01 09 Strategic Environmental Assessment RRFRMS Statement of Environmental Particulars Statement of environmental particulars for the River Roding Flood Risk Management Strategy Purpose Introduction This statement of environmental particulars shows how environmental considerations and consultation comments were taken into account during the preparation of the River Roding Flood Risk Management Strategy (RRFRMS) and how the Environment Agency selected the approach adopted in the final Strategy. The statement sets out the monitoring procedures that have been set in place to monitor the significant environmental effects of implementing the RRFRMS. The statement also sets out the work undertaken to finalise the strategy following the consultation on the draft strategy. In 2006 a draft of the RRFRMS was sent out to consultation. Since this consultation, a series of changes have been made on economic and sustainability grounds, leading to a revised strategy and an addendum to the Strategic Environmental Assessment (SEA). A further round of consultation was undertaken in 2011 on the draft revised RRFRMS and supporting SEA Addendum. This statement of environmental particulars outlines the environmental effects of the strategy and how consultation has affected the final plan. Integration of environmental considerations Environmental considerations were integrated throughout the development of this plan. Following the Environment Agency’s Strategic Environmental Assessment (SEA) operational instruction, our National Environmental Assessment Service (NEAS) worked with the project team from the beginning of the strategy. Working in this way, many potential significant effects of the strategy on the environment were avoided and others mitigated through the strategy development. Plan history The River Roding flows from Molehill Green in the North to the A12 south of Wanstead in the South (Figure 1). We have developed a plan to manage flooding from rivers and surface water adjacent to the River Roding. In 2006, a draft flood risk management strategy and SEA (documented in the SEA Environmental Report) was presented to the public, statutory and wider stakeholders for their comments. This iteration of the RRFRMS aimed to continue maintaining the existing flood risk management system and provide additional protection through a series of flood water storage areas. Since the 2006 consultation, we have been investigating the River Roding catchment as a series of flood cells, as shown on Figure 1. The options have become more focussed to each particular cell, leading to some changes from the 2006 draft strategy. The main changes are summarised below: • The surface water flood storage area protecting Woodford has been moved from Ray Park to Broadmead, Chigwell Road. • Surface water pumping forms part of the new preferred Strategy in Woodford. • A flood storage area (FSA) at Shonks Mill is still part of the preferred Strategy, however this would now be constructed by 2020 and will be larger than proposed in 2006. • Withdrawal of maintenance of the river channel in areas upstream of the Shonks Mill FSA where it is no longer economically viable to continue these works. • Withdrawal of maintenance where the cost of maintaining existing defences to their current standard outweighs the benefits provided. The environment strategy approach changed to one based on separate flood cells in the River Roding during Flood Risk Management Strategy Review. The SEA was revisited and an addendum development of was produced to document the revised assessment. The main change was the the plan ability to adopt different approaches in different parts of the river. The final RRFRMS contains three main recommendations, each with different environmental impacts. The strands are: • Withdrawal of maintenance • Continue current activities • Construction of new flood water storage areas The SEA assessed the potential impacts associated with each of these strands and influenced the choices for structural options. The SEA Addendum was open to public consultation and influenced the development of the strategy by identifying environmental enhancements and setting out requirements for mitigation, where significant negative impacts were identified. The environmental benefit of withdrawing maintenance in certain reaches of the river has been the main environmental change between the 2006 and 2011 strategies. Table 1 below provides a summary of the predicted environmental effects (those with a potential moderate or major impact) of the RRFRMS and the proposed mitigation measures planned to minimise the impact of these effects. Developments implemented as a result of the strategy will be assessed for environmental impacts at a project level, using the Environment Agency’s Environmental Impact Assessment (EIA) operational instruction.     The Hundred Parishes An introduction to GREAT CANFIELD Location: 4 miles southwest of Great Dunmow. Ordnance Survey grid square: TL5918. Postcode: CM6 1JS. Access: west off B184. Regional Cycle Route 50. Bus: No regular service. County: Essex. District: Uttlesford. Population: 414 in 2011. Great Canfield is a rural parish with no significant centre of population, its hamlets being scattered about the parish. It has no classified roads except 500 metres of Roman road, now the B184, which defines its most easterly boundary. The attractive winding lane that runs through the parish, from Takeley in the northwest to High Roding in the southeast, is part of Regional Cycle Route number 50. It passes through several of Great Canfield‘s hamlets: Hope End Green, Puttock’s End, Green Street, Hellman’s Cross and Great Canfield itself, pictured here. Another lane from Great Canfield links with the other hamlets of Bacon End and Baconend Green. Canfield appeared in the Domesday Book of 1086 as Canefelda. This meant a field of canes or reeds and was probably associated with the River Roding which defines the parish’s southeast boundary. Canfield’s lord in 1086 was Aubrey de Vere, a man who held many estates throughout East Anglia. The de Vere family (later the Earls of Oxford) continued as lords of the manor of Great Canfield for five centuries. It is likely that de Vere built Great Canfield’s motte and bailey castle around 1200 AD. A motte was a conical-shaped mound of earth or rubble, on top of which stood a timber or stone tower surrounded by a wooden palisade.

