Siliguri, on be-half of the Governor of West Bengal for the under noted works exclusively from the working Electrical /Mechanical Contractors of this Directorate having sufficient experience and back ground in similar type of work during last 3 ( three) years. Sl. Description of work Estimated cost Earnest Money Time of completion No. 01 Operation & guarding of different W/S Schemes within the district of Darjeeling under Northern Mechanical As per Annexure Division, P.H.E. Dte. [ As per Annexure ]. The intending quotationers will have to produce the following information/data etc.to the undersigned along with the prayer for obtaining permission to participate as a quotationer. 1) Copy of valid PAN Card. 2) Copy of valid Sales Tax Clearance Certificate/ VAT registration No. 3) Copy of valid Professional Tax Clearance Certificate. 4) Copy of valid Electrical License as well as Supervisor’s License. 5) Financial capacity to maintain the work properly throughout the working period. 6) Documentary evidence in respect of Credential/ Experience for execution of similar type of work. The documents as above will be examined in order to assess the eligibility of the applicant for allowing to participate as a quotationer.. Documents may be had from the office of the undersigned between 11A.M. to 4P.M. on any working day on payment of usual prices of each set & on production of permission letter issued by the undersigned. The undersigned reserves the right to postponed/ extend the date of issuing permission in extraneous/unavoidable circumstances. Last Date of Application.. → 16.07.2015 Last Date of Issuing Permission . → 17.07.2015 upto 3.00 PM Last Date of issue of Quotation Paper. → 17.07.2015 upto 4.30 PM Date of Dropping of Quotation Paper. → 23.07.2015 upto 3.00 PM Date of Opening of Quotation. → 23.07.2015 at 3.30 PM Each quotationer shall submit the quotation documents in a sealed cover with name of work,N.I.Q. No: & Date and Company’s name super scribed on the cover. Quotation documents will be received up to 3.00 P.M. on 23.07.2015 in the office of the undersigned and the same will be opened at 3.30P.M. on the same date in the same office in presence of the participating quotationers. Quotationers should quote their rates on ITEM BASIS both in figure and words . Welfare Cess @ 01% will be deducted from the gross amount of Bills. Each page of the quotation documents must be signed by the quotationers and all correction should bear their initials with seal. Quotationers who will sign on be-half of their Company ,should produce the authority of signing the quotation in support of their Company. The acceptance of quotation will rest with the accepting authority who does not bind himself to accept the lowest offer or all quotations received & to split up the work without assigning any reason thereof. Man enjoys the beauties of nature and lives on them. But he also becomes a victim of the fury of nature. Natural calamities like famines and floods take a heavy toll of human life and property. Man seems to have little chance in fighting against natural forces. The topography of the district of Darjeeling is such that among the four sub-divisions, three sub-divisions are located in the hills where disasters like landslides, landslip, road blockade are often occurred during monsoon. On the other side, in the Siliguri Sub-Division which lies in the plain there is possibility of flood due to soil erosion/ embankment and flash flood. As district of Darjeeling falls under Seismic Zone IV the probability of earthquake cannot be denied. Flood/ cyclone/ landslide often trouble men. Heavy rains results in rivers and banks overflowing causing damage on a large scale. Unrelenting rains cause human loss. In a hilly region like Darjeeling district poor people do not have well constructed houses especially in rural areas. Because of incessant rains houses collapse and kill people. Rivers and streams overflow inundating large areas. Roads and footpaths are sub merged under water.

    CHAPTER 3 RECENT TREND OF URBANIZATION AND GROWTH OF URBAN CENTRES IN NORTH BENGAL 3.1 Introduction The process of urbanization started off rather slowly in North Bengal. Gradually with the passage of time urbanization spread its wings across various districts of North Bengal. During the last twenty years, North Bengal witnessed an unprecedented increase in not only its urban population but also in the number of urban centres. This increase in urban population and the number of urban centres however is not uniform. Some districts witnessed a rapid increase in urban population while rest of the districts was devoid of any urban growth resulting in an increase in disparity within the region. The growth of urban centres was also not uniform. Moreover, very few statutory towns emerged, with an increase taking place only in terms of census towns. Given this background it is very important to analyze the recent trends in urbanization for various parameters across North Bengal during the period 1991 to 2011 covering three census years. Although, study of urbanization exclusively for Nortrh Bengal has been very limited yet a number of scholars have tried to analyze the urbanization process in North Bengal within a broader framework of West Bengal. Chakma, N. and Ghosh, B. (2014) 1 in their study of recent trends of urbanization in West Bengal found the decadal growth rate of urban population during 2001 – 2011 to be more than 3 times that of the national average for Maldah district and to be more than 2 times that of the national average for Jalpaiguri district.

    CHAPTER 6 PROBLEMS OF URBANIZATION IN NORTH BENGAL 6.1 Introduction The process of urbanization in developing countries is associated with their own problems. The problems range from proliferation of slums, drinking water problems, housing problems, sanitation problems and urban environmental problems and pollution. With rapid urbanization taking place in most of the districts of North Bengal, the urban centres of this region are facing their own problems which are quite similar to those being faced in other parts of the country. In this chapter the main objective will be to analyze the problems related to proportion of slum households, access to safe drinking water, availability of electricity facility, availability of latrine facility, availability of bathroom within house, availability of drainage facility and availability of separate kitchen within house. All these parameters will be analyzed for individual urban centres of North Bengal for 2001 and 2011 respectively. Moreover, their change during this period will also be analyzed for individual urban centre. To analyze the change in the percentage of households without access to any facility across the urban centres of North Bengal during 2001 – 2011, only those urban centres which existed during 2001 and 2011 i.e. in both the census years have been taken into consideration. Therefore, although there were 48 urban centres in 2001 and 131 urban centres in 2011, only 47 urban centres which were common in both the census years have been taken into consideration to analyze the temporal change in their share of households without access to any facility. The decadal variation in the percentage of household without access to facility „x‟ of any urban centre has been calculated by the formula as under.

    Research Article An integrated approach to identify suitable areas for built‑up development using GIS‑based multi‑criteria analysis and AHP in Siliguri planning area, India Arjun Saha1 · Ranjan Roy1 Received: 30 October 2020 / Accepted: 9 February 2021 © The Author(s) 2021 OPEN Abstract Unplanned and haphazard built-up growth due to immense pressure of population is a common problem for maximum cities of developing countries which paves to create urban sprawl by capturing spacious areas of natural environment. For this, selection of suitable places for built-up development by maintaining ecological balance has become inevitable part for proper urban planning. Siliguri planning area, which has witnessed a tremendous growth in built-up features after the 1990, has been chosen for this work to fnd out best places for future built-up development with minimum efects on diferent natural features and also calculates the amount of diferent types of suitability which will be transferred from diferent land use and land cover categories in near future which is a novelty of this work. The work has been executed through GIS-based multi-criteria analysis, and a total of nine criteria have been taken to locate best places for built-up development. Analytic hierarchy process or AHP has been used to calculate weights of each criterion by using pair wise comparison matrix. Final site suitability map has been prepared with four diferent classes: high suitable, moderate suit- able, less suitable and restricted area and the percentage of land is high in moderate suitable category that is 52.33% which covers the intermediary portion, mainly wastelands and agricultural land of the study area with higher facility of accessibility.
