Tuen Mun District Athletics Athlete Selection Tuen Mun District Athletics Athlete Selection Jointly organised by the Working Group on Tuen Mun District Organising Committee for Tuen Mun Sports Association Limited the Sixth Hong Kong Games under DFMC of TMDC Co-organised by the Leisure and Sponsored by Tuen Mun District Council Cultural Services Department 【Prospectus】 1. Purpose : To select in an open manner those athletes who meet the eligibility requirements to represent the Tuen Mun District Council (DC) in the competitions of “The 6th Hong Kong Games” (HKG). 2. Introduction to : The HKG is a major multi-sport event held biennially with the 18 DCs as the HKG participating units. The objectives of the HKG are to provide districts with more opportunities for sports participation, exchanges and co-operation, to encourage active public participation in sports, and to strengthen the public’s sense of belonging to the district they live in. Scheduled for 23 April to 28 May 2017, the 6th HKG will cover 8 sports, namely the athletics, badminton, basketball, futsal, swimming, table tennis, tennis and volleyball. (For details, please visit www.hongkonggames.hk) The divisions, events and quotas for the 6th HKG Athletics Competition are as follows: i) Division and Event: Division Men’s Division Women’s Division Event Individual Events: 100 m 200 m 400 m vents 800 m E 1500 m 5000 m Track Track 100 m Hurdles － 0.84 m 110 m Hurdles 1.067 m － s High Jump (Starting height: 1.50 m) (Starting height: 1.20 m) Long Jump vent E Shot Put 7.26 kg 4 kg Javelin 800 g 600 g Field Discus 2 kg 1 kg Team Events: 4 100 m Relay 4 400 m Relay 1 ii) Quota: (a) Individual Events: Each district may nominate a maximum of 2 athletes per event; and each athlete may enter a maximum of 3 events, i.e. either 2 track and 1 field events or 2 field and 1 track events (excluding relay events). (b) Team Events: Each district may nominate a maximum of 1 team per event, and each team shall consist of 4 to 6 athletes. 3. Enrolment : From 21 December 2016 to 13 January 2017 Period 4. Eligibility : i) Participa nts must be born in or before 2007, but those who take part in the Requirements 5000 m event must be born in or before 2001, and must be holders of valid Hong Kong Permanent Identity Cards, or holders of valid Hong Kong Identity Cards who have resided in Hong Kong for 3 years or more. (Holders of Hong Kong Identity Cards must produce records, such as One-way Permits and passports, showing their arrival in Hong Kong before March 2014 to prove that they have resided in Hong Kong for 3 years or more.) . ii) Participants must reside within the “district boundary” of Tuen Mun District and have valid proof of place of residence. The valid proof of place of residence accepted by the HKG includes: (a) a statement (such as a rates demand note, bill for electricity or water charges, monthly bank statement, mortgage statement or telephone bill) issued by a public utility company or commercial organisation or bank within the latest 3 months; or (b) a declaration of place of residence issued by the Home Affairs Department; or (c) a tenancy agreement; or (d) a student handbook showing proof of place of residence (if a student handbook cannot be produced, the documents stated in (a) to (c) above bearing the name(s) of the participant’s parent(s) together with the participant’s birth certificate may be provided). Note: The district boundaries of the 18 Districts are defined in the maps showing the Constituency Boundaries for the District Council Election. (For details, please visit the website of the Electoral Affairs Commission at www.eac.gov.hk.) Student hostels and athlete hostels are not regarded as the place of residence. iii) Those athletes who participated or will participate in the athletics competitions of the Olympic Games (excluding the Summer Youth Olympic Games), the Asian Games, the National Games of the People’s Republic of China, the World Championships (excluding the World Youth Championship) or the Asian Championships (excluding the Asian Youth Championship), or the Asian Indoor Athletics Championships or the IAAF World Indoor Championships between 2014 and 2017 are not eligible to participate in the athletics competition of the HKG. Note 1: Those athletes who participated or will participate in any events of the above-mentioned competitions which fall under the four categories defined by the IAAF (i.e. track and field, road running, cross-country and race walking) are not eligible to participate in the athletics competition of the HKG. 2 Note 2: In the event that an athlete, who has already enrolled in the HKG, is nominated by the relevant national sports association to participate in any of the competitions specified in Paragraph 4(iii) above