    PRESS STATEMENT FOR IMMEDIATE RELEASE Civil Society sues Government over the International Specialized Hospital, Lubowa. 4 April 2019, Kampala, Uganda. TODAY, civil society led by the Initiative for Social and Economic Rights (ISER) have dragged government to court over the proposed Lubowa International Specialized Hospital, alleging that the process was procedurally flawed, failed to seek the constitutionally required approval of Parliament before executing any agreement where the Government has to take and/or guarantee a loan as such and that the process to approve this public private partnership was marred with limited participation of the citizens. Converged at the Constitutional Court, Ms. Allana Kembabazi, ISER’s right to health Program Manager, noted: “We should not operate outside the ambit of the law. The Constitution is clear about what needs to be done before government takes or guarantees a loan. It also enshrines the right of citizens to participate. Participation in these large Public Private Partnerships that have a big impact not only on the national budget but also the right to health is critical.” ISER is asking the Constitutional Court to declare all the agreements that Government entered into before approval by Parliament illegal, null and void, contravening and inconsistent with the Constitution of the Republic of Uganda, and therefore seeks that they be quashed by the Court. It seeks for Parliament to come up with systematic guidelines on public participation. “The construction of the ISHU at Lubowa will not solve Uganda’s health sector challenges and as such, the entire project runs against broader national interests that ought to be protected.” Noted Elizabeth Atori, ISER’s Legal Officer.

Buwate children won with a score of 2-0 against Nsambya Soccer Academy, thus making it to the district tournament level.

Part A outlines the core performance requirements against which my performance as an Accounting Officer will be assessed, in two areas: 1. Budgeting, Financial Management and Accountability, which are common for all Votes; and 2.     Final Report The Study on Greater Kampala Road Network and Transport Improvement in the Republic of Uganda November 2010 3.3 CURRENT SITUATION AND KEY ISSUES OF THE PUBLIC TRANSPORT SECTOR IN GKMA 3.3.1 OVERVIEW OF THE PUBLIC TRANSPORT The privately owned Uganda Transport Company (UTC) held the exclusive franchise for bus services in Kampala until its nationalization in 1972. At that time, its only competition came from shared taxis which are saloon or estate cars. Following its nationalization, UTC contracted and focused more closely on its long-distance services. As a result, the market for urban transport services in Kampala became open to private sector operators using small minibus vehicles. In 1994 a commercial vehicle distributor established City Link as a private-sector large bus operation with some 40 vehicles in service. However, UTODA was able to organize an effective competition to this initiative. City Link meanwhile did not succeed by operating similar to that of minibus services based on fill-and-run principle, rather than operating based on scheduled services. Thus, the company shortly collapsed. Feedback from these results indicates that although City Link was popular, its operations were too thinly spread over the network and were not able to provide a reliable service. Public transport passengers within Kampala have very limited choice such as minibus services or motorcycle services with the majority as minibus services locally called taxis. 3.3.2 TAXI/MINIBUS Main supply of public transport in Kampala is now by minibuses, which are known locally as taxi (photographs bellow). KCC estimated that in 2003, there were nearly 7,000 minibuses based in the GKMA.
