This covering report accompanies a final draft of the Framework for consideration and approval. The final draft of the document has been concluded following a public consultation process involving local residents, businesses, public services and the voluntary & community sectors. The Ancoats and New Islington Neighbourhood Development Framework seeks to update the existing frameworks developed and encapsulated in the 2008 – 2018 East Manchester Strategic Regeneration Framework. Excluding listed places of worship, for which the survey is still incomplete,1,150 assets have been removed for positive reasons since the Register was launched in 2008.The sites that remain at risk tend to be the more intractable ones where solutions are taking longer to implement. While the overall number of buildings at risk has fallen, the average conservation deficit for each property has increased from £260k (1999) to £370k (2012).We are also seeing a steady increase in the proportion of buildings that are capable of beneficial re-use – those that have become redundant not because of any fundamental lack of potential, but simply as the temporary victims of the current economic climate. The primary and main laws were those by which was established and maintained the right or privilege of milling soke; which gave to landowners, royal or otherwise, the sole power of building and working corn mills, and which bound the tenants on the lands to yield all their grinding custom to such mills. This privilege is shown to have been originated not by any statute, but purely by local manorial custom, and to have been perpetuated in virtue of such recognised custom, or, in other words, by common law irrespective of statute. Primarily, of course, no injustice was involved in tenants being compelled to grind at mills built especially for their convenience and comfort by the local capitalist and landowner, the manorial lord.