after the team leaders’ meeting of the relevant HKG competition is held, he/she may continue to take part in the HKG. iv) Serving professional athletics athletes are not eligible to participate in the athletics competition of the HKG. Professional athletes are those who are employed under a full-time paid contract by any institution or company as an athlete, excluding the full-time athletes who are undertaking training and receiving subvention or subsidy offered by the government or relevant organisations (such as the Hong Kong Sports Institute, the Sports Federation & Olympic Committee of Hong Kong, China, and national sports associations). v) P articipants must hold one of the following recognised competition results/qualifications for individual events (Note: The height of the hurdles for hurdle events and the weight of equipment for throwing events must be the same as the specifications for the equipment of the 6th HKG) in order to participate in this selection: (a) The 5th HKG Athletics Competition (b) District Age Group Athletic Meets organised by the Leisure and Cultural Services Department (LCSD) in 2016 (c) Pre-season Trial cum Athletics Relay Carnival 2016 (d) Hong Kong Athletics Series 2016 (Series 1 to 4) (e) Hong Kong Junior Age Group Athletic Meet 2016 (f) IAAF World Athletics Day 2016 (g) Inter-Secondary Schools Athletics Competitions held by the Hong Kong School Sports Federation in 2016 (h) TCAA Age Group Athletics Meet 2016 (i) USFHK 55th Annual Athletic Meet (j) Hong Kong Athletic Championships 2016 (k) Hong Kong Inter-City Athletics Championships 2016 (l) WAC Annual Challenge 2016 (m) The 70th SCAA Inter-School Athletics Meet (n) Other local events organised by the Hong Kong Amateur Athletic Association (HKAAA) in 2016 (o) Top 10 athletes in the Hong Kong rankings (open and youth divisions) of the HKAAA (as on the latest ranking lists to be released by the end of 2016) (If the participants’ results in 100 m, 200 m, 100 m hurdles and 110 m hurdles events are hand-timed, 0.24 second will be added to their results as a standard for selecting district athletes for the 6th HKG.) vi) Participants must meet the eligibility requirements (i) to (v) mentioned above. If it is found that any participant fails to meet the eligibility requirements, furnishes false information, or has participated in the athlete selection of more than 1 district, he/she will be immediately disqualified with all his/her selection results cancelled. vii) All participants must sign the “Declaration by Participant” before taking part in this selection. For participants aged under 18, the Declaration must be signed by his/her parent or guardian. viii) The Organiser reserves the right to forbid any participant from taking part in this selection. 5. Fee : Free of charge 3 6. Enrolment : i) Enrol ment in person Methods and Participants should submit the duly completed “Enrolment Form” together Points to Note with the “Declaration by Participant” and proof of recognised competition results/qualifications in person or by a representative to the Tuen Mun District Leisure Services Office (DLSO) (office hours: 8:30 a.m. to 6:15 p.m. from Monday to Friday; closed on Saturdays, Sundays and General Holidays) of the LCSD or any of the LCSD sports centres in Tuen Mun District (office hours: 7:00 a.m. to 11:00 p.m. from Monday to Sunday) within the enrolment period stated in Paragraph 3 above. The originals or copies of the identity cards (please refer to Paragraph 4(i) herein) and proof of place of residence (please refer to Paragraph 4(ii) herein) of the participant are required for verification of eligibility when the enrolment form is submitted. ii) Enrolment by post For enrolment by post, please send the duly completed “Enrolment Form” together with the “Declaration by Participant”, copies of the identity cards (please refer to Paragraph 4(i) herein), proof of recognised competition results/qualifications and proof of place of residence (please refer to Paragraph 4(ii) herein) of the participant, and a stamped self-addressed envelope with “Enrolment for Tuen Mun District Athletics Athlete Selection of the 6th Hong Kong Games” clearly marked on the outside, to the Tuen Mun DLSO (address: Room 305, 3/F, Tuen Mun Government Offices Building, 1 Tuen Hi Road, Tuen Mun) of the LCSD within the enrolment period stated in Paragraph 3 above. (The day of receipt of the form by the Organiser will be regarded as the receipt date.) iii) All information provided in the enrolment form must be true and correct. Participants should notify the Tuen Mun DLSO of the LCSD (Telephone No.: 2451 0304) immediately of any change of residential address during the selection process, otherwise the participants will be regarded as furnishing false information.

