From Public Pipes to Private Hands Water Access and Distribution in Dar es Salaam, Tanzania Marianne Kjellén Department of Human Geography Stockholm University 2006 Abstract In cities around the world, public water systems have increasingly come to be operated by private companies. Along with an internationally funded investment program to refurbish the dilapidated water infrastructure, private operations were tested also in Dar es Salaam, Tanzania. Only about a third of the households, however, are reached by the piped water system; most households purchase water from those with pipe-connections or private boreholes. Thus, water distribution was informally privatized by way of water vending long before formal private sector participation began. This thesis explores individual and collective endeavors in water development, distribution, and access, along with the global and local influences that shaped the privatization exercise. With regard to the lease of Dar es Salaam’s water system, the institutional set-up has been found to mix the British and French models, having influenced the local situation through development assistance and conditionalities tied to loans. The institutional contradictions may have contributed to the conflictive cancellation of the lease arrangement. Due to the public utility company’s lack of operating capital and investment planning, infrastructure development has responded mainly to immediate individual demands, resulting in a spaghetti-like network and structural leakage. The long-standing under-performance and low coverage of the piped water system have forced many people to devise their own ways to access water. This thesis argues that the individually devised artisan ways of water provisioning constitute the lifeline of Dar es Salaam’s water system. -

I hope I may have a chance to read the book (thesis) you write. Podi (Age 54, Badulla) 3 Abstract This thesis examines the lives of Sinhala women in postcolonial Sri Lanka, particularly the cultural construction of the 'Sinhala woman' as an aspect of the 'invented tradition' during the late nineteenth and early twentieth centuries. In order to historicise gender and culture I examine the pre - colonial and colonial period and also focus my attention on a set of informal restrictions working to constrain women's equal participation in economic, social and political activities, which the Sinhala community identifies as a part and parcel of the 'culture and tradition'. This thesis uses life histories of sixty-four women and life cycle and life course approaches to analyse the data. The first chapter sets the context of the study. The second chapter discusses childhood in order to examine how girls come to understand that they are different from boys. The third chapter discusses an important milestone in Sinhala women's lives, attaining puberty, where the 'traditions' they learn become meaningful and reinforce gender differences. The fourth chapter discusses how and why the 'tradition' was invented. -

Chandrakka A Symbol of a Neglected Role in Female Rebels of the 1971 Revolt Samal Vimukthi Hemachandra* Introduction Chandra Perera, also known as Chandrakka,1 now in her 70s, did not spend her 20s as any ordinary youth would have done. An ordinary youth in his/her 20s would imagine having good education, a prospective job, a family, a car, etc. But Chandrakka was no ordinary youth. She escaped this materialistic dream unlike her fellow youths. Instead, she was training herself to use weapons and practise karate, participating in residential education camps in the rural areas, introducing new youth to the movement and making explosives. Though she successfully completed her university education in 1969, she turned down job opportunities and became a full-time cadre. She was imprisoned for 6 years at Welikada prison. She did not have a fancy wedding in a hotel for the benefit of relatives and friends. She had a small wedding ceremony inside the prison where she wed her fiancé2 who was also in the prison at that time for conspiring and rebelling against the ‘queen’s government’. She believed her actions would lead to a better future, not only for her but for everybody. A society of equals. * Samal Vimukthi Hemachandra is a Research Assistant at Faculty of Graduate Studies, University of the Visual and Performing Arts, Colombo and a Visiting Lecturer at Department of History, University of Colombo. He has particular interest in the thoughts of Jacques Ranciere. 2 Today her story is unheard or forgotten. Only a few people who are family members, former rebels or friends remember her story. -
