MINUTES ALAMEDA COUNTY PARKS, RECREATION AND HISTORICAL COMMISSION 1182 Main Street, Sunol (Sunol Railroad Café) November 3, 2016 (Approved December 1, 2016)

REGULAR MEETING: 3:30 P.M.

A. CALL TO ORDER/ROLL CALL: The meeting was called to order at 3:33 p.m. by the Chair.

COMMISSIONERS PRESENT: Dionisio Rosario, Chair; Jerry Caveglia, Vice-Chair; Al Minard; Linda Willis and Audree Jones-Taylor COMMISSIONERS EXCUSED: Commissioner Tony Koep; Maryalice Faltings; Annalee Allen

STAFF PRESENT: Liz McElligott, Sharon Grewal and Nilma Singh

There were approximately eleven people in the audience.

B. PLEDGE OF ALLEGIANCE

C. OPEN FORUM: No one requested to be hear under Open Forum.

D. APPROVAL OF MINUTES FROM PREVIOUS MEETINGS ~ October 5, 2016

Commissioner Caveglia made the motion to approve the October 5th Minutes as submitted and Commissioner Minard seconded. Motion carried unanimously.

E. CHAIR AND STAFF REPORTS ~ None

G. OLD BUSINESS

1. Partial Demolition-11882 Main Street, Sunol, CA ~ Staff requests the recommendation of the Commission regarding the Certificate of Appropriateness for the partial demolition of the subject structure. ~ Action Item (See separate staff report attached) Ms. Grewal presented the staff report. Public testimony was called for. Rosemary Chang, Chair, Sunol Citizens Advisory Council, stated that the council and the community is in full support. Darryl Hansen, a Sunol historian, explained the history of Sunol and discussed historical preservation and perhaps a historical museum in future. Van Reasor also spoke in support. The Applicant described the project and in response to the community, provided further details re history, square footage of addition, sitting capacity, septic tank and parking. Commissioner Caveglia made the motion to move staff recommendation and Commissioner Jones-Taylor seconded. A discussion ensued re placement on the County historical register. Commissioner Minard made an amendment to the motion to include that the

Page 1 of 3 demolition/remodeling will not destroy the historical integrity of the building. Motion carried unanimously. 2. Carnegie SVRA ~ The OHMVR Commission approved the General Plan and certified the Final EIR. Ms. Grewal presented the staff report. The Chair provided an update re October 21st meeting which he had attended with Commissioner Tam. No action was taken. 3. Potential Demolition of the Clubhouse at the former Oak Knoll Naval Hospital ~ Staff submitted the Commission’s comments to the City of Oakland – no new information and staff will provide a report next month. Commissioner Jones-Taylor provided a brief update. Staff will follow up re presentation by SunCal at a future meeting. 4. East Bay Regional Parks District ~ The Commission will discuss issues pertaining to the following parks’ use or operation: Eastshore Park, , and Regional Park.

Mission Peak - Commissioner Minard announced that the parking regulations have been suspended temporarily and requested additional information re parking passes. Staff to provide an update at the next meeting. Commissioner Willis noted the East Bay Express article re proposed parking lot over an burial ground. A brief discussion followed re perhaps a presentation by the Ohlone Tribe, certification of the FEIR which covered impacts to cultural resources and possible Commission actions, if any. No action was taken. Lake Chabot – Dam under construction and gun range is closed. No new information. 5. Bridge Replacement ~ The Commission will hear an update on the project. Ms. Grewal presented the staff report. The Chair provided an update of the November 2nd meeting which he had attended: now three projects - Stony Brook Bridge, new railings on existing Alameda Bridge, and additional safety features. A subcommittee was formed, the Chair, Commissioners Caveglia and Minard, to review the EIR/ES for comments. 6. Niles Canyon Trail ~ The Commission will hear an update on the project. Commissioner Minard noted the lack of response from EBRPD. Staff will find out the lead agency for this project. 7. Post Office Privatization ~ The Commission will hear an update on the project. No new update. 8. Coliseum City ~ The Commission will hear an update on the project. No new update.

H. New Business - None

I. COMMISSION ANNOUNCEMENTS, COMMENTS & REPORTS – The following was announced and discussed:

 Dunsmuir House had a well-received Halloween event  Holiday activities at Patterson House and Shinn House in December  The new Hayward Library project – a great addition to the City.  CA State Historic Preservation Office’s workshop at Hayward Area Historical Society, Commissioner Minard will forward the related link to staff.
