World of PORR 169/2016 PORR Updates Southern Bavaria: Ground-breaking ceremony for Warngau junction This project once again shows that PORR, with its area construction manager Ing. Wolfram Wurdinger and his team, has established itself well in the Southern Bavarian region and thus, this construction scheme worth some EUR 4.8 m will also be executed to the full satisfaction of the client until summer 2017. Marking the most important connection between Munich and Lake Tegern, the B 318 is being lowered along a length of 900m by a bidding consortium under PORR Bau GmbH´s, NL Tirol . Tiefbau (formerly TEERAG-ASDAG AG) technical leadership. It will in the future run below a green bridge on which the county road MB 19 (Bahnhofstraße and Taubenbergstraße) including a bike- and walkway will run. This project marks an extension that does without crossroads. The two roads will be connected by means of horseshoe bends. First preparatory work is already underway, among others on the temporary carriageway west of the B 318. Federal Minister of Transport Alexander Dobrint as well as Bavaria’s Minister of Economy Ilse Aigner underlined the importance of the B318 extension in Warngau as well as further projects in the surrounding area such as the Holzkirchen, Waakirchen and Gmund bypass as well as the four-lane extension of the B318 in accordance with the BVWP (the German Federal Transport Infrastructure Plan). Jörn-Carsten Gottwald Department of Political Science University of Trier / Germany Email: [email protected] The Regulatory State and Financial Services: An Appraisal of Recent Developments in the European Union Paper presented at the ECPR Conference Budapest 2005 Section: Regulation in the Age of Governance Panel 3 12: the European Regulatory State Preliminary Draft – please do not quote Abstract Since 1998 the regulation of financial services in the European Union has experienced dramatic changes. Following an initiative by representatives of the European Commission and some financial services enterprises the EU shaped and implemented a Financial Services Action Plan. Following the recommendations of a Committee of Wise Men chaired by Alexandrre de Lamfalussy the EU established a new regulatory framework with serious consequences for the distribution of power among major actors, the legitimacy of EU decision-making and the possibilities for member states to pursue their own regulatory policies. Based on a qualitative public choice interpretation of Giandomenico Majone’s regulatory state approach this paper analyses the new regulatory state and its impacts. It argues that as a result of a private initiative the Commission established herself and new comitology committees as major regulators. While national governments succeeded in safeguarding their position, the EP and especially the national legislative bodies suffered a loss of control and influence. Especially the organisations of statutory regulation have gained importance in the new regulatory state. While the Lamfalussy process brought a new level of transparency and new opportunities for the participation of non-state organisations in the arcane world of financial market regulation, its overall legitimacy remains questionable.

The Political Economy of Germany in the Sovereign Debt Crisis Daniela Schwarzer German Institute for International and Security Affairs (SWP) Paper prepared for Resolving the European Debt Crisis, a conference hosted by the Peterson Institute for International Economics and Bruegel, Chantilly, France, September 13-14, 2011. 1. The German Economic Situation Economic Growth Perspectives and Employment After the downturn in 2008–09, there has been a strong economic recovery in Germany in 2010 and the first half of 2011. But in the context of an economic deceleration expected for the OECD countries, also the German economy will probably slow down considerably in the second half of 2011 and in 2012. Export growth is likely to weaken as key export markets cool down, partly due to fiscal tightening in Germany’s main trading partners. Export growth scored a high 14.4 percent in 2010 and is likely to decelerate to 8 percent in 2011, as a consequence of fiscal tightening and the flattening of the stock cycle in most major markets. Meanwhile, import growth is expected to decrease from 12.8 percent in 2010 to a still strong 6.6 percent in 2011. Domestic demand is also expected to decline as consumers and business are becoming more cautious. Private consumption growth is forecast to accelerate to 1.6 percent in 2011 from 0.4 percent in 2010, but will then stay at around 1.4 percent on average in 2012 to 2015. Employment is expected to expand which will support domestic demand, but real wages are expected to grow only slowly.

While a scandal usually has negative consequences for the ones being accused of a transgression, political opponents and even media outlets may benefit. Anecdotal evidence suggests that certain scandals could be orchestrated, especially if they are reported right before an election. This study examines the timing of news coverage of political scandals relative to the national election cycle in Germany. Using data from electronic newspaper archives, we document a positive and highly significant relationship between coverage of government scandals and the election cycle. On average, one additional month closer to an election increases the amount of scandal coverage by 1.3%, which is equivalent to an 62% difference in coverage between the first and the last month of a four- year cycle. We provide suggestive evidence that this pattern can be explained by political motives of the actors involved in the production of scandal, rather than business motives by the newspapers.