As you will read Tennis, having been the last sport to be stopped was the first to re-start and despite the necessary restrictions that have had to be imposed the courts are seeing plenty of use. The recent change of heart regarding Cricket came far too late to save the league seasons for both our men’s and ladies teams but we will hopefully see some friendly matches start in a week or so. As yet there is no suggestion of when Football might re-commence but presumed that this won’t be in time for the customary first Saturday in September start whilst Table Tennis, being an indoor sport and having lost all summer competition, is now awaiting instruction on how their winter league might proceed. The safety of our members and others using the facilities is our main concern in deciding when and how to fully re-open the clubhouse and committee members have become quite proficient in the use of technology in discussing such matters.

    History of Down Hall Down Hall was one of ten ancient medieval manors in the Parish of Hatfield, later known as Hatfield Broad Oak, which at the time of the Norman conquest, was already a well-established Saxon settlement. Popular for hunting in the neighbouring forest, the royal estate came to be known as Hatfield Regis, or King's Hatfield, partly to distinguish it from Hatfield Peverel, also in Essex. At one time a royal estate of Harold II, Hatfield fell into the possession of William the Conqueror after the battle of Hastings in 1066. At around nearly 9,000 acres (14 sq miles) Hatfield Regis was one of the largest parishes in Essex that at the time of the reign of Edward the Confessor (1042-1066), was already referred to as an ancient demesne – a demesne being all the land retained and managed by a lord of the manor under the feudal system for his own use and occupation or support. We know from records that at this time, Hatfield was formerly divided into four quarters: Town Quarter, Wood Row Quarter, Hatfield Heath Quarter, and Broomsend Quarter, across which these ten manors would have been sited. In the Norman French of ancient deeds, Down Hall is referred to as La Donne, and remarkably from surviving Anglo Saxon records, we find mention of it as Dunhall. During the reign of the Confessor, it belonged to Ulwin, Thegn of Edmund Ætheling. A Thegn was a person ranking between an Earl and an ordinary freeman, holding land of the king or a lord in return for services; and Edmund Ætheling was a member of the royal House of Wessex and the nephew of Edward the Confessor.

Notes for Mary Luckin: Census records give her birth date as about 1795; however, there was only one Mary Luckin born in the parish of Great Waltham from 1780 to 1803 (November 24, 1790) who cannot be documented as dying in childhood. I believe that she altered her age to be a shade younger than her husband rather than a shade older. This is consistent with her death certificate which gives her age at death as 75. Wilson Lucking and Mary Luckin had the following children: 2. i. MARY ANN2 LUCKING was born on 29 Mar 1815 in Great Waltham, Essex, England. She married John Mumford, son of James Mumford and Mary, on 08 Feb 1844 in Great Waltham, Essex, England. He was born on 12 Dec 1810 in Elsenham, Essex, England. He died about Apr 1881 in Dunmow, Essex, England.

TIIE Proprietors, in submitting to their Subscribers and the Public the present (being the Fifth) Edition of the Six HOME COUNTIES DIRECTORY, trust that it may • be found to be equal in accuracy to the previous Editions. Several additions have been made to the present volume : lists of Hundreds and Poor Law Unions have been included in the Topography of each County; it is stated under each Parish in what Hundred, Union and County Court District it is situate, as well as the Diocese, Archdeaconry and Rural Deanery; and the College and University of every Beneficed Clergyman have been given. The Post Office Savings Banks have been noticed; the names of the Parish Clerks are given under each Parish ; and lists of Farm Bailiffs of gentlemen farming their own land have been added. / The bulk of the Directory has again increased considerably: the Third Edition consisted of 1,420 pages; the Fourth had increased to 1,752 pages; and the present contains 1,986 pages. The value of the Directory, however, will depend principally on the fact that it has been most carefully corrected, every parish having been personally visited by the Agents during the last six months. The Proprietors have again to return their thanks to the Clergymen, Clerks of the Peace, Magistrates' Clerks, Registrars, and other Gentlemen who have assisted the Agents while collecting the information.
