Boosting Innovation? -------------------------------------------------------------------------------------------------------------------84 2 I HIV and the Law: Risks, Rights & Health ABOUT THE GLOBAL COMMISSION ON HIV AND THE LAW The Global Commission on HIV and the Law consisted of fourteen distinguished individuals who advocate on issues of HIV, public health, law and development. Fernando Henrique Cardoso, former president of Brazil, chaired the Commission. The Commission’s unique convening power allowed it to focus on high-impact issues of HIV and the law, which have important rami- fi cations for global health and development. The Commission advocated for evidence and human rights based legal environments for eff ective and effi cient HIV responses. The life experiences of the Commissioners gave them a formidable ability to access a wide cross-section of society. This means they are well placed to infl uence change on complex issues that require the engagement of multiple stakeholders across a range of sectors. This year, former president of Brazil Fernando Henrique Cardoso and former U.S. trade representative Carla Hills chaired a Dialogue task force that produced “Agenda for the po Americas 2005,” a widely cited report offering recommendations to revitalize U.S. policy toward Latin America and the Caribbean. e The Dialogue’s extensive work on Colombia and Venezuela provides authoritative and balanced policy assessments of the challenges confronting those countries. Our forums and publications on remittances have broken new ground. We are an active voice in debates about Haiti and Cuba—and have helped R keep Washington consistently well-informed about developments in Brazil, Argentina, and Mexico. We have worked for several years to keep issues of press freedom, media responsibility, and access to informa- tion on the agenda—both in Washington and throughout the region. The Dialogue is shaping policy and action on educational reform in many countries. We are also working hard to focus attention on the hemispheric trade agenda—and to seek bipartisan support for U.S. economic cooperation with Latin America and the Caribbean. We are grateful for the support of a wide circle of friends, associates, corporate partners, and public and private donors, which is vital to sustain the Inter-American Dialogue’s work and its efforts to improve the quality of debate and decision making in hemispheric affairs and to build stronger cooperation in the Americas.

Cultural critics like Jameson argue that retro and nostalgia are symptoms of postmodernism – that we can pick and choose various items and cultural phenomena from different eras and place them together in a pastiche that means little and decontextualizes their historicity. However, as Bergson argues in Memory and Matter, the senses evoke memories, and popular culture artefacts like comics can bring the past to life in many ways. The smell and feel of old paper can trigger memories just as easily as revisiting an old haunt or hearing a piece of music from one’s youth. As fans and academics we often look to the past to tell us about the present. We may argue about the supposed ‘golden age’ of comics. Our collecting habits may even define our lifestyles and who we are. But nostalgia has its dark side and some regard this continuous looking to the past as a negative emotion in which we aim to restore a lost adolescence. In Mediated Nostalgia, Ryan Lizardi argues that the contemporary media fosters narcissistic nostalgia ‘to develop individualized pasts that are defined by idealized versions of beloved lost media texts’ (2). This argument suggests that fans are media dupes lost in a reverie of nostalgic melancholia; but is belied by the diverse responses of fandom to media texts. Moreover, ‘retro’ can be taken to imply an ironic appropriation.

Silver Lining, is PEN Nigeria’s second anthology. Published by University Press Plc in the second half of 2019, Pen Nigeria President, Folu Agoi and Professor Akachi Adimora-Ezeigbo, the editors, spoke in their Editorial about the need to REVIEW OF SILVER LINING (Borders copyright ©2019 - Olatoun Gabi-Williams) Page 1 put together a ‘robust’ work of Nigerian literature; one which will project, as ‘one vibrant voice’, an intergenerational caucus of artists and thinkers: early career, mid- career and veterans. No legislated themes or approaches: writers were asked to make their own choices about what to express and how. Before I begin my review of Silver Lining, I would like to take a quick look at examples of the world-wide campaign to mainstream African literature. It continues to gain ground. France-based Nakiri – Rights Solution and digital distributor, Italy- based StreetLib , two stakeholders in the success of African publishing, have come together to scale the sale of foreign rights and distribution of francophone books across international and linguistic boundaries, leveraging expertise in rights trading and cutting-edge digital technology. Individual linguists across Africa and community resources such as the Red Sea Cultural Centre, Hargeysa, Somaliland, are translating books and short stories into local languages to encourage consumption of African literature by the widest possible local audience. The Mabati Cornell Kiswahili Prize for African literature was inaugurated for the purpose of translating texts from, between and into African languages and to promote writing in African languages.
