Local Government Performance Contract FY 2016/17 Vote: 555 Wakiso District Structure of Performance Contract PART A: PERFORMANCE REQUIREMENTS OF ACCOUNTING OFFICERS PART B: SUMMARY OF DEPARTMENT PERFORMANCE AND WORKPLANS Pursuant to the Public Financial Management Act of 2015, Part VII – Accounting and Audit, Section 45 (3), the Accounting Officer shall enter into an annual budget performance contract with the Permanent Secretary/Secretary to the Treasury. The performance contract consists of two parts – Part A and Part B. Part A outlines the core performance requirements against which my performance as an Accounting Officer will be assessed, in two areas: 1. Budgeting, Financial Management and Accountability, which are common for all Votes; and 2. Achieving Results in five Priority Programmes and Projects identified for the specific Vote I understand that Central Government Accounting Officers will communicate their 5 priorities of the vote within three months of the start of the Financial Year and the priorities for local governments will be established centrally. Part B sets out the key results that a Vote plans to achieve in 2016/17. These take the form of summaries of Ministerial Policy Statement (MPS) for central government AOs and budget narrative summaries for Local government AOs. I hereby undertake, as the Accounting Officer, to achieve the performance requirements set out in Part A of this performance contract and to deliver on the outputs and activities specified in the work plan of the Vote for FY 2016/17 subject to the availability of budgeted resources set out in Part B. I, as the Accounting Officer, shall be responsible and personally accountable to Parliament for the activities of this Vote. -

Planned Revenues for 2016/17 The District has planned this FY 2016/17 to receive more fund s compared to last FY 2015/16. This is because of an estimated increase in the locally raised revenues,central Government transfers and donor funded projects.This increment is due to Government’s commitment to fulfil the 15% Teacher’s pay rise, increase development funding to the LLGs, and have retiring staff and already existing Pensioners receive their entitlements as well as facilitating Local Government political leaders to fulfil their mandate.Also, more resources have been provided for transitional grants to cater for IFMS and the Construction of the District Building block. -

THE UNIVERSITY OF BERGEN GRIEG ACADEMY-DEPARTMENT OF MUSIC MASTER’S THESIS IN ETHNOMUSICOLOGY PENTECOSTAL MUSIC IN KAMPALA, UGANDA: Exploring the Reciprocal Relationship between Sacred and Secular Popular Music DAVID BASOGA (188546) ii DEDICATION To my dear wife Justine Basoga iii Abstract In this study, I explore particular aspects in which the relationship between Pentecostal music and secular music has become prominent in Kampala, Uganda. Particularly, I examine how Pentecostal music artists have drawn inspirations from secular popular music scene particularly in the style of singing, dance movement, recording, marketing and the general performance context. The study examines the nature of Pentecostal music introduced by the European missionaries, the process of making Pentecostal music, and tries to establish the factors responsible for the similarities between Pentecostal music and secular popular music. The study seeks to find out the meaning and significance of the changing Pentecostal music to a popular style. It also traces the origin and growth of Pentecostalism and its sacred music, focusing on how this sacred music has changed over time specifically in Uganda. This ethnographic study has been developed using research findings, literature related to Pentecostal movements in Uganda and Pentecostalism in general, Pentecostal music and the secularization and sacralization processes. The study indentifies the actors of Pentecostal music and examines the artistic role each plays. In this study, I also outline a number of factors responsible for this emerging genre among them prayer, evangelization, income earning, entertainment, music awards together with the health and economic problems experienced by ordinary Ugandans as some of the issues addressed by Pentecostal music lyrics. -

THE REPUBLIC OF UGANDA EDUCATION SECTOR BUDGET FRAMEWORK PAPER FY 2018/19 – FY 2022/23 MINISTRY OF FINANCE, PLANNING AND ECONOMIC DEVELOPMENT Education Budget Framework Paper FY 2018/19 Sector: Education Foreword INTRODUCTION The Education and Sports Sector allocation for FY 2018/19 is Ushs.2,419.187bn against the current allocation of Ushs.2,501.12 bn. The decrease mainly arises out of funds for gratuity (Ushs.1.71bn) which has been withdrawn from the MTEF and the projected fall in the donor budget component. Of the allocated budget Ushs.1,474.17bn is for Wage, Ushs.480.17bn is Nonwage; Ushs.160.61bn is Domestic Development and Ushs.304.23bn is External Financing. The overall share of the Education Sector has reduced by 0.5% from 11.37% to 10.87% for FY 2018/19. For FY 2017/18, the Education and Sports Sector has an overall approved budget of Ushs.2,501.12bn, of which Ushs.1,474.17bn is for Wage, Ushs.477.38bn for Nonwage; Ushs. 160.61bn for Domestic Development and Ushs.388.96bn for External Financing. OVERVIEW OF PERFORMANCE DURING FY 2017/18 Primary Education: Disbursed Ushs.22.61bn for 7,188,036 UPE learners; Continued with the implementation of construction works in 54 P/Ss under UTSEP. Under the Karamoja Food Program, procured 5,000 tree seedlings for 50 schools, 2,683 kgms vegetable seeds for 53 schools, pesticides and farming tools for 35 schools. Monitored and support supervised 90 schools in 5 districts in the Eastern region. Secondary Education: Disbursed Ushs.
