    DOI: http://dx.doi.org/10.4314/ldd.v15i1.2 Mainstreaming women, equating men: Charting an inclusionary approach to transformative development in the African decade for women DEJO OLOWU Research Professor (Public Law & Legal Philosophy), North-West University (Mafikeng Campus) 1 INTRODUCTION In time past, developmental efforts tended to focus on either men or women but seldom on both.1 For decades, therefore, development assistance often took the form of providing technologies, loans and training to men.2 Starting in the early 1970s, however, analysts pointed out the need to pay more attention to women as agents of development.3 The initial focus was to direct more resources to women and, later, focus attention more broadly on gender dynamics and inequalities.4 The global movement for gender equality itself has undergone a similar shift over the course of time, from an early emphasis on women alone to the recognition of the need to engage men in the process. Since the mid-1990s men’s role in progress towards gender mainstreaming has been the subject of growing international commitments and activity. In the Beijing Declaration and Platform of Action, adopted by the Fourth World Conference on Women in 1995, governments expressed their resolve to encourage men to participate fully in actions towards gender mainstreaming. This resolve was made in the follow-up meeting, otherwise known as Beijing+5, in 2000. The study series All over the world, right-wing populist parties continue to grow stronger, as has been the case for a number of years – a development that is male-dominated in most countries, with right-wing populists principally elected by men. However, a new generation of women is also active in right-wing populist parties and movements – forming the female face of right-wing populism, so to speak. At the same time, these parties are rapidly closing the gap when it comes to support from female voters – a new phenomenon, for it was long believed that women tend to be rather immune to right-wing political propositions. Which gender and family policies underpin this and which societal trends play a part? Is it possible that women are coming out triumphant here? That is a question that we already raised, admittedly playing devil’s advocate, in the first volume of the publication, published in 2018 by Friedrich-Ebert-Stiftung Triumph of the women? Ninety-three years ago, the first official International Women’s Day was celebrated in Austria, Denmark, Germany and Switzerland, organized by the great German feminist Clara Zetkin, who wanted a single day to remember the 1857 strike of garment workers in the U.S. that led to the formation of the International Ladies Garment Workers Union. On March 19, 1911— the anniversary has changed since then—more than a million women and men rallied to demand the right to work, to hold public office and to vote. Think of how much has changed in those 93 years! Throughout most, if not all of the industrial world, women have: gained the right to vote, to own property in their own name, to divorce, to work in every profession, to join the military, to control their own bodies, to challenge men’s presumed “right” to sexual access once married, or on a date, or in the workplace. Indeed, the women’s movement is one of the great success stories of the twentieth century, perhaps of any century. It is the story of a monumental, revolutionary transformation of the lives of more than half the population. But what about the other half? Today, this movement for women’s equality remains stymied, stalled. Women continue to experience discrimination in the public sphere. They bump their heads on glass ceilings in the workplace, experience harassment and less-than fully welcoming environments in every institution the public sphere, still must fight to control their own bodies, and to end their victimization through rape, domestic violence, and trafficking in women.
