4 April 2008). The aforementioned evaluation report, and the corresponding compliance report, are available on the GRECO web site (http://www.coe.int/greco). 2. The current Third Evaluation Round, which started on 1 January 2007, covers the following themes: - Theme I – Incriminations: articles 1a and 1b, 2-12, 15-17 and 19 paragraph 1 of the Criminal Law Convention on Corruption (ETS 173), articles 1-6 of its Additional Protocol (ETS 191) and Guiding Principle 2 (GPC 2) (incrimination of corruption). - Theme II - Transparency of Political Party Funding: articles 8, 11, 12, 13b, 14 and 16 of Recommendation Rec(2003)4 on common rules against corruption in the funding of political parties and election campaigns and – more generally – Guiding Principle 15 on financing of political parties and election campaigns. 3. The GRECO Evaluation Team (hereafter referred to as the “GET”), which carried out an on-site visit to Switzerland from 11 to 13 May 2011, comprised Mr Edmond DUNGA, Head of the Anti- Corruption Secretariat, Regional Anti-Corruption Initiative (Albania) and Professor Richard GHEVONTIAN, Vice-President of the Paul Cézanne University of Aix-Marseille III responsible for legal and statutory affairs, Director of research at the Louis Favoreu Institute, Study and Research group on constitutional justice (France). -

Due to its central location, Switzerland is a place where different cultures intersect and, at the same time, a communications and transportation hub between northern and southern Europe. -

Moreover, the Federal Councillor praised a festival “which hones and expands our perspective.” Expanding one’s perspective and opening up to the world is precisely the vocation of this 2018 edition. Ico Maly Abstract: This paper argues that nationalism, and nationalistic activism in particular are being globalized. At least certain fringes of radical nationalist activists are organized as ‘cellular systems’ connected and mobilize-able on a global scale giving birth to what I call ‘global nationalistic activism’. Given this change in nationalist activism, I claim that we should abandon all ‘methodological nationalism’. Methodological nationalism fails in arriving at a thorough understanding of the impact, scale and mobilization power (Tilly, 1974) of contemorary ‘national(istic)’ political activism. Even more, it inevitably will contribute to the naturalization or in emic terms the meta-political goals of global nationalist activists. The paradox is of course evident: global nationalism uses the scale- advantages, network effects and the benefits of cellular structures to fight for the (re)construction of the old 19th century vertebrate system par excellence: the (blood and soil) nation. Nevertheless, this, I will show, is an indisputable empirical reality: the many local nationalistic battles are more and more embedded in globally operating digital infrastructures mobilizing militants from all corners of the world for nationalist causes at home. Nationalist activism in the 21st century, so goes my argument, has important global dimensions which are easily repatriated for national use. -

Library and Research Services for Parliaments Simultaneous Interpretation: Yes The Documentation Centre of the Swiss Federal Assembly – providing knowledge in a complex environment Dr. Ernst Frischknecht Head of the Documentation Centre of the Swiss Federal Assembly Berne Summary One of parliament's tasks consists in exerting an ordering and regulating influence as part of a complex political system. It must identify emerging problems, and then tackle them and solve them. This requires knowledge: knowledge must be acquired, processed and translated into action. My contribution uses the example of a small service to explain the conditions that have to be satisfied by parliamentary documentation to meet the requirements of a national parliament. What is crucial in this context is a good maintenance and organisation of the provision of knowledge. 1. Notes on Switzerland's political system By way of introduction, I would like to sketch Switzerland and its political system, because this system also provides the framework conditions for the work of a parliamentary documentation service. Switzerland is a country with about 7.3 million inhabitants and a surface of 41,285 km2. 63.9% of the population speak German, 19.5% French, 6.6% Italian and 0.5% Rhaeto- Romanic. Its linguistic diversity is also reflected in parliament, where members represent the national languages in due proportion. Parliamentary debates are conducted in four languages, and most documents are available in three languages. This has consequences for the Parliamentary Services, which basically have to work in three languages. -

The Political Economy of Right-wing Populism and Euroscepticism in Switzerland. Abstract We provide an explanation for Euroscepticism in Switzerland – and for the rise of the political right throughout the decade of the nineties – by looking at the effects of fundamental changes in the economy in the context of globalization and Europeanization. These effects are measured by comparing two Federal referendums: the 1992 referendum on the European Economic Area (EEA) and the Schengen/Dublin referendum of the year 2005. Both referendums are used as a measure of attitudes in favour or against European integration. We use the cleavage of tradable/non-tradable goods as an indicator for globalization effects. Previous studies have identified several cleavages present in Swiss society, and their effects on referenda, but no in-depth study considers the impact of economic factors on foreign policy related referenda. This study reaches the conclusion that the structural changes induced by globalization are relevant throughout the decade of the nineties for explaining the results of the 1992 referendum and possibly also in the rise of the political right. As the economy has successfully – albeit slowly – adapted to new conditions, the cleavage seems to have faded away. It shows that municipal self- government is particularly deeply rooted in Switzerland. All municipalities possess a wide range of powers and responsibilities and substantial rights of self-government. The financial situation of Swiss municipalities appears generally healthy, with a relatively low debt ratio. Direct-democracy procedures are highly developed at all levels of governance. Furthermore, the rapporteurs very much welcome the Swiss parliament’s decision to authorise the ratification of the Additional Protocol to the European Charter of Local Self-Government on the right to participate in the affairs of a local authority. The report draws attention to the need for improved direct involvement of municipalities, especially the large cities, in decision-making procedures and with regard to the question of the sustainability of resources in connection with the needs of municipalities to enable them to discharge their growing responsibilities. Finally, it highlights the importance of determining, through legislation, a framework and arrangements regarding financing for the city of Bern, taking due account of its specific situation. The Congress encourages the authorities to guarantee that the administrative bodies belonging to intermunicipal structures are made up of a minimum percentage of directly elected representatives so as to safeguard their democratic nature. -

However this theory lacks empirical evidence in general and tends to define what is right by oversimplifying human relation and social interests. Even if the Swiss case is really interesting, studies of Swiss politics are still sparse. Therefore this thesis will focus on Switzerland and the relation with rational choice and see if rational choice can be used to explain consensus which is one of the most important characteristics of the Swiss political system. Also this work will look at the Swiss institutional and political particularities, such as direct democracy, consociational democracy and federalism, and how consensus is shaped through them. The analysis of Switzerland will support both the strengths and the limitations of rational choice theory. Self interest seems to be at the origin of the participation in the consensus, but it cannot be considered as the only element.
