Purposive and snowball sampling techniques were used to select the study participants. Questionnaires and interview guide were used to collect data. Research instruments were subjected to both content and face validity. Cronbach’s Alpha Coefficient technique was used to test reliability for quantitative data and credibility dependability for qualitative data.

Written by the legal officer who drafted the Funds’ By-Laws for the Arusha Council, this research offers revealing insights into the origins and operations of the Fund which is based on a cost-sharing scheme between the Government and its intended members (the rural poor and those in the informal sector) who are entitled to receive primary health care. Using several methodologies (including the Grounded Theory and Human Rights Approaches) and guided overall by the unique Women’s Law Approach, the writer gathers, analyses and interprets a wide range of material and relevant data, including information gathered from law and literature research, interviews and group discussions with her Maasai respondents and administrative and medical officials involved in the Scheme. The effectiveness of the Scheme is measured against Tanzania’s duty to comply with the numerous social security commitments it has made in the form of various local, regional and international Human Rights Instruments.
