A progressive spirit guided the development of the institution as it evolved from a normal school, which trained teachers for one-room schools, to Whitewater State Teachers College (1927), Wisconsin State College-Whitewater (1951), Wisconsin State University-Whitewater (1964) and as a member of the 13 four-year institutions in the University of Wisconsin System (1971).
