Matthias Scantamburlo (Aston University) Abstract: This article explores the impact of the 2018 South Tyrolean election on the autonomous province’s consociational system of democracy. Implemented to tame centrifugal tendencies between the territory’s language groups (German, Italian and Ladin), this system has since the 1990s been losing its inclusive capacity. While the Italian-speaking electorate has increasingly been underrepresented in the main decision-making processes, the German-speaking intra-ethnic electoral arena experienced the rise of secessionist parties. The article shows that, despite major changes affecting party politics in South Tyrol, the outcome of the 2018 election contributed to restore stability to the consociational system. I. INTRODUCTION The election to the provincial council, the Landtag, of the Autonomous Province of Bolzano/South Tyrol (hereafter South Tyrol), held on 21 October 2018, resulted in a major shift of power and important changes in the province’s consociational political system. The South Tyrolean Peoples’ Party (SVP), the main representative of the German- and Ladin-speaking minorities and regional key power player since 1945, for the first time in its history forms a government with an Italian-speaking right-wing party, the populist (Northern) League (LN). -

OsservaMedia Sardegna Caso studio: l'allarme sicurezza de La Nuova Sardegna nel centro di Sassari Abstract: Tra il 3 ottobre e il 2 novembre del 2018 La Nuova Sardegna ha costruito una lunga campagna di stampa sulla sicurezza nel centro storico di Sassari. Impostata a partire da un caso di cronaca piuttosto banale, la campagna si è prolungata con toni allarmistici e sensazionalistici, talora marcatamente razzisti, in un discorso volto esplicitamente a problematizzare la presenza dei nigeriani, e a proporre una idea di riqualificazione del quartiere sostanzialmente escludente ed aggressiva nei confronti degli attuali residenti. In questo caso studio, attraverso l'analisi testuale della imponente mole di materiale prodotta dal giornale, intendiamo mostrare le contraddizioni e i meccanismi distorsivi dell'informazione con cui si è cercato di giustificare un discorso marcatamente discriminatorio, volto esplicitamente a produrre effetti concreti nella definizione delle politiche locali, e ad imporre nell'agenda della campagna elettorale per le comunali la cornice interpretativa emergenziale dell'"allarme sicurezza". Levy, Chair As long as far-right parties { known chiefly for their vehement opposition to immigration { have competed in contemporary Western Europe, scholars and observers have been concerned about these parties' implications for liberal democracy. Many originally believed that far- right parties would fade away due to a lack of voter support and their isolation by mainstream parties. Since 1994, however, far-right parties have been included in 17 governing coalitions across Western Europe. What explains the switch from exclusion to inclusion in Europe, and what drives mainstream-right parties' decisions to include or exclude the far right from coalitions today? My argument is centered on the cost of far-right exclusion, in terms of both office and policy goals for the mainstream right. I argue, first, that the major mainstream parties of Western Europe initially maintained the exclusion of the far right because it was relatively costless: They could govern and achieve policy goals without the far right. -

Leucci, University of Trento, Department of Information Engineering and Computer Science, Via Sommarive, 9, Trento (ITA), [email protected] Abstract: The provision of public information contributes to the enrichment and enhancement of the data produced by the government as part of its activities, and the transformation of heterogeneous data into information and knowledge. This process of opening changes the operational mode of public administrations, leveraging the data management, encouraging savings and especially in promoting the development of services in subsidiary and collaborative form between public and private entities. The demand for new services also promotes renewed entrepreneurship centred on responding to new social and territorial needs through new technologies. In this sense we speak of Open Data as an enabling infrastructure for the development of innovation and as an instrument to the development and diffusion of Innovation and Communications Technology (ICT) in the public system as well as creating space for innovation for businesses, particularly SMEs, based on the exploitation of information assets of the territory.