PURPOSE 1.1 Hong Kong faces an imminent waste management problem as the three existing landfills would exhaust their design capacity one by one in the mid and end 2010s. In January 2011, the Government announced an action agenda on the implementation of initiatives that would help achieve a sustainable waste management solution for Hong Kong, using the Policy Framework for the Management of Municipal Solid Waste (2005-2014) (The MSW Policy Framework) as the basis. The action agenda listed concrete actions for resolving Hong Kong’s waste problem under a three-pronged approach that includes (i) strengthened actions to reduce wastes at source, (ii) introduction of modern technologies to upgrade our waste treatment capability, and (ii) timely extension of landfill, at a reduced scale with the implementation of (i) and (ii). This paper – (a) updates Members on the progress of waste reduction and recycling initiatives under the action agenda; 1 (b) seeks Members’ support for our proposals to – (i) upgrade 5177DR to Category A at an estimated cost of $14,960.1 million in money-of-the-day (MOD) prices (or $11,383.0 million in September 2011 prices); (ii) upgrade 5163DR to Category A at an estimated cost of $6,631.7 million in MOD prices (or $3,969.8 million in September 2011 prices); (iii) upgrade 5164DR to Category A at an estimated cost of $1,759.4 million in MOD prices (or $1,254.3 million in September 2011 prices); and (iv) upgrade part of 5165DR to Category A at an estimated cost of $33.4 million in MOD prices (or $26.1 million in September 2011 prices).

    PalaeozoicRocks of the San Tin Group Classification and Distribution The sedimenmryrocks of this Palaeozoicbasin (the San Tin Group) occupy a northeasterly,curving, faulted, irregular belt at least 25 km long and up to a maximum of 4 km in width. This fault-bounded basinextends northwards into Shenzhenand Guangdong,and south throughTuen Mun. Bennett (1984c) outlined the basic structureof the areaas a narrow grabenbetween the CastlePeak and the Sung Kong granites,and noted the presenceof metasedimenmryrocks of the Repulse Bay Formation and the Lok Ma ChauFormation. The San Tin Group is divided into two formations; a lower, largely calcareousYuen Long Formation, and an upper, mostly arenaceous/argillaceousLok Ma ChauFormation (Langford et ai, 1989)(Figure5). Yuen Long Formation The Yuen Long Fonnation was named by Lee (1985) to distinguish the concealed marbles and limestonesof the Yuen Long area from the better known clastic rocks belonging to the establishedand exposed Lok Ma Chau Fonnation (Bennett, 1984b). The distinctive carbonate lithologies were originally recognised by Ha et al (1981), who suggested that they probably belonged to the CarboniferousPeriod. General supportfor a Carboniferousage was provided by the strike of the rocks which could be traced northeastwardsinto Shenzhen,where unpublished1:50 000 geologicalmapping of the Shenzhen,Special Economic Zone apparently showed similar lithologies classified as Lower Carboniferous(Visean) (Lai & Mui, 1985). The Yuen Long Fonnation is overlain by the Lok Ma Chau Fonnation. The boundary betweenthe two fonnations is in places gradationalbut in others sharp and probably unconfonnable.The presenceof beds of marble intercalatedwith the lowest metasiltstonesin someboreholes is interpretedby Langford et al (1989) to be a gradual passagefrom a dominantly calcareoussequence to one of largely clastic material.
