European Parliament EUROPEAN PARLIAMENT 2004 2009 Committee on Economic and Monetary Affairs PE/VI/PV/04-04 MINUTES of the meeting of 21 September 2004, 15:00 - 18:30, and 22 September 2004, 9:00 - 12:30 BRUSSELS The meeting opened at 15:10 on Tuesday, 21 September 2004, with Mrs Pervenche Berès, chairwoman, in the chair. 1. Adoption of draft agenda The draft agenda was adopted. 2. Chairman's announcements: The chairperson announced the dates of the hearings with the new the Commissioners and encouraged all Members to be present. She reminded the members that if they wanted to raise questions they should address themselves to their respective political groups before the meeting. 3. Any other business Mr Langen raised the issue of the sitting order and said that he prefered that the members should be seated according to their groups. Furthermore he encouraged the president to invite Commissioner Monti one more time. Mr Purvis requested to also invite Commissioner Bolkestein. The chair referred the issues to the following coordinators meeting. 4. Appointment of rapporteurs and draftspersons - decision on procedures The decisions of the Bureau and the coordinators meeting of 30/08/04 in Brussels and 13/09/04 in Strasburg was acknowledged. 5.     Jörn-Carsten Gottwald Department of Political Science University of Trier / Germany Email: [email protected] The Regulatory State and Financial Services: An Appraisal of Recent Developments in the European Union Paper presented at the ECPR Conference Budapest 2005 Section: Regulation in the Age of Governance Panel 3 12: the European Regulatory State Preliminary Draft – please do not quote Abstract Since 1998 the regulation of financial services in the European Union has experienced dramatic changes. Following an initiative by representatives of the European Commission and some financial services enterprises the EU shaped and implemented a Financial Services Action Plan. Following the recommendations of a Committee of Wise Men chaired by Alexandrre de Lamfalussy the EU established a new regulatory framework with serious consequences for the distribution of power among major actors, the legitimacy of EU decision-making and the possibilities for member states to pursue their own regulatory policies. Based on a qualitative public choice interpretation of Giandomenico Majone’s regulatory state approach this paper analyses the new regulatory state and its impacts. It argues that as a result of a private initiative the Commission established herself and new comitology committees as major regulators. While national governments succeeded in safeguarding their position, the EP and especially the national legislative bodies suffered a loss of control and influence. Especially the organisations of statutory regulation have gained importance in the new regulatory state. While the Lamfalussy process brought a new level of transparency and new opportunities for the participation of non-state organisations in the arcane world of financial market regulation, its overall legitimacy remains questionable.

Business forums are vehicles for forging links and maintain a dialogue with business, industrial and trade organisations. They allow the discussions of general and pre-legislative issues in a different context from lobbying contacts about specific matters. They provide an opportunity to get Members of the European Parliament and other decision-makers from the European institutions together with various business sectors.

Advisory group on asylum, migration and integration SOLIDAR constituted a transversal advisory group on asylum, migration and integration coordinated by our Italian member ARCI with the support of the Secretariat. The political reason for creating such a taskforce is that - despite the fact that migration is currently a very relevant political, social and cultural matter - a common approach has not emerged. On the contrary, migration more and more became a divisive question between different political and cultural visions on the future. The aim of the advisory group is to work together on a common approach on the issues of asylum, migration and integration by providing a platform to better understand the challenges that civil society organisations are facing at local level as well as to share knowledge about practices that SOLIDAR members are carrying out. A brainstorming meeting will take place on 10 February from 10:00 to 13:00 at SOLIDAR Offices. The aim of the brainstorming is to make a first exchange with members on the priorities, objectives and expectations about the work of this advisory group in 2015. Please also note that the brainstorming meeting will be followed by the SOLIDAR-CGIL round table Rights-based approach to EU migration policies: the role of the Trade Union Network on Mediterranean and Sub-Saharan Migrants that will take place on 10 February from 15:00 to 17:30.

Oktober 2013 aktualisiert WWW.MEDIENDIENST-INTEGRATION.DE Bundestagskandidaten mit Migrationshintergrund VIELFALT IM DEUTSCHEN BUNDESTAG ERGEBNISSE für die 18. Wahlperiode Im neuen Bundestag finden sich 37 Parlamentarier mit eigener Migrationserfahrung oder mindestens einem Elternteil, das eingewandert ist. Im Verhältnis zu den insgesamt 631 Sitzen im Parlament stammen somit 5,9 Prozent der Abgeordneten aus Einwandererfamilien. In der gesamten Bevölkerung liegt ihr Anteil mehr als dreimal so hoch, bei rund 19 Prozent. In der vorigen Legislaturperiode saßen im Bundestag noch 21 Abgeordnete aus den verschiedenen Parteien, denen statistisch ein Migrationshintergrund zugesprochen werden konnte. Im Vergleich zu den 622 Abgeordneten lag ihr Anteil damals lediglich bei 3,4 Prozent. Die Anzahl der Parlamentarier mit familiären Bezügen in die Türkei ist von fünf auf elf gestiegen. Mit Cemile Giousouf ist erstmals auch in der CDU eine Abgeordnete mit türkischen Wurzeln im Bundestag vertreten, ebenso wie erstmals zwei afrodeutsche Politiker im Parlament sitzen (Karamba Diaby, SPD und Charles M. Huber, CDU). Gemessen an der Anzahl ihrer Sitze im Parlament verzeichnen die LInken mit 12,5 Prozent und die Grünen mit 11,1 Prozent den höchsten Anteil von Abgeordneten mit Migrationshintergrund.
