INTRODUCTION The February Semester has come to an end today 26th May 2019. It is my pleasure that I dispatch this circular to all students, sponsors, and other stakeholders of this University regarding the academic, financial and co-curricular activities. On behalf of the Nkumba University community and on my own behalf I wish to congratulate you all upon completion of this semester. Nkumba University has continued to provide quality education that cultivates Competence, Confidence, Creativity and Character in the academic professional and social interactions. 2. PROMOTIONS AND INSTALLATION Andrew Peters Yiga was promoted was installed as full Professor of Art and Design Education. He delivered his Inaugural Lecture on 26th April, 2019. He is the Academic Registrar of Nkumba University.. 3. MAY INTAKE 2019 The University introduced the May Intake which commenced in May 2017 with Bachelor of Business Administration (BBA) at Main Campus and Kampala Campus. The purpose of the additional intake is for the convenience of those interested to enrol for University Studies at that time of the calendar year. The other study arrangements / sessions, are DAY, EVENING, WEEKEND and DISTANCE LEARNING. These were also designed for the convenience of the students. REGISTRATION AT THE BEGINNING OF THE SEMESTER All students are required to pay tuition and register within the first two weeks of the semester in their respective Schools. Register every course-unit, missed paper(s) and retakes. This should be done irrespective of whether one has fully paid up or not. Students, who will not abide by this regulation, will find it hard to do examinations. 8. FEES FOR FEBRUARY 2019 SEMESTER (a) Fees for all continuing students remain the same. (b) Fees for continuing PhD and continuing Distance Learning students remain unchanged. 9. TUITION PAYMENT PROCEDURE AND OTHER RELATED FEES All students are advised to pay their tuition and other fees, in a more convenient way by following simple steps to generate your payment invoice before proceeding to pay fees in the bank: Page 4 of 11 a) Use the Bank Reference Number appearing on the right hand side of your admission letter to pay the Initial Registration Fee (as sign of acceptance of admission). b) Log on to the students Portal using the following link:https//:enkumba.nkumbauniversity.ac.ug. This can be done from anywhere within Uganda. c) The System will give you an access code and temporary password. Sign into your Portal using the access code and temporary password. The System will prompt you to change the temporary password to a desired password of at least six characters. d) Then generate a Payment Advise Slip by selecting the Year and Semester being paid for, and amount you intend to pay. DO NOT FORGET TO PAY BANK CHARGES (which is excluded from your invoice). e) Students can login in anytime, to view their payment history among other things. f) You can get assistance from both the University (NUICTS and ACADEMIC REGISTRAR STAFF) and the Banks. If they cannot mobilize all the fees at once, they can also follow this arrangement of payment: i. Pay 40% of the fees in the first month of the semester; failure to pay 40% in the first month of the semester will lead to a surcharge of Ugx 50,000/=. ii. Pay 40% in the second month of the semester; iii. Pay the remaining 20% before sitting for examinations. Please note: No student will be allowed to sit for End of Semester Examinations with tuition balance. h) All First Year students are supposed to be Residents. Page 5 of 11 10. ADMISSIONS AT NKUMBA UNIVERSITY Nkumba University is currently receiving applications for admission to both Kampala and Main campuses for the August 2019 semester for all programmes. The University offers courses on Certificate, Diploma, Degree, Postgraduate Diplomas, Masters, and PhD by research. “O” level leavers can also be admitted to Certificate programmes. So inform all friends, relatives and other interested people to join the programmes. Application forms can be accessed on Nkumba University website: www.nkumbauniversity.ac.ug or the Front Desk at Nkumba University Kampala Campus or Academic Registrar’s office at Main Campus upon payment of UGX 50,000/=. For payment of both Application form and Admission letter; you get the bank code by accessing the zeepay.nkumbauniversity.ac.ug to get the bank payment reference code. PhD PROGRAMME Nkumba University runs PhD programmes by research. The programme takes a minimum duration of three years. In the first year, the candidates are equipped with advanced research skills. Admission to the PhD for August Intake 2019 is ongoing. 12. STUDENTS’ LOAN SCHEME OFFERED BY HIGHER EDUCATION STUDENTS FINANCING BOARD (HESFB) The Higher Education Students Financing Board is a government department through which government manages the students’ Loan Scheme. So, students who are pursuing studies in science related programmes Computer Science, Public Health, Science Education, and Environmental Science may apply for the student loan. The forms for 2019/2020 are out and can be got from the website indicated below. Interested students can contact the Higher Education Students Financing Board on website: www.hesfb.go.ug, or contact Mr. Patrick Mulindwa the Deputy Academic Registrar, Nkumba University, on +256772490310. Modalities of the Loan Scheme The loan scheme is intended for students who are admitted to University's academic programme but cannot afford higher education fees.     PRESS STATEMENT FOR IMMEDIATE RELEASE Civil Society sues Government over the International Specialized Hospital, Lubowa. 4 April 2019, Kampala, Uganda. TODAY, civil society led by the Initiative for Social and Economic Rights (ISER) have dragged government to court over the proposed Lubowa International Specialized Hospital, alleging that the process was procedurally flawed, failed to seek the constitutionally required approval of Parliament before executing any agreement where the Government has to take and/or guarantee a loan as such and that the process to approve this public private partnership was marred with limited participation of the citizens. Converged at the Constitutional Court, Ms. Allana Kembabazi, ISER’s right to health Program Manager, noted: “We should not operate outside the ambit of the law. The Constitution is clear about what needs to be done before government takes or guarantees a loan. It also enshrines the right of citizens to participate. Participation in these large Public Private Partnerships that have a big impact not only on the national budget but also the right to health is critical.” ISER is asking the Constitutional Court to declare all the agreements that Government entered into before approval by Parliament illegal, null and void, contravening and inconsistent with the Constitution of the Republic of Uganda, and therefore seeks that they be quashed by the Court. It seeks for Parliament to come up with systematic guidelines on public participation. “The construction of the ISHU at Lubowa will not solve Uganda’s health sector challenges and as such, the entire project runs against broader national interests that ought to be protected.” Noted Elizabeth Atori, ISER’s Legal Officer.
