The CDIA intervention in Handan proved that the following elements are key to the achievement of results of urban infrastructure projects: (i) existence of a development master plan that clearly defined the infrastructure investment priorities of the city; (ii) political will of the city government to implement the master plan; and (iii) alignment of city development plans with national government priorities.
