ABSTRACT Title of Dissertation: HOUSING DEVELOPMENT: HOUSING POLICY, SLUMS, AND SQUATTER SETTLEMENTS IN RIO DE JANEIRO, BRAZIL AND BUENOS AIRES, ARGENTINA, 1948-1973 Leandro Daniel Benmergui, Doctor of Philosophy, 2012 Dissertation directed by: Professor Daryle Williams Department of History University of Maryland This dissertation explores the role of low-income housing in the development of two major Latin American societies that underwent demographic explosion, rural-to- urban migration, and growing urban poverty in the postwar era. The central argument treats popular housing as a constitutive element of urban development, interamerican relations, and citizenship, interrogating the historical processes through which the modern Latin American city became a built environment of contrasts. I argue that local and national governments, social scientists, and technical elites of the postwar Americas sought to modernize Latin American societies by deepening the mechanisms for capitalist accumulation and by creating built environments designed to generate modern sociabilities and behaviors. Elite discourse and policy understood the urban home to be owner-occupied and built with a rationalized domestic layout. The modern home for the poor would rely upon a functioning local government capable of guaranteeing a reliable supply of electricity and clean water, as well as sewage and trash removal. Rational transportation planning would allow the city resident access between the home and workplaces, schools, medical centers, and police posts. As interamerican Cold War relations intensified in response to the Cuban Revolution, policymakers, urban scholars, planners, defined in transnational encounters an acute ―housing problem,‖ a term that condensed the myriad aspects involved in urban dwellings for low-income populations. -

The Province will pay the principal of the Notes in three installments: 33.33% on January 26, 2019, 33.33% on January 26, 2020 and 33.34% on January 26, 2021. The Notes will be direct, unconditional, unsecured and unsubordinated obligations of the Province, ranking pari passu, without any preference, among themselves and with all other present and future unsecured and unsubordinated indebtedness from time to time outstanding of the Province, except as otherwise provided by law. Application will be made to list the Notes on the Luxembourg Stock Exchange, and to have the Notes admitted to trading on the Euro MTF market of the Luxembourg Stock Exchange, and the Province will apply to list the Notes on the Buenos Aires Stock Exchange and the Argentine Mercado Abierto Electrónico. Investing in the Notes involves risks that are described in the “Risk Factors” section beginning on page 10 of this offering memorandum. Alongside Route 3, “The Glorious Double P”: An Approach to “Peronist Faggots” (“Putos Peronistas”) of La Matanza1 Gerardo Médica, Universidad de Buenos Aires and Viviana Villegas, Universidad Nacional de Lomas de Zamora, translated by Fernando José García This article describes the production and the analysis of two oral sources: the oral narratives of Pablo Ayala and of “La Iara.” Both are militants and founders of the group “Putos Peronistas” of La Matanza (Buenos Aires, Argentina), one of the few working class gay organizations within Peronism. The article explores their life stories. In their narrative they interweave working class elements of Greater Buenos Aires, with the impact of the neoliberal reforms of the 1990s on family and neighbourhood. It also suggests a series of motivations for a group of gay activists to organize within a traditionally homophobic political movement. These motivations arose in a context of extreme poverty, and gave rise of a political commitment that has earned an ever increasing visibility in the media. In addition, the piece explores the construction of a specific, and contradictory, identity as a Puto Peronista fighting for the right to sexual diversity. For more than 20 years, she has been analyzing the environmental situation of the Matanza-Riachuelo basin, as well as the social aspects that left a mark in its history. The Riachuelo-Matanza river is the most polluted one in Argentina; its course is an open wound that shows the governments’ historic indifference to protection and remediation policies for the environment. However, it is also the reflection of the lack of interest the citizenship has in facing a problem that could be the cause of different ailments for the eight million people that live by its borders. The situation is not new: in 1871, the works to modify its course had begun; the goal was to make it navigable for overseas vessels and to clean its margins, because the floods caused by heavy rains made pollution reach the adjoining neighborhoods. During the 20th century, a lot of promises were made, but the launch of a decontamination plan was not until 2006, when a lawsuit reached the Supreme Court of Argentina, and it was decided that the administrations of the three jurisdictions that were part of the basin (the nation state, the province of Buenos Aires, and the city of Buenos Aires) had to create a comprehensive plan to clean the river up. -

Monday the 10th of November 2008 Troubled Waters: the Matanza-Riachuelo river basin by: Lindsey Hoshaw | 23 May 2008 printed in: Edition 38 | section: Environment As you stroll along El Caminito in La Boca, you may not realise that only a few metres away from the tourist attractions, lies one of the most ecologically damaged places in the world. Floating throughout the muddy Matanza-Riachuelo are obvious signs of neglect: mounds of plastic trash, bubbling methane gas, toxic chemical residue and the wafting smell of sewage. The last eight kilometres of the 64km Matanza River, known as the Riachuelo, push the pollution into Río de la Plata. But the majority of tourists, albeit for the smell, never realise the neighbourhood they’re passing through is home to a chemically infused river. Tourist Oscar Soo, 35, from Malaysia, said that his curiosity was momentary. “It’s not that comfortable to experience the smell, but after you walk through the streets you forget about it,” Soo said. “The colourful buildings take your mind off of it.” Such is the dichotomy between the river and its neighbouring town. The cobblestone streets, tango dancers and mate shops belie the severity of La Boca’s environmental degradation. The majority of residents live away from vibrant Caminito, near factories pumping smoke into the air and waste into the river. For many of them, the contamination is the reality behind La Boca’s jovial facade. A Polluted History The Riachuelo, which separates the south of Buenos Aires from the province, has been treated as a dumping ground by 65 neighbouring factories and local residents for years. -
