It is anticipated that when these recommendations are fully implemented, they will transform the physical, economic, and environmental outlook of Lindi Municipality. The same will be forits contingent settlements of Kiwalala and Mchinga wards inLindi District to a better quality of life of the people and the nation as a whole. i MASTER PLAN APPROVAL MESSAGE FROM THE MUNICIPAL COUNCIL The Master Plan for Lindi Municipality (2018 – 2038), which also embraces the contingent wards of I, John M. Lupala, Director of Urban Planning by virtual of powers vested in me under section 12(4) of Mchinga and Kiwalala inLindi District, is a blueprint for physical and socio-economic development of the Urban Planning Act No. 8 of 2007, do hereby approve the Lindi Master Plan (2018 – 2038) the planning area. It reflects the municipals’ vision in terms of goals, policies and strategies for development of the municipality. It will serve as a guiding tool for implementing its annual development plans through public expenditure; encourage public private partnerships and community envolvement as an intergrative move towards achieving the general social and economic welfare of the people. ………………………. The Master Plan has addressed the vision for the future development of the municipality and defines Date ……….. 2019 broad land uses by designating areas for future residential, urban agricultural, commercial and industrial growth. Other designated areas are for conservation of wetlands, including mangroves, natural forests and livestock keeping. It also provides areas for recreational parks, including parts of the beaches and big open spaces. The Master Plan plan further proposes convenient transportation networksand other infrastructure. The Master Plan conceptualizes the hierarchy of residential settlements with housing units around a neighbourhood centre and neighbourhoods served by community centres. The philosophy behind it is to maintain the existing settlements and ensure that any future residential development emanate from them. It firtst determined the existing sparsely located settlements and zones and made relevant decisions on their form of expansion, infilling and location for new development areas.This was by considering the needfor adequate space for roads/streets and proper circulation systems, open space systemsand recreational facilities, public utilities and community facilities. In order to improve the urban morphology of the town, the plan recommends sustainable densities to create compact communitiesof mixed land uses with interconnected subcentres for community sustenance. The aim is to create a physical cohesion that will make availability of basic services close to the people. Lindi is basically an agricultural town. Therefore, all neighbourhoods thatwill comprisebetween 5,000 to 7,0000 people will be surrounded by production areas while the inner part will containsocial services such aseducation, health, commercial, informal sector and recreational facilities.All the communities will beconnected both by green belts and transport systems. The existing town centre will also have a green corridor with a pedestrian mall connecting the recreational grounds. Ahearne Abstract: Academic discussions of development continue to grow, yet critical engagements with communities affected by development interventions remain limited. Drawing from life history interviews conducted in southern Tanzania, this article details the varied experiences of development interventions among older people and how these affect broader understandings of progress. Many juxtapose their negative views of ujamaa villagization with more positive recollections of previous interventions (especially the Groundnut Scheme), which are infused with what is described here as “development nostalgia.” Perceptions of the past clearly inform the social, political, and economic aspirations forwarded today, with the richness of the constructed narratives adding further nuance to existing depictions of Tanzanian historiography. Much of the academic work on the subject of development tends to focus on the present and the future, despite the fact that experiences from the past are crucial in shaping localized understandings of progress (Crewe & Harrison 1998). Drawing from in-depth fieldwork in southern Tanzania, this article aims to address a point raised twenty years ago by Jonathan Crush: that “we still do not know enough about the global, regional and especially local historical geography of development” (1995:8–9). Conventional histories of Tanzania, and of Tanzanian development, tend to offer teleological versions of the past, reflecting Kelly Askew’s (2006) threefold division of the presocialist, socialist, and postsocialist eras in recent Tanzanian history. Periodizations of history, of course, are “utterly relative constructs, [which] reflect their own sense of the ‘style’ of the historical past” (Toohey 2003:10).

Box 3900, Eldoret, Kenya Received 26 April 2002; accepted 31 January 2003 Abstract Grain size distribution and heavy mineral content of beach and dune sediments from the Malindi Bay coast, Kenya were de­ termined. Grain sizes were determined by dry sieving sediments; samples represent the upper 5 mm of surficial sediment, collected from the four main geomorphological units (beach, berm zone, foredune and dunefield), during three observation periods, covering the southeast and northeast monsoon seasons. Sediment samples were grouped according to whether they were collected from the northern or southern sector of the Sabaki river. The heavy mineral content of several samples collected from the beach, berm zone and sand dunes was obtained by using separating funnels and tetrabromomethane to gain insight into the mineral distribution, the mineralogy and comment on the economic potential of prospecting for the heavy minerals. The pétrographie parameters determined include the heavy mineral weight percentages and the mineral composition of the heavy fractions obtained using a pétrographie microscope. The Malindi Bay shore is dominated by terrigenous deposits brought in by the Sabaki river which consist mainly of fine- to medium-grained quartz sand. The sediments also contain heavy minerals averaging about 15%, with highest concentration being 67% by weight for the samples analyzed. The heavy mineral suite here is dominated by opaque iron-titanium minerals as well as some red garnet and zircon.
