Implementation Status Overview This is the third full implementation support mission since the project was made effective on February 18, 2011. Despite a slow start to the implementation progress all states have now had formal notification of their EC sanctions and started procurement of their civil works. The states are in the process of bid evaluation and Punjab has already awarded contracts and civil works started. Procurement of Project Management Consultants by the states is progressing and apart from Uttra Pradesh all states are either in the process of Public Disclosure Copy evaluation of technical proposals or awaiting final submission of proposals. Unfortunately received no proposals following the deadline for submission and will have to review scope of work with shortlisted consultants. Progress on procurement of the critically important Project Audit Consultants has been slow with the RFP only just having been

released to short listed consultants. Some progress has been made on finalizing the proposal for ILO support to the project but this also needs expediting.

Since the last mission good progress has been made on meeting the DLIs for the project for this year. Subject to confirmation by the audit consultants, 1276 habitations have been connected against a target of 1300 (DLI-1), NRRDA has released the revised DPR format (DLI-2a), The procurement and contract management manual has been agreed by IRC, NRRDA and Bank (DLI-2b) and the states are publically disclosing summary SQM reports as a condition for future funds releases under the program (DLI-2c). Progress is also being made on review of the OMMAS system (DLI-2d) and reports have been generated on data gaps. However, more work is still required on preparation of a report on the overall assessment of OMMAS and resulting recommendations for improvement. More work is also required on developing a mechanism for tracking the use of 13th finance commission funds for maintenance (DLI-3).

Most states are now up to date with their OMMAS submissions in the accounts module but it was agreed that should have extra support through a contract with NIC to complete their accounts. Administrative budgets are still not being released to states and a proposal to provide an advance will be explored with the Ministry. The mission also stressed the importance of staffing the social and environmental positions at the SRRDA level and need for each state to complete their Grievance Redressal Mechanisms. Training has been on-going and planning is underway for two courses on low volume roads engineering to be given by a specialist by the US Forestry Service. Public Disclosure Copy
